3. Detention area sizing calculations are missing from the report. Please provide these
calculations and show that the total volume provided >: volume required. According
to our calculations, the current pond sizes are inadequate. In addition, please provide
detention area characteristics as requested on the plans.

4. Also, it is not apparent how the allowable release rate of 0.59 cfs will be controlled.
Please discuss this in detail and indicate magnitude of flows leaving site on the plans.

5. As indicated on the drainage plan, ponding depths for ponds A, B, & C are 1.5 ft.
This depth exceeds the SDDC manual criteria of 1.0 foot, but still satisfies the 18"
maximum ponding depth (by variance request). Please request a variance in the
report as stated in the SDDC manual.

6. Please obtain an easement for the installation of the proposed 12" ADP which ties
into the Senior Center drainage system.

7. Also, please address the overflow condition in case the inlets are completely plugged
— i.e. what will happen to the flow.

Erosion/Sediment Control Comments
1. The erosion control report needs PS, EFF calculations, a project schedule, and escrow
calculations.
2. The plan should show the erosion control BMP's noted in the report, and should have
standard erosion control notes, project schedule, BMP details, and a legend for BMP
symbols. Also, it should include a note about changing from straw bales to gravel
inlet filters on the inlets as indicated in the report.
Please refer to the redlined report and plans for additional review comments.

1. It is not clear how the downstream drainage facilities will sustain the runoff from this
site. Please provide supporting documentation and subsurface drainage calculations
to show how this will be achieved. In addition, please show profile views of all
subsurface drainage facilities with HGL indicated.

2. Please subdivide the entire site into smaller individual subbasins and recompute
runoff. Each inlet should be in its own subbasin. Also, please include concentration
points in each subbasin and a drainage summary table.

Plat; Sheet 2 of 5:
► The Plat should be inserted in the utility plans with its own number designation.
► A 15 foot utility easement should be dedicated along Shields Street.
► Show the right-of-way dimensions for all roadways.
► This project is not part of the Raintree P.U.D. and part of the property is not apart of the of
the Raintree P.U.D. Plat. Therefore the proposed development will have to Replat.
Overall Utility Plan; Sheet 3 of 5:
► Show the centerline for all roadways.
► Indicate all curb cut locations and reference how they will be replaced.
► Indicate all outfall curb and gutter locations and where transitions occur back to inflow curb
and gutter.
► The location of the pavement patch work should be out of vehicular tire lanes. All
pavement patch work will be inspected and verified in the field.

request.

of plan revisions.
A Planning and Zoning Board hearing date will be assigned once all comments have been
addressed and revisions have been reviewed.
9. The Current Planning Department stated the following:
a. The Raintree Townhomes Homeowners Association has expressed
concerns regarding the screening of the loading area, truck traffic and Senior
Center traffic on Evenstar Court, and the potential for ice build-up along
Evenstar Court due to shading by the proposed building. Please address
these issues through plan revisions and/or written responses.
b. The proposed modification request to the minimum FAR and the 2 story
minimum MMN Block Standards will not be supported by Staff in it's current
form. Ground number 1 is incorrect as there is still another undeveloped
parcel of the Raintree Center. Ground number 2 is not acceptable as a
second land use could be proposed on the second story of the building.
Ground number 3 is not acceptable as the applicant is a developer in this
instance (whether or not they want to be is irrelevant).
Ground number 4 will be supported by staff for the existing house that is
being converted to a restaurant. Any future additions/expansions to the
building will need to be in accordance with the MMN Block Standards and
build -to line requirements of the Land Use Code.
C. Please submit documentation regarding how the proposed application will
satisfy Section 3.5.1[1], [J], and [K] of the Land Use Code. The garden
center fencing needs to be opaque. The loading dock should be moved to
south side of the garden center and screened. What are the hours of
operation? What lighting levels are proposed across the site? When and
how many truck deliveries will be made each week?
d. Additional landscaping as noted on the redlined plans is required in
accordance with the following Land Use Code sections:
Section 3.2.1 [D][1 ][a]
Section 3.2.1 [D][1 ][b]
Section 3.2.1[D][1][c]
Section 3.2.1 [E][4]
Section 3.2.1 [E][5]
e. The removal of existing landscaping and associated replacement plantings
must be in accordance with Section 3.2.1 [F] of the Land Use Code. Tree
protection notes must be added to the Landscape Plan.
f. Site amenities such as benches and bike racks must be provide for both
buildings in accordance with Section 3.2.2[C][3] of the Land Use Code.
g. Sidewalks must be added as noted on the relined plans in accordance with
Section 3.2.2[C][5][a] of the Land Use Code.

Usable Buildings and Facilities. Accessible parking spaces are eight feet
wide with a five feet wide adjacent access aisle. Slopes for parking and
access aisles shall not exceed 1:50 in any direction.
b. Buildings larger than 5000 square feet shall be equipped with an automatic
fire -suppression system throughout in accordance with Uniform Building
Code Section 904.2.2 as amended by the City of Fort Collins.
C. Buildings shall be designed to comply with the Fort Collins Energy Codes.
The residential code is an amended version of the 1995 Model Energy Code
and the nonresidential code is based on ASHRAE/IES (American Society of
Heating, Refrigerating and Air-conditioning Engineers/Illuminating
Engineering Society) 90.1-1989.
6. The Poudre Fire Authority stated the following:
a. Address numerals shall be visible from the street fronting the property and
posted on a contrasting background (bronze numerals on brown brick is not
acceptable).
b. The proposed building exceeds 5,000 square feet and must be fire contained
or fire sprinklered.
C. Corrosives, flammable liquids, reactive, or toxic materials if used, stored, or
handled on site must have a Hazardous Materials Impact Analysis completed
and submitted to the Current Planning Department and the Poudre Fire "
Authority.
d. Although a Hazardous Material Impact Analysis was submitted for the Ace
Hardware Store, one may also be necessary if a veterinary clinic is proposed
in the existing house.
7. The Street Oversizing Coordinator stated the following:
a. The Street Oversizing Capital Expansion fee for Ace Hardware is calculated
to be $43,329.
b. The Street Oversizing Capital Expansion fee for the sit-down restaurant is
calculated to be $17,331.60.
C. The repayment agreement for Shields Street improvements with SID #90 is
over 10 years old and has expired. No Street Oversizing Fund participation
will occur with this project.
8. A redlined Landscape Plan from the City Forester is attached. Please return the
redlined Landscape Plan with plan revisions. A list of approved street tree species
is also attached.
The loading area is not adequately screened from the residential uses to the
north.
Overhead doors should be a neutral color. Please specify colors on the
building elevations.
k. Please add a landscape note which states that all landscaping shall be
installed or secured with a letter of credit, bond or escrow for 125% of the
materials and installation prior to the issuance of a certificate of occupancy.
Why is the blue spruce on the east side of the proposed restaurant to be
removed? Please either leave the tree in its current location or relocate it on
the site.
M. Is an outdoor seating area proposed for the restaurant? If so, it should be
located on the east side of the building to help address the maximum
building setback requirements.
n. The sidewalk width on the south side of the Ace Hardware building must be
a minimum of 6 feet wide to accommodate vehicle overhang.
o. Only one ground sign is allowed along Shields Street for both uses. Please
eliminate one ground sign.
2. The Traffic Operations Department (City Traffic Engineer) requests that the traffic
island on Evenstar be removed and be replaced by a median in Shields Street.
3. TCI of Fort Collins requests a utility easement along Shields Street be added.
4. The Light and Power Utility stated the following:
a. Power is available from an existing electrical conduit located on Shields
Street just north of the existing driveway.
b. Power requirements, transformer location and electric development charges
need to be coordinated with Light and Power Engineering. Please call Doug
Martine at 221-6700 between 7 AM and 4 PM, Monday thru Friday to
discuss.
C. Street lighting on Evenstar Court is currently at residential levels and will
remain at residential levels.
5. The Building Inspections Department stated the following:
a. Accessible exterior wheelchair routes and parking facilities shall be provided
with each phase of the development in accordance with Uniform Building
Code Chapter 11, Appendix Chapter 11, Division I and the American
National Standards Institute Publication Al17.1-1992 titled Accessible and
Commur;ty Planning and Environmental '^rvices

Dear Greg,
Staff has reviewed your documents for the Ace Hardware PDP, that were submitted on
August 19, 1998, and offers the following comments:
The Zoning Department stated the following:
a. Please extend the sidewalk on the north side of the existing house /
proposed restaurant to meet the sidewalk along Shields Street.
b. How will trash trucks access the trash enclosure? Will it be accessible from
the loading area?
C. Please provide a bike rack near the entrance to the existing house /
proposed restaurant.
d. The parking summary shows two breakdowns for Ace Hardware. The total
allowable parking for the Ace Hardware store is 50 spaces based upon the
12,600 square foot building shown on the site plan. The proposed restaurant
is allowed 20 spaces. Therefore a maximum total of 70 parking spaces is
allowed. Please correct the parking summary to show the maximum allowed
and the amount proposed.
e. The subject property is located in the neighborhood sign district. The
maximum letter height is 18-inches on flush wall and cabinet signs. Please
only show sign blocks (locations) rather than the actual signs on the building
elevations.
f. If any signage is proposed for the garden center please show locations on
the building elevations.
g. Two additional street trees are required along Shields Street.
h. Additional parking lot screening (shrubs, etc.) is needed along Raintree
Drive.
