Steve CC: Bob Blanchard From: Steve Olt To: Gregory Byrne Date: 5/4/99 5:04PM Subject: Will Subdivision Greg, (Dimmer's Brew Pub) - pawn shop The following is a chronology of the development review process that the request for change of use from the Dimmer's Brew Pub (746 North College Avenue) to a pawn shop went through: * Conceptual Review with City staff: December 1, 1997 - at this time the potential applicant has no obligation to submit a formal development review request. No absolute or critical time line has been established. * Formal Submittal by the Applicant: April 1, 1998 - at this time the applicant has submitted all required information to the Current Planning Department to initiate a "formal" development review by City staff and affected outside agencies. The first round of review is 4 weeks in length, with the item to be discussed at a weekly staff review meeting on April 29th. * Staff Review Meeting: April 29, 1998 - the comments and concerns expressed at this meeting are summarized by the City's project planner in a letter that is sent to the applicant within the following week. The comment letter was sent out on May 4th, with a follow-up comment letter sent on May 7th due to additional comment sheets received from various departments. The applicant has no absolute date or deadline to resubmit revisions based on staff comments. * Applicant's [Revisions] Resubmittal: June 1, 1998 - the Applicant submitted the requested number of revised development plans to the Current Planning Department to route to reviewing City departments and outside agencies. This second round of review is 3 weeks in length, with the item to be discussed at a weekly staff review meeting on June 24th. * Staff Review Meeting: June 24, 1998 - at this meeting it was determined by staff that the development proposal was complete and in compliance to the extent that it could be scheduled for an administrative public hearing for a decision on the proposal. The public hearing was scheduled for July 14, 1998, in the afternoon at 281 North College Avenue. Bob Blanchard, the Current Planning Director, officiated at this hearing and rendered his decision to approve the project on July 16, 1998. The time elapsed between the Applicant's formal submittal for development review to the administrative public hearing on the project was 14 weeks and 6 days (April 1, 1998 to July 14, 1998). This involved two rounds of review and a 15 week development review process. Both of these numbers lean to a faster turnaround time frame than the norm under the Land Use Code. Staff will advise the potential applicant at a conceptual review meeting that their project will take, as a minimum, between 12 = 15 weeks to get to a public hearing. Following the Current Planning Director's approval the project still had to go through the utility plan check and approval process, culminating in a development agreement between the Applicant and the City. The Applicant could not pull any permits from the Building Department until these items were completed. The utility plans were signed by Engineering, Stormwater, and Water/Wastewater and the development agreement was signed on August 18, 1998. The development plans were recorded in the City Clerk' office and the Mapping Department on August 21, 1998, enabling the Applicant to apply for and pull permits.
