Pursuant to Division 2.2.2 (Article 2, page 13) a neighborhood meeting will not be required prior to the submittal of this development application. d. Copies of the submittal requirements for various development applications are attached. e. Copies of the current Development Review Fee and Building Permit Fee schedules are attached. The proposed layout that was discussed at conceptual review does not comply with the City's Land Use Code. Building placement, landscaping (parking lot islands, etc.), vehicle backing conflicts, and vehicle circulation conflicts need to be addressed as well as any other applicable Code requirements. Please contact Mike Ludwig at 221-6206 with any questions regarding these comments. 8. Transfort stated that there is an existing public transit route along Riverside Avenue. Please contact Gaylene Rossiter. at 224-6195 with any questions regarding this comment. 9. The Stormwater Utility offers the following comments: a. The site is located within the Spring Creek Drainage Basin. The Stormwater Development Fee for this basin is $2,175 per acre, subject to a runoff coefficient reduction. Stormwater Development Fees will only apply to any newly created imperious surface area. b. Drainage and erosion control reports and plans are required and must be prepared by a professional engineer registered in the State of Colorado. C. If any offsite easements are needed, they must be submitted with the drainage and erosion control reports. Project Development Plan (PDP) submittals require letters of intent from offsite land owners. Final Plans will require the easements to be in a final form acceptable to the City, contingent on Final approval with all signatures except for the City Manager. The City Manager will sign them if Final approval is granted. d. The largest drainage issue will likely be obtaining offsite easements. However, it appears that most of the offsite land my be City owned. Obtaining an easement from the City is usually less difficult than dealing with private property owners. The release rate, if controlled by onsite detention, will not be as big of an issue as the increase in volume of runoff. The Natural Resources Department stated that offsite easements will need to be reviewed for their impact on storm drainage release into the Poudre River. Please contact Rob Wilkinson at 221-6288 with any questions regarding these comments. 11. The Current Planning Department offered the following comments: a. The I, Industrial District is described in Division 4.23 of the Land Use Code (Article 4, pp. 134-141). Industrial District Land Use Standards are listed on page 140. Industrial District Development Standards are listed on pages 140-141. b. General Development Standards are described in Article 3 of the Land Use Code. In the event of a conflict between a standard or requirement contained in Article 3 and Article 4, the'standard in Article 4 shall prevail. 4. The Building Inspections Department stated that the proposed buildings must be equipped with automated fire suppression systems or separated into fire contained sections of less than 5,000 square feet. Building Inspections cautions the applicant that printing inks are a flammable liquid. The storage and use of the printing ink must comply with the fire code (an automated fire suppression system may be required). An automated fire suppression system would allow the storage of greater quantities of printing ink. All buildings must be designed in accordance with the Fort Collins Non -Residential Energy Code. All buildings must have an accessible route of travel to the public sidewalk. Such access should not cross vehicular drives or parking. The Water and Wastewater Utility stated that there is an existing 12" water main in Riverside Avenue and an 8" sanitary sewer in an easement along the north edge of Riverside Avenue. The location of landscaping must be coordinated with the sewer along the front of the property. Water and Sewer Plant Investment Fee's (PIF's) and water rights will be due at the issuance of building permit. Water Conservation Standards for Landscaping and Irrigation will apply. The Street Oversizing Fee is currently $7,292 per acre for Light Industrial Uses and $14,583 per acre for Office/General Commercial Uses. Please refer to the attached Building Permit Fee Schedule for the street oversizing.. fees for additional land use categories. Please contact Matt Baker at 221- 7732 to discuss any pro -rating of these fees. b. Please contact Eric Bracke at 221-6062 to schedule a Transportation Impact Analysis scoping meeting. The Transportation Impact Analysis must address vehicular, bicycle, and pedestrian volumes and levels of service. C. The proposed access points should align with access points on the south side of Riverside Avenue. d. Standard Utility Plans and a development agreement will be required. The Transportation Planning Department stated that bike racks must be provided equivalent to 5% of the total of vehicle parking spaces. COMMENTS: 1. The Zoning Department stated that the property is located in an I, Industrial District. Each of the proposed uses are permitted subject to administrative (Type 1) review. The layout proposed at the Conceptual Review meeting does not satisfy the requirements of the new Land Use Code such as the building orientation .development standard for the I -Industrial District (see Division 4.23(E)(1)(a) on page 140 of Article 4). Commercial printing services would qualify as a light industrial use which allows a maximum of 0.75 parking spaces per employee (see Division 3.2.2(K)(2)(a) on page 28 of Article 3). The Parks and Recreation Department stated that no Neighborhood or Community Parkland fees will apply to this development as there are no residential uses proposed. A transformer location.must be coordinated with the Light and Power Utility. A single transformer should be shared by the'buildings on this site. It must be located within 10 feet of a paved surface.
