Since both Midpoint and Sharp Point Drives are classified as
collectors on the Master Street Plan, a striping plan for both
streets is needed. Please keep in mind that Midpoint is a collector

was not submitted with the second submittal.

There appears to be an inconsistency between the site and landscape
plans and the utility plan. On the utility plan the curb, parkway
and sidewalk end prior to the edge of the property on Sharp Point
Drive, while the landscape and site plans have these improvements
shown to the edge of the property? According to the Engineering
Dept. the curb and walk are to end prior to the edge of the
property. Please make the corrections to the site and landscape
plans to reflect the utility plans. (REPEAT COMMENT 9-23-03) The
discrepancy,.between the plan sets has not been corrected.

12-inch water main

A minimum of 4.5 depth of bury over water mains is our standard. A
variance to a minimum depth of 4 feet could be granted if all other
options have been explored an ruled out. Perhaps using dual arched
pipes at the proposed water main raising will allow the necessary
room to avoid a variance.

Please provide a cost estimate for the construction of the 12-inch
water main from the proposed plug to the south side of the existing
railroad tracks.
City staff has determined that the plans are in a condition that
enables the project to be scheduled for an administrative (Type I)
public hearing. However, Final Compliance approval cannot be granted
until the necessary off -site easements are completed. The other
outstanding issues '(from City staff) can be addressed prior to the
PDP public hearing or with the Final compliance submittal. Be sure
and return all of your redlined plans when you re -submit any plans.

The proposed separation between the future water line in Sharp Point
Drive and the proposed 36 " storm sewer is only 12". Is this from
outside pipe diameter ? This is below the 18" minimum, and would.
leave only 3.5 feet of cover for the future water line. It is
suggested that an elliptical pipe be used or dual 30 inch pipes that
would provide the water line with a minimum 4 feet of cover. 12
separation will then be approved as a variance by the utilities
(stormwater and water).

Sharp Point. The trees beyond this point will probably not be able
to go in and will need to be escrowed for with the rest of the
street improvements.
9/26/03 Curb gutter and walk will not go all the way to the
railroad tracks at this time and as such that corner will not be at
final grades. What is to be planted here? Maybe better to escrow
for the plantings that would not be in ultimate grade.

The most critical outstanding comment from staff is the need for the
off -site drainage easement that must go to the Natural Resources
Advisory Board and ultimately City Council (at 2 readings) for a
final decision. The PDP administrative (Type I) hearing can be
scheduled but no Final Compliance approval can be given until
Council has approved the off -site easement.
