The existing 60" diameter Cottonwood tree located on the ditch lateral bank near the southeast corner of the property must be preserved and buffered as per Section 3.2.1(F) of the Land Use Code. It has been determined to be a "significant" tree by the City Forester. 22. The sidewalk between the office/apartment building and the handicapped parking spaces must be and remain at least 6' wide. 23. The entry into the site must be designed with a "driveway cut" and shown as such on all of the plans, including the Site Plan. 24. See red -lined plans for other comments. This completes the staff comments at this time. Additional comments will be forthcoming as they are received from City departments and outside reviewing agencies. Under the development review process and schedule there is a 90-day plan revision submittal time -frame (by the applicant to the City) mandated by the City LUC. The 90-day turnaround period begins on the date of this comment letter (February 15, 2001) prepared by the project planner in the Current Planning Department. In this case, revisions must be submitted no later than Wednesday, May 16, 2001, by 5:00 p:m. Upon receipt, the revisions will be routed to the appropriate City departments and outside reviewing agencies, with their comments due to the project planner no later than the third weekly staff review meeting (Wednesday mornings) following receipt of the revisions. At this staff review meeting the item will be discussed and it will be determined if the project is ready to go to a public hearing before an Administrative Hearing Officer or the Planning and Zoning Board for a decision. Please return all drawings red -lined by City staff with submission of your revisions. Also, the number of copies of revisions for each document to be resubmitted is on the attached Revisions Routing Sheet (both sides). Letters of intent for necessary off -site easements must be submitted before this item can be scheduled for a public hearing. 10. A total of 8 off -site easements will have to be dedicated by separate documents unless the property is replatted. A replat is recommended by City staff. 11. Where are the existing drives on the other side of Midpoint Drive? They must be shown on the plans. This is a repeat comment. 12. A "driveway cut' is needed into the site. The Site Plan shows a radius return entry, which must be changed. 13. A fence detail is needed to show how the fence will work with the drainage on - site and off -site. Stormwater (Basil Hamdan) 14. Off -site easements are needed for the proposed storm sewer into the Riverbend Ponds. 15. There will be necessary grading off -site, on Lot 33. A grading easement on Lot 33 is needed. A letter of intent for the off -site easement is required prior to this development request going to a public hearing. 16. The property should be replatted, if possible. 17. The hydrology calculations for off -site basins are missing.' 18. The erosion control calculations are missing. 19. The plans are missing details. Natural Resources (Doug Moore) 20. Show all existing trees on the Site and Landscape Plans. 3. Ward Stanford of the Traffic Operations Department has indicated that they have no concerns or comments regarding this development proposal. 4. Copies of the Water Conservation Standards for Landscapes - COMMENT SHEET and General Information received from Laurie D'Audney, the City's Utility Education Specialist, is attached to this letter. 5. Tom Reiff of the Transportation Planning Department has indicated that they have no concerns or comments regarding this development proposal. 6. Jeff Hill of the Water/Wastewater Department offered the following comments: a. A meeting is needed to discuss the proposed utility layout. Please contact Jeff, at (970)221-6674, to arrange a meeting. b. As previously indicated, 2 fire hydrants are needed in the rear portion of this development. C. Meter pits and curb stops are not permitted in hard surfaced areas (i.e parking areas, sidewalks, etc.). Show and label a;; curb stops and meter pits. d. Sanitary sewer services must connect to mains and manholes with a 90' degree angle or greater, measured from the direction of flow. e. See the red -lined Site, Landscape, and utility plans for other comments. These plans are being forwarded to the applicant. Jenny Nuckols of the Zoning Department offered the following comments: a. A building envelope for each building needs to be shown, labeled, and dimensioned, with a distance to lot lines shown,, This is a repeat comment. b. Doug Moore of the City's Natural Resources Department offered the following comments: a. Include a detail of the trash enclosure on the Detail Sheet. b. Existing trees must be shown on the Site and Landscape Plans. C. Preserve and buffer from development the existing Plains Cottonwoods on -site, which has been deem significant by Tim Buchanan, the City Forester (see attached).
