24. At submittal, a Utility Plan set, prepared by a licensed professional engineer in Colorado,
is required. These plans should show proposed phase lines. Is the property already
platted? If so, include a reference to the approved plat. Will there be a replat to create
Lots 1 and 2? If so, the replat must be included in the Utility Plan set.
25. Any curb cut that exists and not utilized should be closed off. Also, please indicate if
there are any existing driveways across the street. I•Iow are these driveways separated or
aligned with the curb cuts serving the subject property.?
26. A traffic impact study will be required. Please note that ties study requires the analysis of
alternative transportation modes such as pedestrian, bicycle, and transit (Transfort). For
information regarding completing the requirements for a transportation impact study,
please call Eric 13racke, Traffic Engineer, 221-6062.
27. Pedestrian access should be addressed. This comment works in conjunction with the
requirements for handicap access routes. A sidewalk connection to the transit stop will be
required. The site is near Route #9.
28. One bike rack per building will be required.
29. The amount of parking is restricted to .75 spaces per one employee.
30. After Utility Plans are approved, the application will be forwarded to the Director for
Final Review. At this time, the Development Agreement, made between the City and the
applicant, must be in final form and ready for recording. All this follows the
Administrative (Type One) Hearing.

15. The site is located in the Spring Creek Drainage Basin. The storm drainage fee in this
basin is $2,175 per acre, prorated based on the amount of onsite detention, the amount of
impervious surface, and the runoff coefficient. A submittal must include a Drainage
Report, a Grading and Drainage Plan, and an Erosion Control Plan.
16. Onsite stormwater detention is required. Please note that stormwater retention is not
allowed.
17, The site and surrounding area were developed prior to a storm drainage system being put
in place to serve the properties feeding into the "Pitkin Outfall" located behind Winnelson
and Poudre Plastics in the 1600 block of Riverside Drive. Consequently, there are
challenges in getting developed storm flows to the outfall. There is a storm drainage
easement on the northeast side of the site that is designed to carry flows southeast to the
Pitkin Outfall. This easement is 30 feet wide and should be located and shown on future
' sketch plats. Generally, storm drainage eat:ementc cannot be oneroachod upon. This may
impact site planning.
13. Since the aforementioned easement serves upstream properties, the Drainage Report must
demonstrate how upstream storm flows can be passed through subject property. Mite
storm flows may need to be analyzed. This may require a concrete drainage pan rather
than a grass swale.
19. The quality of the stormwater runoff is a regulatory area that is not yet addressed by the
City Code but soon will be. Depending on when the site develops, the applicant may be
required to implement "best management practice" to pro -treat stormwater prior to
conveyance downstream. This may involve something as "low -tech" as extended

21. Please be aware that Riverside is flat and does not drain very well into the Pitkin Outfall.

+ 5. The site will be served by the City of Fort Collins Water and Wastewater Utility. There is
a 12 inch diameter water main in Riverside that is available to serve the site. There is an
crbht iiicn diameter sanuary sewer main that is ether in Riverside or located on the subject
property within an easement that is available. If located on the property, then it must be
within a 30 foot wide easement so that there is a 15 separation on either side.
6. Each building is required to have separate water and sewer services.
7. Plant investment fees (tap fees) and raw water acquisition fee will apply. Fees are
assessed at the time of building permit issuance. The landscape plan must conform to the
water conservation standards. For fltrther information, please contact Roger Burlington,
Water and Wastewater Engineer, 221-6681.
8. The site is zoned "I," Industrial. The land uses being contemplated for this site would fall
under the category of Administrative Review. Please review the list of allowable land uses
in the zone so you are familiar with those that are reviewed administratively and those that
are reviewed by the Planning and Zoning Board.
9. There are requirements for building orientation, building setback, number of parking stalls,
connecting walkways, and landscaping that are described in Articles Three and Four of the
Land Use Code. In some instances, the sketch plan does not comply with these

set tip with the City to discuss how best to achieve the objectives of the Land Use Code
within the constraints of the site. If the Code cannot be satisfied, then a modification will

MEETING DATE: September 22, 1997
ITEM: 1450 Riverside Drive - Multi -tenant, Light Industrial

LAND USE DATA: Bequest to construct three buildings for multiple, light industrial
tenants at 1450 Riverside Drive. Site is 2.8 acres in size. Total
leasable square footage is estimated at 33,000 square feet. Site is
located on the north side of Riverside Drive, west of Montgomery
Street. Building would be steel with masonry fronts_
COMMENTS:
1. The site will served by the City of Fort Collins Light and Power Utility. Both single and
three phase power are available. The closest source of electricity is an existing oval vault
at northwest corner of the property. Normal site development charges will apply. These
fees are based on square footage of the lot, linear front footage along Riverside, and the
amount of power needed. An estimating worksheet is available from Light and Power.
2. A Commercial One ("C-1 ") Form must be completed by an electrical contractor to
determine entrance capacity.
The location of the electrical transformer must be coordinated with the Light and Power
Utility so that it is accessible yet screened from public view along Riverside. The
transformer must be within ten feet of hard surface. Screening may be by a sufficient
amount of landscape materials or by a solid enclosure meeting the minimum clearance
specifications.
4. Street trees (deciduous shade trees) along Riverside must kept a minimum of 40 feet from
streetlights. Ornamental trees may be planted in this area but kept 15 feet away from
streetlights. For further information regarding electrical service, please contact Bruce
