Prospect Road Fort Collins Colorado. Description of rationale. The rationale for this development is that affordable housing in this community is in high demand, whether it be in the form of rentals or home ownership. In this particular proposal we have chosen home ownership would be more appropriate. The first reason for making the decision is that it appears that the majority of the existing neighborhood is owner occupied. The second reason is because of the building's close proximity to neighboring houses. Owner occupied homes are generally less disruptive than rental property. There are no wet lands or natural areas on the site. Neighborhood meeting. There were a lot of questions asked during the meeting. One of the most common concerns was the density of the development. At the time of the meeting the proposal was for five -three bedroom town homes. The building was designed in a staggered formation of rectangles; this configuration broke up the yard around the building into smaller pieces. The site plan appeared to leave no green space at all around the buildings. After discussing this concern the decision was made to reduce the number of three bedroom dwellings. The current proposal is for only two three bedroom and three two bedroom dwelling. In reducing the number of three bedroom dwelling, it made it possible to configure the building in a more conventional manner allowing more continous green space around the building; this will also reduce the potential number of occupants. Several concerns were voiced on how dangerous it is to cross Prospect road. There is a pedestrian crossing light installed at Stover and Prospect, but residents say there is a lot of traffic that exceeds the speed limit and often runs the light. It was also mentioned that a child was killed at that intersection. Maybe additional pedestrian stripping would help the situation. This would be a decision for the streets department. This project came to conceptual review as 517 1/2 E. Prospect Rd. The current construction schedule is to break ground early spring of 1998 and complete construction by fall. 5 Project Development Plan. Development name : Shadeland Town homes Location : 521 E. Prospect Road Fort Collins Colorado. City Plan Principles & policies Existine Neighborhoods Policy EXN-1.4 In conforming to the existing neighborhood, the project was targeted for home ownership. The neighborhood is comprised of mainly owner- occupied homes. Growth And Management Principle GM-6 Policy GM-6.2 The project that is being proposed is for limited income housing, providing an opportunity for home ownership. Low Density Mixed Use Principle LMN-2 policy LMN-2.8 The development will be located near the Discovery Center and Lesher Junior High School, which are some of the focal points of the neighborhood. Access to the public transit system is located adjacent to the site. The site also allows convenient access to pedestrians, bicyclists and motorists. Transportation Corridor TC-4.5 This infill development will improve the existing driveway access to Prospect Road. The existing driveway is very narrow and serves two separate residents. It is difficult to access the site with such a narrow drive. Statement of proposed ownership and maintenance. The Fort Collins Housing Authority is the current owner and will be the developer of the proposed project. Upon completion of construction, the individual town homes will be sold as owner occupied dwellings. A homeowners association will be initiated and dues will be paid to take care of common grounds, building maintenance, trash pick up and other associated services. 4 Project Development Plan. City Plan Principles & policies Community Appearance And Design Principle CAD-4 Policy CAD 4.2 The site is designed with security concerns in mind. Security lighting will be part of the design and landscape will be placed to avoid hidden areas. Parking lot lighting will be on photo cell control. No tall shrubs will be planted near the building. Housing Principle HSG -1 Policy HSG-1.1 The development maximizes the number of units per acre in the LMN zone. Public transportation is located within 500'. Shopping and employment centers are within 1.5 miles Policy HSG-1.2 The housing that we are proposing will be targeted for affordable. This development is in keeping with the wishes of the city to produce a proportionately balanced supply of housing Policy HSG-1.4 The proposed development maximizes the potential of this available land and positively influences the availability of affordable housing. Policy HSG-1.5 The Fort Collins Housing Authority strives to meet the needs of this city's population. The project proposed is another part of meeting those needs. The Housing Authority offers a variety of housing throughout Fort Collins. Policy HSG-2.5 The Housing Authority tries to disperse affordable housing throughout Fort Collins. The proposed site is an indication of such action. Large residential lots such as this one lend themselves well to accomplish this practice. W Project Development Plan. City Plan Principles & policies Principle LU-2 Policy LU- 2.1 The development is of a compact nature, being less than a half acre, and is well served by all modes of transportation. TRANSPORTATION Principle T-1 Policy T-1.1 The development is within approximately 500' walking distance of a year- round bus route. The Silver route 10 is a direct route to Fort Collins High School, and Colorado State University and the Transit Center. The route also interconnects with most other routes, providing good access of the city. Principle T-4 Policy T-4.1 & T-4.2 Although this development may not add any additional bike lanes or trails, its proximity is close to existing facilities. Stover Street has bike lanes that connect with other lanes throughout the city. There is also access to Spring Creek bike path which connects to shopping and recreation, with the Epic center less than a mile and half away. Principle T-5 Policy T-5.1 Since this development is an infill project, existing sidewalks connecting throughout the city, as well as trail ways, can be utilized by pedestrian travel. Lesher Junior High is less than 500' away and Spring Creek Trail is less than three blocks away, which leads to numerous pocket and major parks as well as service centers. Principle T-6 Policy T-6.1 At the intersection of Prospect Road and Stover Street there is a pedestrian crossing signal allowing greater safety in crossing Prospect. 4 r PROJECT DEVELOPMENT PLAN Development name: Shadeland Town homes Location: 521 E. Owner: Fort Collins Housing Authority Planning Objectives The number one objective of this development is to provide attractive affordable housing and meet the unmet housing needs of this community. With the average housing cost of $150,000 in Fort Collins, it is very difficult for a great deal of the population of this community to afford to purchase their own home. This development will make it possible for more people to have the opportunity of home ownership. This will be accomplished by taking the existing lot and removing the existing structures. The existing structures consist of three small out buildings and a two room house. The house and other buildings are in very poor condition. In their place there will be five- two story town homes constructed. Shadeland town homes will be an affordable housing development. The development will consist of two and three bedroom dwellings. The housing that will be constructed is targeted for home ownership. This housing opportunity will address objective #2 of the City Of Fort Collins Consolidated Plan. Objective #2 is to increase home ownership opportunities for low and moderate income households. Low and moderate households will have the opportunity to utilize the City's Federal HOME Program to facilitate and coordinate home buying assistance for down payment counseling and closing costs. As low and moderate households move from a rental situation to a home ownership position this will open up affordable rentals, providing a progressive transition of affordable housing in our community. City Plan Principles & policies LAND USE Principle LU-1 Policy LU-1.1 This is an infill development in a mixed use neighborhood that will take advantage of existing infrastructure and transit systems and will not contribute to disbursed growth.
