19. The new curb and gutter along South College Avenue may affect the area
stormwater drainage patterns.
20. It must be demonstrated that the one existing or proposed streetlight on North
College Avenue will adequately light the detached sidewalk just to the east.
21. A red -lined Preliminary and Final (Site &) Landscape Plan is enclosed with
additional comments.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The time spent on revisions is up to the applicant. Upon
receipt, the revisions will be routed to the appropriate City departments and outside
reviewing agencies, with their comments due no later than the third weekly staff review
meeting (Wednesday mornings) following receipt of the revisions. At this staff review
meeting it will be determined if the project is ready to go to the Administrative bearing
Officer (or Planning and Zoning Board, if necessary) for a decision and, if so, will be
scheduled for the nearest open date.

12. Eric Bracke of the Traffic Operations Department offered the following
comments:
a. The pedestrian and bicycle Level of Service Study is not acceptable.
b. In the future, access to the site will be right in/right out only when
proposed center medians in North College Avenue are constructed.
C. The proposed southern curb cut into the site should be closed.

General comments expressed by staff at the weekly Staff Review meeting on April 29,
1998 are as follows:
13. Tim Buchanan or Ralph Zentz of the Forestry Department should .review the
existing trees on -site to evaluate their condition. Are any existing trees proposed
to be removed, or are they all to be retained?
14. The development plan appears to be just for Lot 1 of the Will Subdivision.
Apparently nothing is being proposed for Lot 2 with this plan. Section 3.2.1
Landscaping and Tree Protection of the Land Use Code (LUC) requires that a e
minimum 5' wide landscape buffer be provided along the rear property line of Lot
1 adjacent to Lot 2. Also, this Section of the Code requires that foundation ,k
plantings and landscapes of the trash enclosure be provided. A ; . I�-T�
landscape plan, in accordance with Section 3.2.1(N) Alternative Compliance of
the LUC, may be submitted to the City for review. This sets forth the criteria for
an alternative plan review.
15. The North College Access Control Plan would have this development proposal
close off the proposed southern access point and share access with the auto
dealership to the north. This would enable the detached sidewalk to begin at the
bridge and proceed north.
16. The northern access into this site and the one to the north could be widened to
24' and transition down to the existing 20' to the east of North College Avenue.
This would take out just a few feet of the proposed new island between the on -
site driveway and North College.
17. Where does/will access for the Lake Canal ditch rider occur?
18. There is no plan for erosion control during construction. Please contact Basil
Hamdan of the Stormwater Utility (221-6035) to determine if a plan is needed.
7. Ron Gonzales of the Poudre Fire Authority offered the following comments:
a. Building area - the proposed building exceeds 5,000 square feet in size
and must be fire contained, construction type upgraded, or fire sprinkled.
b. Required access - fire apparatus roads shall be provided for every facility,
building or portion of a building hereafter constructed or moved into or
within the PFA jurisdiction when any portion of the facility or any portion of
an exterior wall of the first story of the building is located more than 150'
from fire apparatus access as measured by an approved. route around the
exterior of the building or facility. This fire lane shall be visible by painting
and signage, and maintained as a minimum 20' wide unobstructed lane. A
fire lane plan shall be submitted for approval prior to installation. This
building appears to be out of access and is required to be fire
sprinkled.

8. The Police Department has no comments or concerns.
9. The Streets Department has no comments or concerns.
10. The Park Planning Department has no comments or concerns.
11. Kathleen Reavis of the Transportation Department offered the following
comments:
a. This project needs a pedestrian connection [identified] crosswalk between
the building entrance and the detached sidewalk along North College
Avenue.
b. The two access points into the site should be combined into one, at the
northwest corner of the site. The southern point should be closed.
C. The entry at the northwest corner should be widened to 24' (it is now 20'
wide) and transitioned down to a 20' width to match the planting island on
the east side of the driveway directly into this site.
d. The angled parking along the front of the building (on the west side)
should be changed to 90 degree parking (perpendicular to the sidewalk)
to allow for two way traffic along the west side of the building.
A marked -up copy of the Site & Landscape Plan is enclosed with this letter.

Dear Ted,
Staff has reviewed your documentation for the Will subdivision (742-746 North
College Avenue) - Project Development Plan and Final Compliance Plan (Type I,
Land Use Code) that was submitted to the City on April 1, 1998, and'would like to offer
the following comments:
1. TCI of Fort Collins (cable television) has no comments or concerns.
2. Public Service Company has no comments or concerns..
3. A copy of the comments received from representatives of the Zoning
Department is attached to this letter. Please contact the Zoning Department
(Peter, Gary, or Jenny), at 221-6760, if you have questions about their
comments. "
4. Sharon Getz of the Building Inspection Department stated that a change in
use or character of an existing building is allowed if the building is made to
comply with current Code requirements for the proposed use and a new
certificate of occupancy is issued by the City of Fort Collins. Subsequent to
approval of the Project Development Plan (PDP), building plans detailing how
the building will be occupied and any proposed alterations should be submitted
for review and approval by the Building and Zoning Division.
5. The Post Office has no comments or concerns.
6. Laurie D'Audney, the City's Water Conservation Specialist, has no comments or
concerns regarding the Water Conservation Standards for Landscapes.
