1. A stormceptor has been added. Maintenance will be provided by city parking staff, the
facility will be checked once a year.

4. The gas main will need to be lowered. A coordination meeting was held on October 15,

C. The crosswalk crossing Mason to the Justice Center will be installed with this project.
The City will install the other crosswalks with the forthcoming project in that area. The

pedestrian scale lights and the bike rack will be dark green.

In response to Advance Plannings comments in the 9/23/98 PDP Information
response from the City, the Architect and the Advance Planning
Department Official discussed response I lb. The Advance Planning
Department Official requested more information about the materials
and the overall look of the Parking Structure. Materials, locations and
overall aesthetics were discussed at length. The Advance Planning
Department now has a much better understanding of the building and is
comfortable with the proposed building's impact on the surrounding
buildings and the effort that the Architect and Owner are making to
reduce the visual impact of the building's size. In addition the
Architect will include an updated buiding elevation in the comments
back to the City.

In response to Zoning's comment in the 9/23/98 PDP response from the Information
City, the Architect and the Zoning Department Official agreed upon the
following:
- The City of Fort Collins Land Use Code regulates that handicapped
parking stalls must be twelve feet wide unless the space is parallel to a
pedestrian walk. There are no further stipulations m the Land Use
Code pertaining to handicapped stall size. The Zoning Official agreed
that the ADA (which has further clarification about sizes of stalls
adjacent to pedestrian walks) should be followed. The ADA allows an
eight foot wide stall adjacent to a five foot wide pedestrian walk. The
ADA allows two stalls to share the same aisle. This is what is shown
on the Civic Center Parking Structure drawings. The pedestrian walks
are at the same elevation as the stalls in the parking garage, with
handicapped ramps at the transition to curbed sidewalks. The current
handicapped stall widths meet with the approval of the Zoning Official.

MMoched is a copy of the revised Table 6 "ON Lighting Study doled July 27, 1998. There was o question os to
whether the covered Boor area listed in the original table was correct. I have verified that the correct covered floor
area should 6e 216,698 sf in Beu of 213,516 sf in the original report. The revised floor area decreases the
lighting energy load per unit area for Option 2A from 0.27 waft per sf to 0.26 waft per A This is still slightly
higher don the allowed energy use of 0.25 waft per sf. However, the roof level must also be factored into the
overall energy load. The energy load far the roof lava is only 0.085 walls per sF (13 Brdures 0 465 waft divided
by 70,930 sQ. When the roof is added with the covered levels, the lighting energy bad is 0.22 wails per sF for
Option 2A.
Also, tlra energy cost was dinged from $0.07 per KWH to $0.04 per KWH as recommended by Carol
Champion.

the exiting structure, the drains will be plugged, solvents will be applied where necessary, and the
residue will be removed and hauled away by truck.
21. Flows will go west to Mason Street. Flows captured on the upper levels of the parking structure
will be routed via an internal drainage system to a stormcepter manhole located along LaPorte.
The entrance level flows are routed by subsurface drainage to an existing inlet at the northeast
corner of Laporte and Mason. The internal truck dock area will have a small floor drain
conveying insignificant flows to an existing inlet located in the alley on the east side of the site.

Engineering
23. The parking stalls have been revised to reflect a 2'-0" overhang, with 16'-0" deep stalls. The
stalls themselves have been redesigned so that the columns are at the centerline of the paint stripe
between stalls.

26. The existing access on the north side of LaPorte is shown on the Site, Landscape and Utility
plans. Please see revised plans.
27. Please see revised plans. Jack Gianola has directed the Design Team that a decision was made to
eliminate the parking on the north side of LaPorte. Therefore the existing island will not be
reduced in size.

Staff Review Meeting Comments:
Current Planning
12. The design team has allocated the majority of the available resources on the Mason and LaPorte
Street elevations. However the following design elements were incorporated to reduce the scale
and improve the alley elevations. There are two -foot wide structural columns at 36 feet on -center
along the length of the alley. Two foot wide panels resembling the columns, have been added
every 18 feet to break up the length between columns. A textured coating will be applied over
the pre -cast concrete structure to give it a more even and finished look. In addition, reveals have
been added to the precast panels to further break up the overall mass of the building. Vegetation
has not been incorporated into the design, because of the considerable maintenance that would be
required of the City. Additionally, vegetation lacks the aesthetic appeal during the winter months
when it loses it's leaves.
13. The painted metal mesh security screen is shown on the enclosed enlarged elevations, and is
designed to provide rich contrasting detail and color to the building.
14. The left-hand turn lane from Laporte into the parking structure, the 6-foot bike lane, and one
crosswalk will be included with this project. Additional off -site improvements that are required
will be included in forthcoming City projects.
15. See Advance Planning comments 411.c. In addition, future City development will require utility
and curb relocation that will impact these other crosswalks.
16. On the east alley there will be 250-Watt sodium shoebox-shaped fixtures. These fixtures will be
wall -mounted approximately 20' above grade, 58' on -center. In the south alley 100-Watt sodium
wall -packs will also be mounted approximately 20' above grade, 20' on -center. See also the
photometrics study (7/23/98), submitted with the original submittal.
17. Red -line Comments:
• The issue regarding the median in LaPorte and left -turns into the garage has been
resolved with the City. The westbound side of the street will be restriped to offer two
through lanes and one left turn lane into the facility.
• Alignment of the access out of the parking structure and the access across the street is
being restricted by the extension of the median in LaPorte Avenue.
• A four foot width has been maintained between the street ramps and the building stairs at
the intersection.
• The north arrow has been corrected.
• The enhanced crosswalk across Mason will be similar to crosswalks constructed at Home
Depot, with scored and colored concrete.
• See Advance Planning Comment #1 I.e.
• Planting Note 47 has been clarified.
Stormwater Utility
18. Proposed storm drainage is proposed to be routed to the existing subgrade system at the
intersection of LaPorte and Mason. The revised drainage report addresses the floodplain
conditions.
19. The stormceptor manhole is indicated on the plans, the outfall is to the northeast corner of Mason
and LaPorte.
20. The new Parking Structure will be cleaned in the same way as the existing parking structure. The
existing structure is maintained with the intent that no solvents reaching the storm sewer. As in

6. Traffic Operations Department
Red -line Comments:
• The configuration of the westbound left -turn lane is shown on the Site/Landscape Plan
and in the street and utility plans.
7. Light & Power Department
a. The City plans to implement a new lighting plan designed by Light and Power, which
have been incorporated into the plans. See the attached Report of Contact.
8. TCI of Fort Collins
• The plat has been revised to incorporate all the easements required.
9. Engineering Department
General Comments:
a. Please see red -lined plans for written responses.
Red -line Comments:
• There is over 3'-0" clearance between the security office and the adjacent column.
b. The interior striping plans are included in this submittal.
C. Jack Gianola has indicated that he intends to have the City Traffic Operations
Department prepare the exterior striping plan.
Replat Comments:
a. The access easement is intended to encompass the parking spaces. Please see the revised
plat.
b. The "0.038" text was left on the plat by mistake, it has been removed.
Utility Plan Comments:

a. A note specifying the water main cover has been added.
b. Per Wally Muscott, City Surveyor, the use of black bolt is acceptable on this project
considering the topographic survey was performed prior to the new control letter. See
attached report of contact.

a. Jack Gianola has directed the Design Team that a decision was made to eliminate the
parking on the north side of LaPorte. Therefore the existing island has not been reduced

Dear Steve,
Please find attached the requested copies of revised plans for the PDP and Preliminary Plat for the Civic
Center Parking Structure. The following changes were made on the plans as follows:
Specific Department Comments:
2. Zoning Department
a. Note #14 was added in response to a previous concern expressed by the Fire Authority
regarding the addressing of tenant units.
b. Note #7 of the Planting Notes has been revised to remove mention of phasing or
residential lots. The project will be completed in one phase.
C. Dimensions have been clarified. Overall dimension s are now shown.
d. The handicap stall widths shown meet the requirements of the ADA and the Fort Collins
Building Code. We have discussed the matter with Peter Barnes of the Zoning
Department, who has approved the stall size as indicated in the attached Report of
Contact.
3. Public Service Company
Easement has been renamed on the plat, as requested. The plat has been revised to
incorporate all the easements required.
4. Police Department
• The Owner has selected a lighting scheme, which will provide a good level of lighting for
a Parking Structure. A Parking Consultant has designed the lighting, which exceeds the
required parking lot minimum lighting level. See the attached letter from the Parking
Consultant detailing the lighting levels in the Structure. There will be a full-time security
attendant on -site from early morning through 2:00 AM.
5. City Forester
0 Planting notes #2, 14, and 15 have been revised as requested.
