described the brew pub. This information is also presented in
Table 1. The proposed Mister Money USA will generate significantly
less traffic compared to the former use. Therefore, the traffic
at the accesses to North College Avenue will be lower. It is
expected that the peak hour traffic will be reduced by half. Due
to hours of operation, evening traffic will be virtually eliminated
with the proposed use.
North College Avenue is an arterial street. However, there
are no bike lanes on North College Avenue. Due to traffic volumes
and the vehicle mix, it is not a friendly bicycle environment.
Occasionally, bicycles use the modest shoulders on North College
Avenue. This particular land use has no priority destination
within 0.25 miles. The minimum base connectivity is LOS C. The
actual base connectivity is estimated at LOS F. The Fort Collins
Bicycle Program Plan indicates that North College Avenue will be
a major on -street bike arterial. When this occurs, this site will
have a base connectivity at LOS B. A Bicycle LOS Worksheet is
provided in Appendix A.
Sidewalks will be built along the frontage of the site. Plans
indicate that the sidewalks will conform to Fort Collins standards.
They will connect to the existing and future sidewalks on North
College Avenue. The only applicable pedestrian destinations are
the other commercial uses in the North College Corridor. As other
properties in the North College Avenue Corridor redevelop, the
pedestrian facilities will be completed. A Pedestrian LOS
Worksheet is provided in Appendix B. This area falls into the
location area termed Activity Corridor. As noted on the Pedestrian
LOS Worksheet, the sidewalk system is very deficient. The
pedestrian system can only be made acceptable when other properties
in the corridor complete the sidewalk system.
This area is served by Transfort Route 8. This route is a
loop route that travels north via Remington, Mountain, Jefferson,
Linden, Vine, Lemay, Conifer, Blue Spruce, Willox, and North
College. The southbound portion of the route is primarily on North
College. The entire loop takes 26 minutes. Route 8 is on 30
minute headways. There are transit stops on the west side of North
College Avenue at Alpine Street and Vine Drive on the southbound
portion of the route. The Year 2015 Transit System indicates that
the North College Avenue Corridor will have enhanced, 10 minute
transit service. The future transit level of service will be
acceptable.
It is concluded that the Mister Money USA store will generate
less vehicular traffic than the former use. Due to this, the
existing accesses can remain. Current pedestrian, bicycle, and
transit level of service is not acceptable. Improvements to the
pedestrian system by other properties and this property along its
frontage will achieve acceptable level of service for pedestrians.
When future transit and bicycle plans are implemented, acceptable
levels of service will be attained.

SUBJECT: Mister Money USA transportation study

A Mister Money USA pawn shop is proposed to be located
east of North College Avenue and north of Vine Drive in Fort
Collins. The address is 742-746 North College Avenue, the
site of the former Dimmer's Brew Pub. Access is proposed to
North College Avenue. The existing site (currently not used)
has two driveway accesses to North College Avenue. City staff
requested a brief technical memorandum that discussed trip
generation, access, and an alternative mode analysis.
This property is in the North College Avenue Corridor.
The south driveway provides access to the subject property.
The north access provides access to the subject property, as
well as, to the property to the north and the east. The north
access is considered to be an easement access, since it serves
multiple properties. Access to this site is governed by the
State Highway Access Code (SHAC). According to Section 2.10
of the SHAC, an access permit is not required with this change
of use. As will be described later in this memorandum, the
proposed use will not increase the vehicular volume by 20
percent. There will be little/no change in trip distribution
that would cause a 20 percent increase in any particular
turning movement. The property has been in a state of non-
use for less than one year. The two accesses described above
are common in function to other accesses in this segment of
North College Avenue. Given the above discussion, this
property would not be required to submit an access permit
application for the proposed land use change.
Trip generation for the Mister Money USA is shown in
Table 1. Trip ends were calculated using information obtained
at two other Fort Collins Mister Money USA stores. The number
of transactions were doubled to reflect those who look but do
not buy and then the total was doubled again to reflect two
vehicle trips per customer. Employee trips were also added
to the total. Daily, noon peak hour, and afternoon peak hour
trip ends were calculated. The trip generation for the former
use (Dimmer's Brew Pub) was also calculated. Trip Generation,
6th Edition, ITE was used a reference for this calculation.
