HomeMy WebLinkAboutPOUDRE SCHOOL DISTRICT, PUTNAM ELEMENTARY - SITE PLAN ADVISORY REVIEW - 19-98 - SUBMITTAL DOCUMENTS - ROUND 1 - CORRESPONDENCE-CONCEPTUAL REVIEW6. Onsite stormwater detention must be released at no more than the two-year historic release rate. Runoff from the parking lot may need to be treated by disconnection from the impervious surface or by extended detention. Please be aware that the northern part of the site is located in the floodplain. This floodplain could expand based on an new - basin -wide study that is being undertaken by the Larimer County Engineering Department. It is likely that this study will indicate more storm flows are impacting the area than previously estimated and that water from the ditches must be considered. This study is about one year from completion. 7. Please be aware that there is a low spot on the site that does not drain. It is recommended that this area be filled so that it does drain or that it be enhanced with wetland plants. (A wetland could double as a study area for the science curriculum which has been done at other schools.) Stormwater has a classroom demonstration package that may be of help or can assist in the design of a wetland area. 8. It is recommended that site improvements not include curb and gutter along Cherry Street since the area is so flat the water will not drain. Drainage on Cherry Street has been an issue for years. For further information, please contact Glen Schlueter, 221-6589. 9. The standard drainage and erosion control reports and plans are required. 10. The Street Oversizing Fee is $7,292 per acre of newly expanded area. For an estimate of this fee, please contact Matt Baker, 221-6605. 11. It is recommended that parking along Maple Street be deleted since backing out into a travel lane on a public street is dangerous. 12. A traffic impact study should be submitted describing the increase in the anticipated number of trips due to the addition of two new grades. The study should include a description of how bus traffic is circulated. For further information on the scope of this study, please contact Eric Bracke, 221-6630. 13. The Principal and Transportation Staff should continue to work with Kathleen Reavis, City of Fort Collins Transportation Planner, on refining the details of the Safe Route to School Program. Issues to be considered are pedestrian connections and crosswalks, bus loading and unloading, and Staff and visitor parking. Please contact Kathleen at 221- 6608 to set up a meeting. 14. Please submit a Site Plan to the Planning Department, 26 copies, so we can start the process of placing this item on the agenda of the Planning and Zoning Board. The next available Board meeting is December 18, 1997. CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: November 3, 1997 ITEM: Putnam Elementary School - Expansion and Remodel APPLICANT: Poudre School District c/o Mr. Corky Bradley and Mr. George Brelig, Robb, Brenner and Brelig, P.O. Box 251, Fort Collins, CO. 80522. LAND USE DATA: Request to expand and remodel Putnam Elementary School at 1400 Maple Street. Expansion includes classrooms, office and gym for a total of approximately 17,000 square feet. (The gym could be enlarged if the City Parks and Recreation Department participates financially to serve evening recreation programs.) A new parking lot is also proposed. Expanded and remodeled school will serve grades K - 6th for about 500 students. COMMENTS: 1. Any relocation of the existing transformer will be at the developer's expense for time and materials. For safety purposes, you are encouraged to consider screening the transformer. Normal development charges will apply. The electrical contractor should complete the Commercial One ("C-1 ") Form to determine entrance capacity. For further information, please contact Doug Martine, 221-6700. 2. As long as there are no changes to the water and sewer services, then there are no comments from the Water and Wastewater Utility. 3. The site is located in the L-M-N, Low Density Mixed -Use Neighborhood, Zone District. It is recommended that row of parking facing Maple Street with more than 15 spaces be interrupted with a landscaped island. 4. The site is served by the Poudre Fire Authority. Access around the building should be maintained. Normally, areas greater than 5,000 square feet are required to be equipped with an automatic fire extinguishing system. Please contact Kevin Wilson, Fire Marshal, 221-6570, for further information. 5. The site is located in the West Vine Drainage Basin. The Storm Drainage Fee in this basin is $7,004 per acre of expanded building and parking lot area. This fee is adjusted based on the runoff coefficient and the amount of onsite stormwater detention. Handicapped stalls have been provided. Furthermore, to minimize morning and afternoon traffic on Maple Street, we have created a parent's drop-off / pickup area along the south curb of the parking lot. The Drop-off area on Maple Street west of the entrance is for the Kindergarten and Special Needs vans. (Reminder: busses stop along Cherry Street) 8) The trash truck access, and food delivery we be on a paved surface. A brick enclosure has been provided for the dumpster. College Ave. Fort Collins, CO 80522 Re: Putnam Elementary Expansion and Remodel Dear Mr. Shepard: Thank you for reviewing our project. We have perused the review comments of the Staff from the November meeting and have incorporated many of them into our design. Furthermore, we met with the Traffic Department where we discussed ways to mitigate the traffic problems along Maple Street in front of the School. Specifically, our response includes: 1) The new transformer will be screened. 2) The Staff requested no more than 15 spaces along Maple Street between landscaped islands. We have reduced the number of spaces to 11 (including Handicapped Stalls). 3) The Traffic Department and the School staff mentioned the number of drivers who back out of parking spaces in front of the school and cross oncoming traffic in order to head east. In an effort to discourage this, we have made the 11 parking spaces angled parking. 4) The building is not required to be fire sprinkled. It is receiving a new fire alarm system, and fire department access is provided from the northeast all the way around to the northwest. 5) A Site Drainage report has been prepared by Lidstone & Anderson, Inc. They are also addressing the low spot at the northeast corner of the playfield area.
