Elsewhere around the perimeter of the pond, a minimum of 1.6 feet of freeboard is provided. 3.3 Hydraulic Evaluation of On -Site Conveyance Facilities Other than the pond outfall pipe described in the previous section, the only significant on -site conveyance facility is the service drive which will convey runoff from the northern portion of Subbasin 11 to the detention pond. The service drive has been designed to provide adequate conveyance capacity for directing the contributing 100-year runoff from Subbasin 11 to the detention pond. The service drive was hydraulically analyzed using a single cross section HEC-2 deck in order to determine the normal flow depth in the drive for the entire 100-year runoff from Subbasin 11 (16.3 cfs). The typical service drive cross section shown on Sheet 2 was utilized. The results of this analysis indicate that the 100-year flow depth in the drive will be slightly less than 0.5 feet, or slightly lower than the 6-inch curb height designed for the service drive. The HEC-2 output which documents the results of this analysis is included in Appendix D. With regard to other conveyance facilities designed for the site, it is noted that the proposed metal sidewalk culvert provided at the downstream end of the detention pond outlet pipe will convey nuisance flows under the sidewalk. Given the relatively small capacity of the sidewalk culvert, it will likely be overtopped on an annual basis. 8 3.2 Results of the With -Project Condition Hydrologic Analysis The existing condition hydrologic model was modified to reflect with -project conditions, and MODSWMM was used to determine with -project condition runoff from the site, as well as the ' detention pond operating parameters for the 100-year event. The peak discharge at each of the three design points is given in Table 3.1, along with the corresponding allowable discharge; the ' information given in this table is also provided on Sheet 2. Detailed MODSWMM input and output for the with -project condition analysis is provided in Appendix C. Table 3.1. Comparing the with -project condition discharges given in the table with the allowable release rates cited in Section 2.3, it evident that release requirements will be met at DPs #1 and #2. The discharge at DP #3 will exceed the allowable release by 0.2 cfs. However, the with -project condition 100-year runoff at DP #3 will be equal to the existing condition 100-year runoff at that point. Furthermore, the total 100-year discharge leaving the eastern perimeter of the site will be 9.4 cfs (total for DPs #2 and #3), which is lower than the total allowable 100-year release to the adjacent property of 10.1 cfs. The MODSWMM model also provides the operating parameters for the proposed detention pond. For the 100-year event, the model indicates that the pond will release runoff at peak rate of 7.5 cfs, with an maximum active storage volume of 0.12 acre-feet. The maximum 100-year water surface elevation in the pond will be 72.9 feet. This pond operation information is also provided on Sheet 2. The with -project condition model further indicates that the depth of water in the detention pond will exceed one foot for less than one hour during the 100-year event. The berm which forms the western perimeter of the pond has been designed to an elevation of 74.0 feet, while the minimum berm elevation around the remainder of the pond is 74.5 feet. The 7 0 III. WITH -PROJECT CONDITION HYDROLOGIC EVALUATION 3.1 Definition of the With -Project Condition Hydrologic Model For with -project conditions, runoff patterns along the northern perimeter and in the northeast portion of the site (existing Subbasin 3) will not be altered. However, the location of the north -south drainage divide through the remainder of the site will be shifted a substantial distance to the east. The changes to the drainage pattern in the central and southern portion of the site were made in response to the proposed site plan shown on Sheet 2. The site plan indicates that portions of both existing Subbasins 1 and 2 will be converted from pervious to impervious land use by construction of the V.I.P.S. Building, expansion of the parking lot, and construction of sidewalks and the service drive. The proposed grading shown on the sheet was configured to direct nearly all of the additional impervious area to the detention pond. As designed, the detention pond is located at the southwest corner of the property, as shown on Sheet 2. The pond has been designed to receive runoff from Subbasin 11 and release it at a level which, when combined with the undetained runoff from Subbasin 12, meets or exceeds the allowable release requirement at DP #1. The tributary area associated with proposed Subbasin 13 is significantly reduced in comparison to its corresponding existing Subbasin 2. As in the existing condition, runoff from this subbasin is directed to DP #2. Proposed Subbasin 14, at the northeast comer of the site, is nearly identical to existing Subbasin 3 with only a slight increase in the impervious area. Runoff from this subbasin is again depicted as concentrating at DP #3. For each of the four subbasins described above, hydrologic modeling parameters were defined based on the proposed grading and site plan (Sheet 2) and City criteria. Background information concerning the definition of these parameters is presented in Appendix A. It is noted that as with the existing condition analysis, routing conveyance elements were not defined in the hydrologic model. The stage -storage curve was determined for the proposed detention pond based on the grading plan shown on Sheet 2. In addition, a stage -discharge curve was produced for the proposed pond outlet assuming the design configuration which includes a 15-inch RCP with an orifice plate covering the top 4 inches of the pipe entrance (detail shown on Sheet 2). A combined stage -storage - discharge curve was developed, and the storage -discharge curve was incorporated into the hydrologic model. All detention pond rating curve calculations are included in Appendix A. T ' where Q1001auow is the allowable release during the 100-year event (in cfs), Moral is the total area ' under consideration in acres, AtCW;mPtt is the currently pervious area which will be made impervious (in acres), Q21ex is the existing condition 2-year runoff (in cfs), and Q1001ex is the existing condition 100-year runoff (in cfs). Equation (1) was applied to each of the three on -site subbasins in order to ' determine the allowable release rate for the with -project condition 100-year event at each of the three design points. ' The allowable release rate calculations are provided in Appendix A. The results of these calculations indicate the following: (a) an allowable 100-year release of 8.0 cfs at DP 41; (b) an ' allowable 100-year release of 7.0 cfs at DP #2; and (c) an allowable 100-year release of 3.1 cfs at DP #3. 1 1 5 2.2 Results of the Existing Condition Hydrologic Analysis MODSWMM, the modified version of Urban Storm Drainage District's Storm Water Management Model (UDSWM2-PC), was used to determine existing condition runoff from the site for both the 2- and 100-year events. The peak discharges at each of the three design points are summarized in Table 2. 1; the information given in this table is also provided on Sheet 1. However, without defining downstream drainage easements and evaluating street flow capacities, on -site detention is required to reduce 100-year with -project condition runoff to the existing 100-year rate. Although it is not specifically required by criteria, the City of Fort Collins Stormwater Utility has requested that detention be provided for the with -project condition 100-year event such that the 2-year existing condition discharge is met for all areas on the site which are currently pervious, but which will be made impervious by the project. Under this scenario, all areas which are either currently impervious, or currently pervious and will remain so in the with -project condition, are allowed to release at the 100-year existing condition level. The school district has made every effort to meet the intent of this request, as evidenced by the results presented in Section 3.2. The following paragraphs define the "allowable" release rates for the site, based on the City's request. EXISTING CONDITION HYDROLOGIC EVALUATION ' 2.1 Definition of the Existing Condition Hydrologic Model ' In the existing condition, runoff patterns within the Barton Early Childhood Center site can be characterized as follows: (a) the majority of the site drains to the east and south, with a raised ' concrete wall along the site's southern perimeter directing runoff from this area to the east; (b) runoff from the western third of the site is directed to the west and south, with the aforementioned raised concrete wall directing runoff from this area to the west; (c) the area east of the existing building, ' including the eastern portion of the playground, drains to the small irrigation ditch and private land to the east; and (d) runoff from the fringe area north of the existing building is directed north to Prospect Road, then east along the road. Due to the site's location on relatively high ground adjacent to two streets which act as drainage divides, there is no off -site drainage onto the site. The existing condition site plan and topography, as well as the delineation of on -site subbasin boundaries, are all shown on Sheet 1. As shown on the sheet, Subbasin 1 represents the western portion of the site which concentrates runoff in Stover Street adjacent to the southwest corner of the site. Design Point 1 (DP #1) is located at the point where runoff from Subbasin 1 leaves the site and enters the street drainage system. From this point, storm runoff continues south on Stover Street until confluencing with Spring Creek, north of Stuart Street. Subbasin 2 includes the portion of the site which directs runoff to the southeast corner of the property; this includes approximately half of the entire site. Design Point 2 (DP #2) is defined at the southwest corner to include all runoff from Subbasin 2. From this point, storm runoff continues overland in a southerly direction, to Spring Creek. Subbasin 3 represents the area east of the existing building, as well as the eastern portion of the playground, both of which direct runoff to the site's eastern perimeter. Although runoff from this subbasin does not concentrate at a single location, Design Point 3 (DP #3) is defined as shown on Sheet 1 to represent the total runoff from Subbasin 3. As indicated on the sheet, a subbasin has not been defined for the northern fringe of the site which drains to Prospect Road. No site modifications are proposed for this portion of the site. For each of the three subbasins described above, hydrologic modeling parameters were defined based on the existing topographic and site map (Sheet 1) and City criteria. Background information concerning the definition of these parameters is presented in Appendix A. INTRODUCTION 1.1 General The Barton Early Childhood Center is a four -acre site owned by the Poudre School District R-1. It is located at 703 East Prospect Road in Fort Collins, Colorado. The site is bounded by Prospect Road on the north, Stover Street on the west, Parker Street right-of-way (the street is unimproved) on the south, and private land on the east. Figure 1.1 is a vicinity map of the study site. The area is located in the Spring Creek Basin and is subject to conditions specified in the Spring Creek Master Drainageway Plan [EPI, 1988]. The site consists of: (a) two permanent buildings and one modular building, all of which occupy the northern portion of the site; (b) an asphalt parking lot and sand playground, both located in the central area of the site; and (c) an open, grassed area across the southern portion of the site. Sheet 1 shows both the existing topography and site configuration at the Barton Early Childhood Center. The current project includes: (a) construction of a building within the southern portion of the site, for use by the Volunteers in Poudre Schools (V.I.P.S.) program; (b) expansion of the existing parking lot into the open area directly west of the playground; and (c) construction of a detention pond in the southwest comer of the site. 1.2 Purpose and Scope of Study The purpose of this study is to develop a drainage plan to accommodate the increase in runoff which will result from the proposed project,. while meeting all City of Fort Collins' release requirements. The plan addresses on -site detention requirements and the conveyance of on -site flows, to existing outfall locations, through the parking lot, the service drive, drainage pans, and a sidewalk culvert. The drainage improvements are hydraulically designed to meet City of Fort Collins detention requirements and to provide controlled conveyance of runoff for up to and including the 100-year event. The scope of this study was limited to the hydrologic and hydraulic evaluation of existing site conditions for the 2- and 100-year return period events, as well as the 100-year return period event for with -project conditions.
