Response to other comments received from various City departments concerning
this project .
The Mapping Department's noted corrections to the subdivision plat have
been made.

20. A modified lighting plan shows that additional lighting will be added along
North College Avenue to ensure that there is adequate light.
21. All comments shown on the red -lined Site and Landscaping Plans have
been addressed by the revised Site and Landscaping Plan.
Response to the comments in the May 7 1994 letter.
1. The Natural Resources Department is correct to assume that none of the
existing trees near the ditch will be removed.
2. The flood plain issues raised by the Stormwater Utility have been discussed
with Marsha Hilmes and are being addressed. The plans for flood proofing
the building will be submitted for review and approval by the Building
Department.
3. Water/Wastewater Department:
3.a The noted changes to the utility easements have been made to the
subdivision plat.
3.b The landscape and utility separation notes have been included on the site
and landscaping plan.
3.c The revised landscaping design for the rear portion of the development
has been reviewed with Roger Buffington.
3.d No irrigation or fire line taps will be needed for this development.
3.e The red -line comments have been reviewed with Roger Buffington and
the appropriate changes have been made.
4. Engineering Department:
4.a A cover sheet has been created for the utility, drainage, and erosion
control plan which includes the title, general notes, etc.
4.b The revised subdivision plat shows that there is a total dedicated right-of-
way of 57.5 feet from the center line of North College Avenue. The
right-of-way is also shown on the utility, drainage, and erosion control
plan.
4.c The utility, drainage, and erosion control plan has been revised to show
sidewalk, curb and gutter along North College Avenue and the site
interior.
4.d The noted red -line corrections to the Attorney's Certificate language have
been made.

11. Transportation Department:
1 l.a A pedestrian connection is now identified on the Landscaping and Site
Plat between the building entrance and the detached sidewalk along
North College Avenue.
1 l.b The southern access point along North College Avenue will be closed,
with the sole entrance and exit at the northwest comer of the site.
Il.c The northwest corner entrance is now designed to be 26'. The
previously submitted site plan mistakenly showed the roadway along the
northern side of the property as 20'. It is actually 24'.
1 Ld The angled parking along the front of the building has been changed to
90 degree parking.
12. Traffic Operations Department:
12.a Per discussions with Eric Bracke, there are no longer concerns
associated with the Level of Service study.
12.b The comment that in the future there will be a center median which will
limit automobile traffic to right in/right out has been noted.
12.c The southern access point along North College Avenue will be closed,
with the sole entrance and exit at the northwest corner of the site.
13. All existing trees on the site will be retained, none will be removed.
14. The development plan is only for Lot 1. Discussions with both the City
Forester and the Zoning Department confirmed that the planned landscaping
is appropriate because the area will not be used for parking, and will not be
a high us or a high visibility area.
15. The southern access point along North College Avenue will be closed, with
the sole entrance and exit at the northwest corner of the site (shared with the
auto dealership to the north).
16. The northwest corner entrance is now designed to be 26'. The previously
submitted site plan mistakenly showed the roadway along the northern side
of the property as 20'. It is actually 24'.
17. The Lake Canal ditch rider access will be minimally affected by this project.
None of the planned landscaping or site work will prohibit the ditch rider
from accessing Lake Canal where he/she deems appropriate.
18. A discussion with Basil Harridan of the Stormwater Utility confirmed that
the planned work does not warrant creating an erosion control plan.
19. A new type "R" stormwater drain will be constructed along with the new
curb and gutter along North College Avenue. This will minimize the affect
the new curb and gutter has on stormwater drainage patterns.

3.7 The noted ground treatment corrections have been made. The revised
landscaping plan has been reviewed and verbally agreed to by Tim
Buchanan, City Forester.
3.8 Parking stall dimensions have been noted on the Site and Landscaping
Plat.
3.9 The trash area has been moved and now opens onto an existing concrete
roadway.
3.10 With the current southern entrance to North College Avenue now
planned for closure, this concern no longer applies.
3.11 Sign location are no longer shown.
3.12 Both the building dimensions and distance to the property lines are now
shown.
3.13 The number of parking spaces noted is now correct.
4. The required information for Building and Zoning Division submittal for
review and approval is being pulled together for submittal.
5. The Post Office had no comments or concerns and therefore there is no need
to respond.
6. There were no comments or concerns regarding the Water Conservation
Standards for Landscapes and therefore there is no need to respond.
7. Poudre Fire Authority:
7.a The building area will be fire contained utilizing a fire containment wall
to areas less than 5000 square feet and therefore it is not required to be
fire sprinkled.
7.b The site plan has been modifies and reviewed by Ron Gonzales to ensure
that the required access is available. ,
8. The Police Department had no comments or concerns and therefore there is
no need to respond.
9. The Streets Department had no comments or concerns and therefore there is
no need to respond.
10. The Park Planning Department had no comments or concerns and therefore
there is no need to respond.

Review of Conceptual Letter Issues
This document is a response to the comments presented in the May 4, 1998 and
the May 7, 1998 letters from the City's Current Planning Department concerning
the above mentioned project.
Response to the comments in the May 4 1994 letter.
1. TCI of Fort Collins had no comments or concerns and therefore there is no
need to respond.
2. Public Service Company had no comments or concerns and therefore there is
no need to respond.
3. Zoning Department:
3.1 Additional trees were added to the landscaped area along North College
Avenue in accordance with this comment and those of the City's
Forester.
3.2 Bicycle Parking was moved next to the building entrances, as
recommended.
3.3 Sign location has been removed from the elevation diagram, as
recommended.
3.4 The handicapped ramp is now located next to the handicapped parking
space, as recommended.
3.5 All ground cover is now clearly indicated on the revised Site and
Landscaping Plan.
3.6 The area east of the building is not intended for normal vehicle use, but
only emergency vehicle use. At both ends of the area a chain barrier
stretched between two pipe support posts will be marked with a sigh
stating "Emergency Vehicle Access Only". As a result this will not be a
high use or a high visibility area, and therefore the full tree stocking
requirements, the foundation planting requirements, and the lot line set
back requirements do not apply.

Resubmitted Statement
Presented with this letter are the requested changes to the submitted plans for the
renovation of the old Dimmer's Brew Pub at 742-746 North College Avenue.
The resubmitted documents reflect our every effort to incorporate the changes
needed to meet the City's change of use requirements for this property. It
should be emphasized that our agreement to purchase the property for renovation
requires that we receive government approval for the project by July 15, 1998.
Unfortunately we have exhausted all our options to extend this agreement. Any
effort to help us meet this deadline is greatly appreciated.
