Phase I of this particular project was constructed in summer of 2001. This particular comment had also been provided to us during the planning approval process of Phase I, where we had obtained approval of relief from this requirement. Peter Barnes, Zoning Administrator,. has identified that this project (Phase II) and particular use requires interior landscaping per section 3.2.2. of the Site Planning and Design Standards as provided below. Parking Lot Interior Landscaping. As required in Section 3.2.2(M)(1) Access, Circulation and Parking, six (6) percent of the. interior space of all parking lots with less than one hundred (100) spaces, and ten (10) percent of the interior space of all parking lots with one hundred (100) spaces or more shall be landscape areas. (See Figure 1). All parking lot islands, connecting walkways through parking lots and driveways through or to parking lots shall be landscaped according to the following standards:........ We have recently met with Peter to discuss further clarification to this requirement he has presented us in the July 30th review letter. He has informed us that if we were to obtain relief from this particular requirement, as we had during Phase I of this project, that it would need to come again from you. -1- construction professionals since 1964 This interpretation shall not be construed as exempting all parking areas internal to a mini -storage facility from the requirements of Section 3.2.2. Parking areas visible from adjacent streets and properties would still need to comply with such standards. CC:. BACKGROUND: Section 3.2.2(M)(1) of the Land Use Code provides landscaping coverage standards applicable to the interior space of parking lots. Landscape treatments fulfilling the numeric standards of this section must further comply with the design standards found in Section 3.2.1(E)(5). A request has been received to interpret whether standards in Section 3.2.2 (M)(1) would be applied to parking areas located within the interior of a mini - storage facility site, i.e.- areas shielded from view from adjacent streets and properties. INTERPRETATION: It is inappropriate for trees and shrubs to be located within the interior of mini - storage sites, as they can conflict with the typica! operation of the use. The function and site design of mini -storage facilities dictates that internal drive lanes provide unobstructed passageways for trucks, trailers, and similar delivery Vehicles, as well as impromptu loading zones. This interpretation is consistent with the Purpose subsection (A) of 3.2.2 which states that the standards are "intended to ensure that the parking and circulation aspects of all developments are well designed with regard to safety, efficiency and convenience..." 281 North College Avenue • P.O.
