DCl/Prospect East traffic analysis

This memorandum responds to City staff comments pertaining to
the subject parcel, located on the east side of Midpoint Drive in the
Prospect East Business Park. The comments were related to sight
lines and distance at each driveway, and the offset intersections
with those across the street.
The required corner sightdistance for Midpoint Drive is 400
feet. Sight lines were plotted from a "driver eye" location 15 feet
from the edge of Midpoint Drive. The "driver eye" height should be
3.5 feet and the object height should be 4.25 f2et. These sight
lines are shown on drawings prepared by VF Ripley Associates and are
submitted as part of this response packet. The sight line required
that Building B be located approximately 20 feet east of the property
line. No shrubs or signs should penetrate the sight line triangle.
An occasional deciduous tree can be in the sight.triangle as long as
limbs are high and the trees are not planted in an arrangement that
creates a "picket fence" effect.
Concern was raised about the offset -driveway intersections
along Midpoint Drive. The new sight plan shows the south driveway
lined up with the driveway on the west side of Midpoint Drive. The
north driveway is offset from a driveway on the west side of Midpoint
Drive by approximately 95 .feet on centers. Since there is a
potential for left -turn conflicts, a traffic count and assignment was
performed. The morning peak hour at the existing driveway was
counted, since this would be the critical peak hour for inbound
traffic. Eight left turns were counted. The assigned left turns for
the subject site were 17. These volumes were reduced to a peak five
minute period using conservative peak hour factors. It was
determined that there would be 1 northbound left turn and 2
southbound left turns in a five-minute period. It is concluded that
there would not be a left turn conflict on Midpoint Drive due to
these offset driveways.
