- - concept that is sympathetic with the civic theme established by the existing Freight Depot,
proposed Courthouse, and proposed- Office Building-. These restrictions should be made a `: -- -"-
part of any sale or lease contract with a private sector developer.
32. The architecture -team should be aware that all rooftop mechanical equipment shall be
totally screened from public view.
33. All trash enclosures must be placed on concrete and screened with materials matching the
principal building. The swinging gate may be made of wood or metal or other similar.
material that is painted accordingly.

20. The traffic study should address the status and size of the Maple Street curb cut.. Since
buses will need to exit the Transit Center and turn left to go west, this curb cut must be
"full -turning" and designed with proper turning radii.
2.1. . The traffic study must also address how on -street bike lanes are continuous on Mason
Street all the way to Cherry Street. Conflicts with right turn lanes and diagonal parking
must be resolved.
22. Right turns for buses may need larger turning radii. This may impact the diagonal parking
on Maple Street.
23. For all projects, bike racks must be provided at building entrances. Racks should be
permanently anchored to concrete and not interfere with pedestrian walkways.
24. For the Parking Structure, safe pedestrian access into the Opera Galleria must be
provided. Please consult with Kathleen Reavis, Transportation Planner, on how best to
design "pedestrian safe zones" within the structure to minimize conflicts between cars and
pedestrians.
25. For the child-care facility, a "drop-off/pick-up" loop should be provided. The alley could
be used to accomplish this. With Mason Street being one-way, such a loop could provide
an outlet onto LaPorte, Howes, or Maple.
26. For the Parking Structure, the median in LaPorte Avenue could have an impact on turning
movements. The traffic study should investigate the_length of the median and explore
possibilities of modifying the median in order to accommodate or further restrict turn
movements.
27. For the Transit Center, please investigate the possibility of accommodating a recycle
center that will be lost due to the new Larimer County Courthouse. For further
information, please contact Susie Gordon, 221-6600.
28. The traffic study should address access from the Transit Center to the Office Building. A
possible mid -block crossing should be investigated as the shortest route.
29. The traffic study should also address closing the connection of the Old Town Carwash to
the recently improved alley behind 281. This connection was initially regarded as
temporary but may be needed for emergency purposes. Partial closure with bollards and
chain may be an acceptable option.
30. You are encouraged to keep working with the Landmark Preservation Commission on all
aspects of development relating to the Freight Depot and loading dock. Please contact
-Carol Tunner, 221-6597, for further information.
11. For the vehicle use areas of the Office Building and Transit Center, there must be no less
than 6% interior landscaping in the form of islands.
12. In 1998, the Building Inspection Division will be adopting the 1997 Uniform Building
Code. All three projects will. be reviewed by whatever Code is in effect at the time of
- submittal.
13. For the Parking Structure, Poudre Fire Authority will require a dry pipe system.
Automatic fire extinguishing systems may be required for the first floor retail due to
inability to comply with the 150 foot access requirement.
14. For the Office Building, an automatic fire extinguishing system will be required along with
an automatic alarm system. With a large conference room of 1,000 square feet, the
occupancy may be classified as "A-3" as per the U.B.C. For verification of this
occupancy, please contact Sharon Getz, 221-6760. For further information regarding fire
protection, please contact Roger Frasco, 221-6570.
15. All three projects are located in the Old Town Drainage Basin. The Storm Drainage Fee
in this basin is $4,150 per acre. This fee will apply for only those projects that create new
impervious surface. For all projects, the submittal must include a Drainage Report,
Grading and Drainage Plan, and Erosion Control Plan. With the exception of the Parking
Structure, which is completely paved already, stormwater detention is required. Release
rates must not exceed the two-year historic rate.
All first floor elevations must be elevated one foot above the 100-year water surface elevation.
For the parking structure with a level below grade, this can be accomplished by a slight rise on the
entrance ramp at street level. For all projects, it is recommended that stormwater treatment
methods be implemented to filter stormwater before being released into the system.
16. For the Transit Center, there is an existing Drainage Report that was completed for the .
Freight Depot stabilization project. This report is still valid. For further information
regarding storm drainage issues, please contact Basil Hamden, 221-6589.
17. All three projects will be assessed the Street Oversizing Fee. For the Parking Structure
and Office Building, the fee is 14,583 per acre. For the first floor retail, the fee is $19,443
per acre. For the Transit Center, the fee is $9,722 per acre. For estimates of these fees,
please contact Matt Baker, 221-6605.
18. All projects will be assessed the Capital Improvement Expansion Fee. Please contact the
Building Inspection Division, 221-6760, for an estimate of these fees.
19. All projects will be required to submit a Traffic Impact Study meeting the requirements of
the Land Use Code. Such study must address level of service requirements for all modes
of transit. It is recommended that one comprehensive traffic study be done for all three
projects. For a determination of the scope of this study, please contact Eric Bracke, 221-
facilities will be at the applicant's expense. Be sure that street trees are kept. at least 40
feet away from existing streetlights. Ornamental trees, however, may be planted as close
as 15 feet from streetlights. A Commercial One ("C-1 ") Form must be completed by an
electrical contractor to determine entrance capacity for. each facility.
3. For the Parking Structure, electrical power. is available from the alley. It is estimated that
a large amount of power will be, needed and, therefore, the transformer will be larger than
normal. Power should come in to the north end of the building into a mechanical room.
4. For the Office Building electrical power will come in from the west. Three-phase is
available. .
5. For the Transit Center, separate electrical power will be required for each pad site.
Shared transformers may be possible if sized accordingly during initial. construction of the
first phase. For further information regarding electrical service, please contact Bruce
Vogel, 221-6700.
6. For all projects, water and sewer plant investment fees and raw water acquisition charges
will be due at the time of building permit issuance. The water and sewer mains in the
general vicinity are as follows:

7. For the parking lot structure, for floor drains that feed the sanitary sewer, oil and sand
interceptors will be required.
8. For any restaurant or kitchen in the child-care facility, grease interceptors will be required.
9. For the Office Building, existing water and sewer services must be used, upgraded, or
abandoned back to the main. For further information regarding water and sewer issues,
please contact Jeff Hill, 221-6681.
10. All three sites are located in the "Downtown" Zone District and the "Civic Center" Sub
Area. The three uses proposed are permitted in this district. The Parking Structure is
permitted as a Type Two review meaning that the request is forwarded to the Planning
and Zoning Board. The office building is permitted as a Type One review meaning it will
be reviewed by the Planning Director of the Hearing Officer unless, however, the structure
exceeds four stories or 56 feet in height in which case the request would become a Type
Two review. The Transit Center is permitted as a Type Two review. For further

ITEMS: City of Fort Collins New Downtown Parking Structure, New
Downtown Municipal Office Building and New Downtown Transit
Center.

LAND USE DATA:
The new Downtown Parking Structure is proposed for the southeast corner of LaPorte
and Mason on roughly two acres. The site is currently the City of Fort Collins surface
parking lot. Project includes about 900 parking spaces and 15,000 square feet.of retail on
the first floor along Mason Street. Structure would be three stories with parking on the
roof. Total square footage is about 304,000 square feet.
2. The new Downtown Municipal Office Building is proposed for the northwest corner of
LaPorte and Mason on 2.2 acres. The site currently consists of warehouses. Project
includes a day-care facility. Structure would consist of three to four stories with about
70,000 to 100,000 square feet of floor area. About 54 parking spaces would be provided.
3. The new Transit Center is proposed for the northeast corner of LaPorte and Mason on
about 2.41 acres. The site includes the historic Colorado and Southern Freight Depot
(6,400 square feet) and loading dock. Project also includes two pad sites for future,
private development. Project consists of a one-way loop for bus loading for up to ten
buses of various sizes. Bike storage lockers, taxi stand, and "kiss and ride" (passenger
pick-up and drop-off zone) are provided.
COMMENTS:
For all three projects, the location of the transformer must be closely coordinated with
Light and Power. The transformer must be within ten feet of hard surface for emergency
change -out. In all cases, the transformer must be screened either by a solid enclosure
(meeting the clearance specifications of L&P) or by a sufficient amount of landscape
materials. Be sure that the transformer is not accessible to children using the outdoor play
area of the child-care facility. Unscreened transformers at prominent locations along
public streets will not be permitted.
2. For all three projects, normal electrical charges will apply. Any relocation of existing
