Sidewalks do not meet current City design criteria. City staff agrees that any given development cannot be responsible to improve sidewalks that were built and accepted based upon previous design standards. Appendix B provides a Pedestrian LOS Worksheet and support data for the VIP facility. The location of this project falls into school walking area classification. The primary destination areas are the residential areas that surround the site. The only minimum acceptable level of service that is not met without improvements to the sidewalk system is continuity for the area to the east along Prospect Road. While the sidewalks adjacent to the site do meet city continuity standards, the remainder of the system cannot be completed by the school district. It is incumbent upon the City to see that an acceptable system is built. Since this facility is in an established area of Fort Collins, sidewalks were built based upon previous design standards. Therefore, levels of service A/B were selected for the continuity criteria with regard to sidewalk width and landscaped parkway. Currently, this area is served by Transfort Route 10. This route provides service for approximately 12 hours at 60 minute headway. Route 10 runs between the CSU Transit Center and Fort Collins High School. There is a transit stop on the south side of Prospect Road in front of Barton School and on the north side of Prospect Road, across from Barton School. According to the 2015 Transit System map, this area will be served by a feeder route service at 30minute headways. Two of the four level of service standards will be met by the year 2015, which results in level of service D for public transit. The minimum level of service for this area is D. There is currently a widened area on Prospect Road in front of Barton School that is used by school buses, day care provider vans, and private vehicles for drop-off/pick-up. This is also the location of the Transfort bus stop on the south side of Prospect Road. With the VIP facility, the parking lot south of Barton School will be improved to handle all school buses and day care provider vans. Also, private vehicle operators will be encouraged to drop-off/pick-up in this lot. This will allow the front area to be used as a bus bay for Transfort. All of this is positive from a traffic operations, vehicle safety, and pedestrian safety point of view. It is concluded that bicycle, pedestrian, and transit level of service, as it relates to the Barton School VIP Facility, will be acceptable. The = rn Barton School is located in the southeast quadrant of the z Prospect/Stover intersection. The proposed building is known W 0 as the VIP facility. This facility will consist of N o approximately 5200 square feet. It will be used for volunteer N services and storage. It is expected that the daily trip N generation would be 100-150 trip ends per day. The peak hour trip generation might be 5-15 trip ends. This amount of new traffic would hardly be noticeable on these segments of Prospect Road or Stover Street. Due to low trip generation, Eric Bracke waived the motor vehicle portion of the transportation study; however, he did request an alternative modes study. Access to the site is from Stover Street. There is a bus pull-out and vehicle drop-off area on Prospect Road. Prospect • W Road is classified as an arterial. There are no bike lanes on Prospect Road; however, the Spring Creek Bike Trail d a parallels Prospect Road in an east/west direction to the south z of the site. There are bike lanes on Stover Street both north _ " W and south of Prospect Road. The Stover Street bike lanes can b connect to the Spring Creek Bike Trail to the site. Appendix V z A provides a Bicycle LOS Worksheet for the VIP facility. The J W base minimum level of service for this area is C. While the W o site is a school (science center), the proposed use is not Q a intended to be used as a teaching facility for children. The ominimum level of service for public school sites is A. Since a. this is a school site, there are no other priority a destinations within 1320 feet of the site. The evaluation measure is the connectivity to the bike system. The Fort W Collins Bike Plan indicates that Prospect Road will have on - street bike lanes. When this occurs, this site will have LL level of service A connectivity. a Q F- There are sidewalks on the both sides of Prospect Road.
