HomeMy WebLinkAboutPOUDRE SCHOOL DISTRICT, PUTNAM ELEMENTARY - SITE PLAN ADVISORY REVIEW - 19-98 - REPORTS - RECOMMENDATION/REPORT W/ATTACHMENTSPOUDRE SCHOOL DISTRICT June 3, 1998 Planning and Zoning Board City of Fort Collins 300 LaPorte Avenue Fort Collins, CO 80521 Dear Madam Chair and Board Members: It was recently brought to my attention that Poudre School District did not follow established procedures for having building plans for the Putnam Elementary School Remodel and Addition and the new VIPS Building Project submitted to the Planning and Zoning Board for review in a timely manner. As you know, we are certainly aware of the proper procedures to have items placed on the Planning and Zoning Board's agenda for review. Beginning in 1992 and through completion of PSD's bond issue building projects, we submitted 26 plans to the Planning and Zoning Board for approval and comments. We have revised our internal procedures to ensure that all future PSD building projects follow established Planning and Zoning Board procedures for review and approval. Currently, I am working with the City Planning Department on the Mountain Vista Subarea Plan. We look forward to working with the City Planning Department and all other City entities as we proceed into the next century. These unique opportunities will ensure that we move forward for the benefit of all citizens of Fort Collins. Design: The primary design of the expansion is to fill in the gaps of an open courtyard -style school that featured separate buildings exterior entrances to individual classrooms. The infill areas will be devoted to new classrooms and offices. A new gymnasium will be constructed on the north side of the building. This project represents the last expansion of the generation of schools that were built in the late 1950's and early 1960's. 6. Transportation: The head -in parking on Maple has been converted from 90 degree to diagonal in order to better control the traffic flow in front of the school. The new parking lot takes access from Maple Street. A new crosswalk will be constructed across Maple Street to the front entry. These improvements have been reviewed by the Transportation Department and found acceptable. 7. Findings of Fact/Conclusion A. The request is a Site Plan Advisory Review for recommendation to the Poudre School District Board. The request is not a Project Development Plan, Planned Unit Development, or Subdivision. B. The location of the school complies with the N-C-L, Neighborhood Conservation Low Density Residential Zone District and is supported by City Plan. C. The improvements associated with the expansion and remodel comply with the City's Comprehensive Plan (City Plan) in terms of its location, character and extent. RECOMMENDATION: Staff recommends that the Planning and Zoning Board advise the Poudre School District Board that the location, character, and extent of the Putnam Elementary School, Expansion and Remodel, #19-98, is appropriate and conforms to the elements relative to the adopted Master Plan (City Plan) of the City. Right to Advisor r Review: Colorado Revised Statutes provide two specific references which allow the City to review the planning and location of school sites. A. Section 22-32-124, C.R.S. as amended, addresses the right of the School District to construct schools within a municipality and the location or manner of construction of such schools. The statute specifically limits the municipalities' participation in the process to a limited right of review and appeal to the Board of Education. B. Section 31-23-209, C.R.S., provides that no public building shall be constructed or authorized in a city until the "location, character, and extent thereof' has been submitted for approval by the Planning and Zoning Board. In the case of disapproval, the Planning and Zoning Board shall communicate its findings to the School District. The disapproval of the Planning and Zoning Board may be overruled by the School Board by a vote of not less than two-thirds of its membership. Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a finding as to the location, character, and extent of the public building relative to the adopted Master Plan (City Plan) of the City. Such findings help ensure that the proposed site and structure conform to the adopted plan of the community. 3. City Plan: Under Structure Plan, City Plan states: "Neighborhoods: As the dominant and most important areas within our city, neighborhoods will serve as the primary building blocks. Neighborhoods will be walkable and connected, and will include a mix of housing types. Neighborhoods will include destinations within walking distance, such as schools, parks, neighborhood and convenience shopping, and civic uses." According to City Plan, Putnam Elementary School is considered an important civic function and contributes to surrounding neighborhood as a primary building block within the city. 4. Land Use: The site is zoned N-C--L, Neighborhood Conservation Low Density. This zone allows for public and private schools for elementary education as a permitted use. Poudre R-1 Putnam Elementary School - Site Plan Advisory Review, #19-98 May 20, 1998 P & Z Meeting Page 2 COMMENTS: Background: ound: The surrounding zoning and land uses are as follows N: L-M-N; Existing Single Family and Vacant S: N-C-L; Existing Single Family E: L-M-N; Existing Single Family W: R-L; Existing Single Family Putnam Elementary School was designed by Bill Robb, of Robb and Brenner and Brelig Architects in 1955 and constructed by Hensel -Phelps in 1956. A media room was added in 1986. The architectural style represents the one-story, open -courtyard design that allowed every classroom to have a full wall of exterior windows and a separate door leading to the outside. This style proved to be very popular at the time and was replicated by Robb and Brenner at Barton, Bauder, Beattie, Bennett, Dunn, Irish, Moore, O'dea and Riffenburgh elementary schools. The gymnasiums doubled as cafeterias and multi- purpose rooms. (Many a neighborhood meeting have been held in these gyms.) All these schools, with the exception of Putnam, have been expanded or remodeled, or both. (Barton was converted to an early childhood development program and the Discovery Center.) Presently, Putnam School is 38,723 square feet. The addition will add 15,483 square for a new total of 54,206 which is approximately the size of the new generation of schools designed by Dulaney Architecture (Johnson, Kruse, Linton, McGraw, Olander, Traut and Werner). Putnam and Fullana (LaPorte and Grant) schools share a boundary area. Presently, Putnam serves grades kindergarten through fourth with a total of 297 students while Fullana serves grades fifth and sixth with 123 students. The plan is that grades kindergarten through sixth will be combined into the newly expanded and remodeled Putnam. Fullana will then be remodeled to serve the early childhood development programs (pre -kindergarten). Total expected enrollment at Putnam is expected to be approximately 500 students. The expansion consists of 15,483 square feet and includes new classrooms, offices, gymnasium and parking lot for 30 cars. The school is being expanded to serve grades kindergarten through sixth for about 500 students. (New grades fifth and sixth would be brought over from Fullana Elementary School which is scheduled to convert to early childhood development.) The site is 6.6 acres in size and located between Maple and Cherry Streets west of Shields Street. The parcel is zoned N-C-L, Neighborhood Conservation Low Density. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The City's right to advise the Board of Education on matters relating to the Putnam Elementary School is found in Colorado Revised Statutes. The location of the new school is in conformance with the underlying zone district. Site improvements have been reviewed and accepted by the City Utilities. The location, character, and extent of the expansion and remodel complies with the Comprehensive Plan (City Plan) as adopted by the City of Fort Collins.
