Engineering Department
1. This has been waived per Mark McCallum, see attached Report of Contact.
2. (a) & (b) There will be a median to restrict left-hand turns out of the LaPorte exit. Left-hand turns
into the structure on westbound LaPorte will be allowed by the median.
3. The pedestrian sidewalk along LaPorte Avenue has been revised to be consistent with the proposed
pedestrian sidewalk for Block 21.
4. Cross -sections for the commercial front on Mason Street are provided.
5. These plans are included for your review. We do not feel they should be considered a part of the
utility plans.
6. The landscape and site plans have been revised to be consistent with the civil plan.
7. The City's Traffic Operations Department will produce the signing and stripping plans.

Stormwater Utility
A meeting was held on September 4, 1998 at Stormwater Utility. Attendees included Basil Hamdan,
Marsha Hilmes, Donald Dustin, Matt Fader and Jack Gianola from the City of Fort Collins; Don Parsons
and Robert Van Uffelen from Parsons & Associates, Inc.; George Wingfield from Nolte & Associates,
Inc.; and Allan Bliesmer from Hensel -Phelps Construction Company.
Discussion centered around the City's comment of the floodplain report, direction of stormwater runoff
and water quality needs.
The design taken for capture of stormwater includes directing flows subsurface to the LaPorte/Mason
intersection storm drain system. The revised drainage report will indicate the storm event captured in
further detail. This design is taken in an effort to direct historic flows away from the eastern alley and
reduce historic impact.
The model indicates no rise in flood water elevation as a result of the proposed Parking Structure. This
model carried the water surface profiles to the nearest 0.01 foot. It was determined that we should use an
accuracy of 0.1 foot and show no rise, in which case 0.04 foot of rise would be considered "no rise."

The Architect spoke with Mark McCallum about the PDP Engineering
Department review comments. Mark clarified comment #5. The City
would like to see the upper floor plans of the building to better
understand the relationship of retail to parking, the pedestrian bridge,
and the pedestrian walkway in the middle of the parking. Mark felt it
would be sufficient to see these plans in the FP submittal.
Mark also felt he had a good understanding of the site and his previous
request to show site features 150' around the building would not be
necessary.

ACTION BY:
The Architect and the Building Code Official reviewed the Parking Information
Structure and agreed upon the following:
- The parking structure will not have to be sprinklered, the retail area
will.
- The stairs do not have to be enclosed, nor do they have to meet the
building codes restrictive definition of an "open stair". As part of an
open parking structure, the stairs are exempt from these restrictions.
-There will be a four hour area separation surrounding the retail area.
Any doors through this wall wil have to be three hour rated.
- There will be a three hour floor/ceiling assembly over the retail area.
All joint assemblies in this deck must be three hour as well.
- A parapet is not necessary on the fourth level, as far as the building
code is concerned, as long as the guardrail conditions are met.

GENERAL COMMENTS FROM STAFF MEETING
12. Plans have been revised to the extent possible at this time. Further topographic survey is currently
underway. These plans are submitted as a Preliminary Development Plan. Notes have been added
concerning extended widening to Mountain Avenue.
13. These stairs are required for efficient use of the building, they provide access to the retail from the
upper decks, in addition to access to Mountain Street from the upper decks.
14. A rough draft copy of the traffic impact study was submitted September 2"d and is being reviewed by
the City presently.
15. Regarding stacking, the parking consultant has determined that the ticket booths cannot be moved far
enough into the structure to accommodate all the stacking of the cars. Additionally, moving the
ticket booths in further will create internal congestion and block the flow of traffic. Therefore they
have accommodated four (4) cars at the LaPorte entrance and six (6) cars at the Mason Street
entrances.

19. This is an existing alley. Captured storm flows from Parking Structure site have been revised to flow
to the northwest, as indicated in the revised report and plan.

Stormwater Utility (continued)
1. Under discussion on September 4, 1998, with Stormwater Utility Staff.

5. The roof drains have been designed for a 100-year flood. If both the roof drains and the overflow
drains are clogged, the upper decks will carry 6" of water before the water flows down the light wall.
The total car load and standing water load on these floors will not exceed the design maximums.
Water will flow down the light wall, build up on the ground floor and exit the structure at the four
entrances to the building, (the two vehicular entrances, the Southwest entrance and the loading dock).
These four entrances to the building are all at the same elevation, and water will leave these locations
at the same time.

necessary.

c. The retail area will be sprinklered. All future tenants will be required to install occupant notification
in accordance with N.F.P.A. 72.

Building Inspection Department
1. To the best of our knowledge we are in compliance with these guidelines.
2. This building will employ exception "2.Open parking structures" of the same noted section.
3. The Owner has selected a lighting scheme, which will provide more luminance than is allowed by
Code. The Electrical Engineer discussed this issue with the Building Official on August 25`h. The
Building Official said that he would allow this.
Traffic Operations Department
a. See the Traffic Impact Study for information regarding # 1 and #2.
b. In an effort to discourage mid -block crossing on Mason Street, additional planters and directional
ramps have been incorporated into site plan

Light and Power
a. The City is currently redesigning the street lighting along Mason Street.
b. Structural is designing a foundation that is approximately three (3) feet below grade. Protective
measures will be taken to shield utilities.
c. The city is redesigning the lighting locations. Tree locations will also have to be changed to be 40
feet from the new lights.
Transportation Planning Department
a. Plans have been revised to the extent possible at this time. Further topographic survey is currently
underway. These plans are submitted as a Preliminary Development Plan. Notes have been added
concerning extended widening to Mountain Avenue.
b. An enhanced crosswalk has been incorporated into the LaPorte/Mason intersection, there will be three
future crosswalks at this intersection. The parking structure will have two enhanced crosswalks
crossing the vehicular entrances.
c. Directional pedestrian/ADA ramps have been included at the LaPorte/Mason comer.
d. Three bicycle racks, holding five bicycles each, are shown adjacent to the retail spaces.
e. The walkways have been widened to 8%0".
f. At the Mason and LaPorte intersection, the building design incorporates a covered entrance. Exterior
canopies are not located closer to the intersection because they do not fit into the design intent of the
building.
g. Regarding the turn lanes, see comment 2a of the Engineering comments.

Please find attached the requested copies of revised plans for the PDP and Preliminary Plat. The
following changes were made on the plans as follows:
SPECIFIC DEPARTMENT COMMENTS
Zoning Department
a. Ramps are shown at the handicap parking spaces. If there is no ramp shown, there is not a
grade change.
b. The bicycle racks shown within the property line will accommodate 27 bicycles, the proposal
called for 25 racks.
c. Evergreen trees would not have enough room in the given space, while the evergreen cover
cannot handle the anticipated snow load from snow removal efforts on the street and
walkways.
d. Typical parking stall dimensions are 9'x 18' for 90-degree parking, 8'-6" x 19'-2" for 75-
degree parking, and 8'-6" x 19'-0" for 60-degree parking. Drive aisle widths vary, but a
minimum of 24" is maintained for two-way traffic.
e. Three bicycle racks, holding five bicycles each are shown adjacent to the retail spaces.
f. Snow will not be removed from the upper decks. The snow will be collected and piled on the
upper floors by the City. This is how the City handles snow accumulation on other parking
structures. The City currently has equipment small enough to move through the parking
structures, yet large enough to pile snow.
g. Building/envelope dimensions are shown, including relative distances to the property lines.
Poudre Fire Authority
a. The City's Project Manager is currently obtaining a Mason Street address for this site. A note has
been added to the Site Plan indicating basic guidelines for placement and dimensions for address
numbers. See attached Report of Contact with Building Official.
b. A fire hydrant is being located north of the proposed entrance on the north side of LaPorte. A new
fire hydrant is indicated on the east side of Mason. Please see revised plans.
