b) After revising the site/landscape plans, please make sure the minimum species
diversity is provided in accordance with Section 3.2.1(D)(3) of the Land Use Code.
c) According to Section 3.2.1(E)(4)(b) of the Land Use Code the parking lot perimeter
must include elements that achieve a minimum height of 30 inches. Such
landscaping needs to extend a minimum of seventy (70) percent of the length of the
street frontage of the parking lot and any boundary of the parking lot exterior
abutting any nonresidential use. Unless, a modification to the standard is applied
for, it appears that re -visions are needed to meet the Land Use Code.
d) Address all visual clearance and sight distance triangle areas per Section 3.2.1(L) of
the Land Use Code.
e) Are any existing trees proposed to be removed? If so, please show these trees
(including species and diameter) on the Site and Landscape Plans and designate
whether they are to remain or be removed. Tree removal and protection notes may
need to be added to the Landscape Plan in accordance with Section 3.2.1(F) of the
Land Use Code. Tim Buchanan the City Forester will need to approve a tree
mitigation proposal for any protected tree to be removed. He will visit the site and
make redlined comments on the mitigation ratios.
2) Please indicate all door colors on the Building Elevations in accordance with Section
3.5.1(G) of the Land Use Code.
3) Provide a detailed lighting plan (spec. sheet for all wall mounted fixtures, if proposed)
,insuring that all lighting apparatuses are shielded down, which meets Sections 3.2.2
and 3.2.4(A) — (D).
4) Verification of the irrigation system connection points to ensure all landscaping is
continuously maintained per Section 3.2.1 [J].
5) Please note all exterior mechanical devises, meters, transformers, et cetera, must be
screened.
Additional comments and the required number of revised plans may be forthcoming as the various
departments and reviewing agencies continue to review this request.
Please provide a written response to each of the above comments with the submittal of plan
revisions and return all redlined documents with plan revisions. Due to the complexity of this
project development plan, a Public Hearing date will be assigned once all comments have been
addressed and revisions have been reviewed.

RE: Riverside Centre
Dear Mr. Hauser:
This letter is in response to plans for Riverside Centre submitted on February 8, 1999. Please
note that staff reviewed your plans and the Planning Division mailed a request for comments to
several public agencies and departments. The City of Fort Collins Land Use Code (LUC) states
that throughout all land use proceedings, the burden to comply with all applicable standards rests
with the applicant. Staff, after reviewing all available evidence and testimony submitted by the
applicant, finds that revisions to the submitted plans dated10/26/98 and 10/31/98 are warranted to
meet the Land Use Code.
The following lists the agencies and departments that responded and the substance of their
comments:
A. Engineering: submitted a response to the checklist that identified the following:
1. Prior to final of plans need original easements, signed with exhibits and etc.
2. Development Construction Permit required for this project.
Comments are attached to this report.
B. Stormwater - comments, redlined utility plans, and a redlined drainage report from the
Stormwater Utility are attached. Please return all redlined documents with plan revisions.
C. Water/Wastewater - comments and redlined plans from Water/Wastewater are attached.
Please return all redlined documents with plan revisions.
D. Current Planning Department: provides the following:
1) The following comments apply to the Site/Landscape Plan:
a) Landscape and utility plans, including street tree locations shall meet spacing
distances according to Land Use Code Section 3.2.1(D)(2)(a) and Section 3.2.1(K).
Unless, a modification to the standard is applied for, it appears that a re -visions are
needed to meet the Land Use Code.
