9. The Department of Natural Resources is concerned about the aesthetics and
design of the stormwater outfall system at Fossil Creek. This structure may be
highly visible to those using the proposed Fossil Creek Trail. ' The structure
should not use exposed pink rip -rap. Rather, the rip -rap should be buried and
seeded.
10. The Final Plan should state the purpose of the two tracts. Also, please add the
following note:
"This Final Plan is for Lot One only. At the time of approval for Lot One Final
Plan, there is no Final Plan for Tracts A and B. Therefore, any subsequent
development on Tracts A and B must first be approved by the City of Fort Collins
as a Project Development Plan(s) in accordance with the Land Use Code."
11. The two handicap parking stalls scale only 6.5 feet wide. This is insufficient and
should be increased to 9 feet wide..
12. The four deciduous shade trees on the south property line are not keyed on the'
Landscape Plan. We assume these are the four Western Catalpas. Please label
accordingly.
13. Is it really the intention to wall off the outdoor patio with a six foot high solid
fence? This would not make for a very attractive patio area.
14. On the site plan, please provide dimensions for the building envelope.
15. On the site plan map, please provide the size of Lot One and the two tracts.
16. On the site plan, please remove the topo lines.
17. Please add an address line for the notary under Ownership Certification.
18. Other comments from Stormwater, Natural Resources, Mapping and Drafting,
Engineering and Poudre Fire Authority are attached. Please note the request to
add a note to the Plat describing the purpose of the two tracts and the requirement
to come„with a P.D:P. in accordance with the Land Use Code.

3. The Final Plan does not meet Section 3.2. 1 (E)(1)(d) which requires the following:
"Visual integration offences or walls: providing plant material in conjunction
with a screen panel, arbor, garden wall, privacy fence or security fence to avoid
the visual effect created by unattractive screening or security fence."
The perimeter fence needs landscape treatment on the north and east. This .
comment was raised during review of the P.D.P. and the response was that the
applicant does not want to run irrigation out to these areas. The problem of
remote irrigation can easily be solved by either running surface PVC pipe and
sprinkler heads or by hand watering. This is done frequently in parks and open
space areas that do not have a lot of active use. Neither piping materials nor
water supply should be a problem for this particular applicant. This criterion must
be addressed.
4. Please add one of the following two general notes, whichever applies:
A. Roof -mounted mechanical equipment will be totally screened from Snead Drive.
B. Ground -mounted mechanical equipment will be placed behind the perimeter
masonry wall or solid fence.
Please be aware that since the site sits lower than Fairway Estates, any roof -mounted
equipment may visible from the adjacent residential properties. If so, extra screening
material may be needed.
5. Please provide a detail as to what exactly constitutes a "6' solid fence."
6. Please revise general note number one by deleting the first clause. The note
should simply read: "The Building will be provided with an automatic fire
extinguishing system."
7. Please revise general note number six to reflect the latest estimated schedule.
8. Please revise general note number seven. The light source should be high
pressure sodium, not metal halide. High pressure sodium is ideal for areas that
are not actively used by the public such as storage yards. High pressure sodium
will match the City of Fort Collins public street lighting thus reducing conflict in
lighting styles in the immediate vicinity. High pressure sodium is far more energy
efficient than metal halide thus saving the District's rate payers operational
expenses. Finally, since the site is located in between two County subdivisions,
each with low levels of lighting, high pressure sodium would be less intrusive
since it has less glare than metal halide. Both general note seven and Sheet 4 of 5
should be revised accordingly.

Dear Linda:
Staff has reviewed the request for Final Compliance for the Fort Collins — Loveland
Water District Office Building and offers the following comments:
1. The masonry wall along Snead Drive has moved closer to the property line. This
results in two signficant problems:
A. The Public Service Company will not allow their gas line to be behind the wall.
The wall must be shifted to at least as far back as the back of the easement.
B. The shifting of the wall has decreased the landscaped setback area along Snead
Drive including the loss of three Tartarian Maples. A six foot masonry wall of
that length that close to a public roadway is unacceptable. The P.D.P. was
approved with a landscaped setback area with three ornamental trees. Therefore,
Staff finds that the Final Compliance Plan is not in compliance with the approved
P.D.P.
2. The architectural elevations include changes that remove the pitched roof
canopies and column supports at the entry. The use of the color green on the
canopies is deleted. Ground -level windows on the west elevation are deleted in
favor of smaller windows located well above the pedestrian scale. Brick accents
are deleted. Instead, the building now features a totally flat roof, flat canopies,
red "striping" and less interest at the street level. Consequently, Staff finds that
the building, with the new architectural elevations, is not in compliance with the
approved P.D.P. Please refer to Section 3.5.3 (D) (6) (a) and (b) which states:
"Base and Top Treatments. All facades shall have (a) a recognizable "base"...
and (b) a recognizable "top" consisting of cornice treatments, other than just
colored "stripes" or "bands" with integrally textured materials such as stone or
other masonry or different colored materials or sloping roof with overhangs and
brackets, or stepped parapets."
