requirements of the Fire Code. The existing fire hydrants in the area should be sufficient

6. A traffic impact study will be required. Please contact Eric Bracke, 221-6630 to
determine the scope of this study.
7. The City Engineering Department will require a Utility Plan for the public improvements
associated with development of this parcel. A Development Agreement, made between
the City and PSD may be required to address the construction of the public improvements.
Further comments will be made after submittal of the Utility Plans.
8. The site is located in the Spring Creek Basin. The Storm Drainage Fee in this basin is
$2,175 per acre subject to the amount of impervious surface and the runoff coefficient.
For any new impervious surface created, storm flows must be detained and released at the
two-year historic rate. Detained storm flows should be directed towards the southwest
comer of the site, and then released into the storm sewer or Stover Street.
9. As part of the submittal, a Drainage Report, Grading and Drainage Plan, and Erosion
Control Plan will be required. For further information, please contact Basil Hamden, 221-

10. Street trees should be planted along Stover Street. Landscaped islands should be provided
for in the parking lot for future planting of shade trees.
MEETING DATE: December 15, 1997
ITEM: Poudre School District VIPS Building
APPLICANT: Mr. John Waldo, Poudre School District c/o Mr. David Kress,
Robb, Brenner and Brelig, P.O. Box 251, Fort Collins, CO. 80522.
LAND USE DATA: Request to construct an office, training (classroom), and storage
facility on Stover Street, just south of the Discovery Center at
Barton School, 701 East Prospect Road. Building would be 4,500
square feet with potential expansion up to 8,000 square feet.
COMMENTS:
The site is located in the L-M-N, Low Density Medium Residential Zone District. The
building could be classified as either an office or a community facility. As with all Poudre
School District facilities, the request would be forwarded to the Planning and Zoning
Board as a "Site Plan Advisory Review."
2. The Site Plan should include a parking analysis. The number of parking spaces on the
entire property should be broken down and assigned to the Discovery Center, Early
Childhood Development Center, and VIPS. The number of employees for VIPS should be
included.
The site will be served by the City of Fort Collins Light and Power Uiility. The electrical
contractor should complete the Commercial One ("C-1 ") Form to determine entrance
capacity. Electrical power is available at the comer of Stover and Parker. Any
modification to the existing system will be at the developer's expense. If a new
transformer is needed, it must be setback from Stover Street and screened from public

4. The site will be served by the City of Fort Collins Water and Wastewater Utility. There is
a 12 inch diameter sewer main and a six inch diameter water main in Stover that can be
tapped to serve the site. Please be aware that there is a large sewer trunk line located on
the south property line. This trunk line cannot be tapped for service. The developer
should call the Utility Locator Service to mark this trunk line prior to development. For

The site will be served by the Poudre Fire Authority. Please be sure to design the parking
lot so that there is 20 foot inside and 40 foot outside turning radii. All exterior portions of
