Please contact Basil, at 221-6035, if you have questions about these comments. 5. Michael Dean of the Engineering Department offered the following comments: a. Provide a detail of the saw cut and patching in North College Avenue that is necessary for the new curb and gutter construction. b. Use the Standard Cross Section for an Arterial Street with a 115' right-of- way. This cross section will allow for the addition of a bicycle lane in the street along the property's frontage. Eliminate the 4' wide planting area behind the sidewalk and reduce the width of the sidewalk to 6'. The back of walk shall be located at the right-of-way line so that room is available for an on -street bicycle lane on North College in the future. This will change the lighting plan for the sidewalk. C. The location of the curb and gutter may make it necessary to relocate the existing fire hydrant at the north access location. d. See red -lined plans for additional comments. Please contact Michael, at 221-6750, if you have questions about these comments. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. An Administrative Hearing in front of the Current Planning Director has been scheduled for Tuesday, July 14, 1998, at 3:30 p.m. at 281 North College Avenue. Outstanding issues and the floodplain use permit must be resolved prior to this date. R 2. Kathleen Reavis of the Transportation Department offered the following comments: a. The prior changes to the project included closing the south access point from North College Avenue, extending the sidewalk, and providing bicycle parking. b. As a result of a meeting with Mike Dean of the Engineering Department and Steve Olt of the Current Planning Department on June 24th, there is an agreement within City staff that the 6' wide sidewalk should be moved to the east edge of the street right-of-way to allow enough street width for an 8' wide bicycle lane along North College Avenue, per the City's street standards. This requires eliminating the 4' wide landscape strip behind the sidewalk. C. See the red -lined Site & Landscape Plan for comments. Please contact Kathleen, at 224-6140, if you.have questions about these comments. 3. Jeff Hill of the Water/Wastewater Department offered the following comments: a. Maintain a minimum of 5' horizontal distance between the existing water main in North College Avenue and the proposed inlet structure. b. Basil Hamdan of the Stormwater Utility offered the following comments: a. In the drainage report, please discuss the floodplain requirements this site is subject to. If the site is to be substantially improved, to more than 50% of its current value, then it must conform to the floodplain regulations. b. The project must obtain a floodplain use permit, in any case. The permit must be approved by the Stormwater Utility before the item can go to the Current Planning Director for an administrative public hearing for a decision on the project. The item is currently scheduled for an administrative public hearing at 3:30 p.m. on Tuesday, July 14th. Representatives of the Zoning Department offered the following comments: a. Due to its depth, the westernmost parking space of the 3 located at the southeast corner of the building may need to be a compact car space and it should be marked (signed) as such. b. This is a reminder that the front terra cotta roof is not a mansard roof and no signage can be placed upon it without a variance from the Zoning Board of Appeals. C. The proposed colors for the stucco facade and roofing materials should be labeled on the Building Elevations Plan. d. There are 5 street trees shown on the Site & Landscape Plan along North College Avenue, with 3 being Amur Chokecherry and 1 being a Marshall's Ash. What is the northernmost tree, next to the access drive? It is not labeled. e. The building use(s) should be stated on the Site & Landscape Plan.
