Dimmer's Brew Pub -- Pawn Shop — Perennial Gardener
Steve Olt, the project planner compiled the following chronology for the approval of the Dimmer's Brew Pub
conversion to the pawn shop. This was a "change of use", triggering compliance with the standards of the land use
code. The length of time required from application to approval (20 weeks) was due to two factors. (1) The Code
was new, and change of use procedures were handled on the same time line as other projects. (They are now
expedited.) (2) Conformance with Code required review of access and Dry Creek flood plain issues.
The applicant and his real estate agent were displeased that a change of use required full review of Code standards.
It should be noted that this is not a new requirement under the Land Use Code; it would have been required under
the old system as well.
* Conceptual Review with City staff: December 1, 1997
* Formal Submittal by the Applicant: April 1, 1998
The first round of review is 4 weeks in length, with the item discussed at a weekly staff review meeting on
April 29th.
* Staff Review Meeting: April 29,1998
The comment letter was sent out on May 4th, witl] a follow-up comment letter sent on May 7th due to
additional comment sheets received from various departments. The applicant had no date or deadline to
resubmit revisions based on staff comments.
* Applicant's [Revisions] Resubmittal: June 1, 1998
Applicant submitted the requested number of revised development plans to the Current Planning
Department to route to reviewing City departments and outside agencies. This second round of review was
3 weeks in length, with the item to be discussed at a weekly staff review meeting on June 24th.
* Staff Review Meeting: June 24,1998
At this meeting it was determined by staff that the development proposal was complete. It was scheduled
for an administrative public hearing for a decision on the proposal on July 14, 1998. Bob Blanchard
officiated at this hearing and rendered his decision to approve the project on July 16,1998.
The time elapsed between the Applicant's formal submittal for development review to the administrative
public hearing on the project was 14 weeks and 6 days (April 1, 1998 to July 14, 1998). This involved two
rounds of review.
Following the Current Planning Director's approval the project still had to go through the utility plan
check and approval process, culminating in a development agreement between the Applicant and the City.
The Applicant could not pull any permits from the Building Department until these items were completed.
The development agreement was signed on August 18,1998. The development plans were recorded in
the City Clerk' office and the Mapping Department on August 21, 1998, enabling the Applicant to apply
for and pull permits.
The time elapsed between the Applicant's formal submittal for development review to the ability to pull
permits on the project was 20 weeks and 2 days (April 1, 1998 to August 21, 1998).
At the other end of this transaction, the expansion of the Perennial Gardener required three building permits,
including and exploratory removal of stucco from the historic facade. The first application was received February
4,1999, and the final of the three permits was issued March 29, 1999. Thus, the three permits were issued over
about a two -month period. No single permit took more than four weeks from application to issuance.
