Dear Madam Chair and Board Members:
It was recently brought to my attention that Poudre School District did not follow established procedures
for having building plans for the Putnam Elementary School Remodel and Addition and the new YIPS
Building Project submitted to the Planning and Zoning Board for review in a timely manner.
As you know, we are certainly aware of the proper procedures to have items placed on the Planning and
Zoning Board's agenda for review. Beginning in 1992 and through completion of PSD's bond issue
building projects, we submitted 26 plans to the Planning and Zoning Board for approval and comments.
We have revised our internal procedures to ensure that all future PSD building projects follow established
Planning and Zoning Board procedures for review and approval.
Currently, I am working with the City Planning Department on the Mountain Vista Subarea Plan. We look
forward to working with the City Planning Department and all other City entities as we proceed into the
next century. These unique opportunities will ensure that we move forward for the benefit of all citizens of
Fort Collins.

5. Design:
The one-story building will face Stover Street with a direct connecting walkway between
the front door and the public sidewalk. A garage door to the warehouse is located at
the rear of the building facing south. This loading area is served by a separate drive.
Parking is shared with the other uses on the Barton campus. Adequate parking is
provided for the four full-time and four part-time employees. The building will feature a
split -face concrete block band and metal siding, colored ivory with a white roof.
6. Transportation:
As part of the VIPS Building, the existing curb cut on Prospect Road on the eastern
edge of the property will be closed. Primary access to the campus will be from two
driveways on Stover Street. Sidewalks are in place along both Prospect and Stover.
Internal sidewalks, ramps, and crosswalks will be provided. The delivery operation is
separated from internal circulation.
7. Findings of Fact/Conclusion:
A. The request is a Site Plan Advisory Review for recommendation to the Poudre
School District Board. The request is not a Project Development Plan, Planned
Unit Development, or Subdivision.
B. The location of the VIPS Building complies with the L-M-N, Low Density Mixed -
Use Neighborhood zone and is supported by City Plan.
C. The improvements associated with the construction of this facility comply with
the City's comprehensive plan (City Plan) in terms of its location, character and
extent.
RECOMMENDATION:
Staff recommends that the Planning and Zoning Board advise the Poudre School
District Board that the location, character and extent of the VIPS Building at Barton
Discovery Center, #21-98, is appropriate and conforms to the elements relative to the
adopted Master Plan (City Plan) of the City.

A. Section 22-32-124, C.R.S., as amended, addresses the right of the School
District to construct schools within a municipality and the location or manner of
construction of such schools. The statute specifically limits the municipalities'
participation in the process to a limited right of review and appeal to the Board of
Education.
B. Section 31-23-209, C.R.S., provides that no public building shall be constructed
or authorized in a city until the "location, character, and extent thereof' has been
submitted for approval by the Planning and Zoning Board. In the case of
disapproval, the Planning and Zoning Board shall communicate its findings to the
School District. The disapproval of the Planning and Zoning Board may be
overruled by the School Board by a vote of not less than two-thirds of its
membership.
Under Section 31-23-209, C.R.S., the Planning and Zoning Board should make a
finding as to the location, character, and extent of the public building relative to the
adopted Master Plan (City Plan) for the City. Such findings help ensure that the
proposed site and structure conform to the adopted plan of the community.
3. City Plan:
Under Structure Plan, City Plan states:
"Neighborhoods: As the dominant and most important areas within our city,
neighborhoods will serve as the primary building blocks. Neighborhoods will be
walkable and connected, and will include a mix of housing types.
Neighborhoods will include destinations within walking distance, such as
schools, parks, neighborhood and convenience shopping and civic uses."
The "NIPS"Building is considered a civic use that is surrounded by a residential
neighborhood and close to the Spring Creek Trail. The location and use support the
neighborhood as the primary building block of the city.
4. Land Use:
The VIPS Building is considered a civic function that is an accessory use to the Barton
campus. The site is zoned L-M-N, Low Density Mixed -Use Neighborhood, which allows
public schools as a permitted use. Accessory buildings and uses to principal buildings
and uses are also permitted.

The VIPS Building is proposed as an addition to the school grounds of the "old" Barton
Elementary School. Barton was originally constructed as an elementary school in 1956
at the corner of East Prospect Road and Stover Street. (Same architect and general
contractor as Putnam Elementary.) In 1992, Barton was closed as an elementary
school and its boundary area was absorbed by Laurel, O'dea, and Kruse schools. The
building was then divided between two district -wide programs; Barton Discovery Center
and Barton Early Childhood Development Program. The new VIPS Building would be
located on the south edge of the property on land that was once the ballfield.
The YIPS program is presently operating out of the Remington Center (old Fort Collins
High School) and the "NIPS Closet" which is a storefront next to Young's Cafe in the
Crystal Gardens Shopping Center on South College Avenue. All operations would be
consolidated into the new facility.
The function of the building will be divided roughly in half with the warehouse occupying
the easterly portion and western portion being an open serving as an office, classroom
and community meeting room.
There will be four full-time and four part-time employees. Once per week, there will be
a training for about 25 volunteer coordinators. Trucks will periodically deliver and pick
up furniture and equipment. The multi -purpose room will also be available during
evening hours as a community room.
2. Right to Advisory Review:
Colorado Revised Statutes provide two specific references which allow the City to
review the planning and location of new school facilities.

PROJECT DESCRIPTION:
This is a request to construct a 5,200 square foot building for the Volunteers In Poudre
Schools ("VIPS") program. The building would contain a multi -purpose area for staff,
training, and offices as well as a warehouse for donated items such as office
equipment, computers and furniture. The site is the former playfield for Barton School,
which has since converted to the Early Childhood Development Center and Discovery
Center. The site is located on the east side of Stover Street between Prospect Road
and Stuart Street. The parcel is zoned L-M-N, Low Density Mixed -Use Neighborhood.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The City's right to advise the Board of Education on matters relating to VIPS Building is
found in Colorado Revised Statutes. The location of this new facility is practically in the
middle of the Urban Growth Area and is in conformance with the L-M-N zone. Site
improvements have been reviewed and accepted by the City Utilities. The location,
character and extent of the new building complies with the Comprehensive Plan (City
Plan) as adopted by the City of Fort Collins.
