forwarded to the applicant.
This completes the staff comments at this time. Additional comments will
be forthcoming as they are received from City departments and outside
reviewing agencies.
The project has been scheduled for an administrative public hearing in
front of an Administrative Hearing Officer on Thursday, January 28,
1999, in Conference Room 281B at 281 North College Avenue. There are
two items on this hearing agenda and the meeting will begin at 6:30 p.m.
The number of copies of each revised document to be submitted is
defined on the attached Revisions Routing Sheet. Please return all red -
lined plans and reports with your revisions when they are submitted to
the Current Planning Department. The aforementioned comments
must be addressed in a timely manner to enable this item to stay on
the scheduled administrative public hearing agenda.

The following comments/concerns were expressed at the weekly Staff
Review Meeting on December 30, 1998:

7. Some of the drainage calculations need to be redone.

8. The necessary sight distance easements need to be on the Site and
Landscape Plans
9. The Site and Landscape Plans should be consistent with the utility
plans regarding curb returns, easements and utilities locations,
etc.
10. The necessary oil & sand separator must be shown on the Site and
Landscape Plans.

11. Show the existing transit stops in the area along Midpoint Drive.
12. A vehicular & pedestrian connection to the north and east should
be provided.
13. The fence as shown along the east and south property lines must
be moved out of the utility easement, right up to the property lines.
14. The trash enclosures should be made large enough to contain a
recycling bin.
15. Is a HAZMATS Analysis required for the proposed uses? Will any of
the users be using hazardous materials?
16. There is an earthen berm shown along the northerly side of
Building A on the Site Plan that is not shown on the grading plan.
Why is this?
b. Will Building A share the trash enclosure with Building B?
Only one trash enclosure is being shown on the Site and
Landscape Plans. Please show a trash enclosure detail and
elevation.
C. An additional tree is needed at the easterly, or rear side,
property line for Building A.
d. A trash enclosure detail should be provided on the Site,
Landscape, or Building Elevation plan.
e. The maximum parking standards will apply. Even if the
parking on Lot 15-A, Building A meets the land use standard,
the addition of Phase 1 parking on Lot 15-B, Building B might
not when added to the parking on Lot 15-A. Installation of
that parking may have to wait until Phase 2, Building B is
constructed.
f. Trees are needed in the landscape setback area along the
southerly property line adjacent to United Van Lines.
Dg It appears that Building B does not comply with the "full tree
stocking" standard in the LUC.

Staff has reviewed your revisions for the PROSPECT INDUSTRIAL
PARK, LOT 15, Project Development Plan - #28-98 that were
submitted to the City on December 2, 1998, and is offering the following
comments:
A copy of the comments received from Susan Peterson of U.S. West
is attached to this letter. Please note that the 6' CEDAR SHADOW„�i
BOX FENCE SHOWN ON THE SITE PLAN MAY NOT BE PLACED IN
THE UTILITY EASEMENT. IT SHOULD BE ON THE PROPERTY
LINE OR AT THE INSIDE EDGE OF THE EASEMENT.

2. Kim Kreimeyer, the City's Natural Resources Planner, offered the
following comments:
a. Trash enclosures should be designed to include recycling (see
attachment).
b. A general note should be added to the Site Plan indicating a
HMIA, Hazardous Materials Impact Analysis, should be done
if any of the proposed uses use hazardous materials.
3. Representatives of the Zoning Department offered the following
comments:
a. If "service areas" are intended as outdoor storage then solid
screening is required per Section 3.5.1(J) of the Land Use
Code (LUC). "Shadow Box" fences may not be allowed.
