Box 580 Fort Collins, Colorado 80522-0580 Dear Mr. Shepard: A potential schedule conflict may prevent my attending the September 10 hearing on project 625 East Harmony Road, #27- 28, but I do wish to voice my opinion. I very much oppose the proliferation of these ugly communica- tion towers on sites that are so completely exposed to view. The eyesore on the nearby fire station may have set a prece- dent, but that does not excuse additional cluttering of the skyline in this vicinity. I realize this may provide an easy source of money for the church, but placing these towers on top of a very unattractive building is only adding insult to injury. When I served on the Harmony Corridor Advisory Committee a primary goal of our mission was to assure that the corridor would be an aesthetically pleasing gateway to the city. This can scarcely be achieved by placing unsightly commun- ication towers in plain view from this major roadway. If these communication towers are absolutely necessary let us at least keep them out of sight from our primary thorough- fares. Sincerely /yours, / Harold M. Collins P.Q. Bay. 590 Ft. Collins, CO 80522-0580 Dear Mr. Shepard: This letter is in regard to the project known as 625 East Harmony Road — Wireless Telecommunication Equipment, #27-98. The proposal involves a request to locate wireless telecommunications antennas on the roof of the Front Range Baptist Church, along with a satellite dish. The Fairway Estates Property Owner's Association adamantly opposes this request. In the past several years our neighborhood has been absolutely assaulted on every front by development projects approved by the City. Our lakes have been filled with trash from parking lot runoff, our streets have become through -ways for cut -through traffic seeking to avoid the overcrowded intersection of College Avenue and Harmony Road. Now, we're being asked to submit to a flock of antennas atop already unattractive structures for the benefit of private industry. The proliferation of these antennas and satellite dishes should concern every resident of Ft. Collins --and the city government as well. You can paint them any color blue you want, but they're still obvious, they're still ugly, and they still certainly don't fit in with what the City supposedly embraced as the Harmony Corridor strategy of creating an attractive, uncluttered gateway into the city from I-25. We were not advised or asked when the Poudre Fire Authority added a huge section to the top of their communications tower at Station 5, which is in our subdivision. Maybe they didn't have to ask, but it would have been at least been common courtesv to consult with us, as we have tried to be good neighbors to the fire department personnel who work there, including inviting them to our July 4`h picnics, along with their families. Maybe the addition to that tower was absolutely necessary to maintain adequate emergency service capability, and if so, we accept that, in spite of the ugliness of the structure. But to continue to accept more and more of these eyesores just to benefit private industry is the wrong thing to do. There are many- other ways these telecommunications companies can achieve the infrastructure they need without creating additional visual clutter along the Harmony Corridor. We ask that this request be denied. The antennas are setback from the west edge by 60 feet and from the east edge (Boardwalk Drive) by 65 feet. Therefore, the antennas are closely centered within the roof envelope. (3.) 3.8.13 {C) (3) - Color: The color of the antennas will be "horizon blue" which is a color designed to blend into the background of the sky. (4.) 3.8.13 {C) (3) - Screening: The roof -mounted equipment is screened by an existing parapet wall that is integral to the architecture of the building. All other standards are non -applicable. 2. FINDINGS OF FACT: In review and consideration of this request, Staff makes the following findings of fact: A. The proposed three antennas are whip antennas for paging services and are defined as wireless telecommunications equipment. These types of antennas are 1.5 inches in diameter and only 15 feet and six inches in height. Therefore, these types of antennas are less obtrusive than antennas for P.C.S. or cellular telephones. B. Wireless telecommunications equipment is permitted in the H-C, Harmony Corridor Zoning District. C. The proposed equipment would be roof -mounted and screened by an existing parapet wall and two gables on the north elevation. D. The proposed equipment meets the applicable standards of Section 3.8.13 {C) of the Land Use Code. RECOMMENDATION: Staff finds that the request to mount three whip antennas for paging services on the roof of the Front Range Baptist Church is in compliance with the City's Land Use Code. Staff, therefore, recommends approval of 625 East Harmony Road (Front Range Baptist Church), Wireless Telecommunications Equipment, (Pagenet) Administrative Review, #27-98. 625 East Harmony Road (Front Range Baptist Church) Wireless Telecommunications Equipment (Page Net) Administrative Review, #27-98 September 10, 1998 Page 2 COMMENTS: LAND USE: A. Definition The Land Use Code defines "wireless telecommunications services equipment" as any equipment used to provide wireless telecommunication services, but which is not affixed to or contained within a wireless telecommunication services facility (monopole or tower), but is instead affixed to or mounted on an existing building or structure (or substantially similar replacement structure) that is used for some other purpose. Provided, however, such equipment shall also mean a ground- mounted (or roof - mounted) base station used as an accessory structure that is connected to an antenna mounted on or affixed to an existing building. B. Zoning The site is zoned H-C, Harmony Corridor. Wireless telecommunications equipment is permitted in this district subject to administrative review. Section 3.8.13 of the Land Use Code permits wireless telecommunications equipment to be attached to or mounted on any existing building or structure located in any zoning district in the City. Wireless telecommunications equipment shall not, however, be permitted to be attached to or mounted on any residential building containing four or fewer dwelling units. C. Standards The request meets the following applicable standards for wireless telecommunication equipment as found in the Land Use Code under Section 3.8.13: (1.) 3.8.13 {C} (3) - Height: The proposed antennas are 15 feet and six inches above the height of the structure, as measured from the top of the parapet wall. This exceeds the standard by six inches. As mitigation, however, there are two gable features on the north elevation of the roof and the antennas are only six feet and eight inches above these two gables. Since the antennas are situated between these two gables, the full exposure of the 15 feet six inch height will be limited, for both east and west traffic on Harmony Road. Staff, therefore, finds that the additional six inch exposure is extremely limited and that the height standard is satisfied. ITEM NO. Each antenna would be a single pole, 1.5 inches in diameter and 15 feet and six inches in height, as measured from the top of the parapet wall. There is no ground -based equipment associated with this request. Request also includes a four foot wide diameter satellite dish. The site is located at the southwest corner of East Harmony Road and Boardwalk Drive. The site is zoned H-C, Harmony Corridor.
