Project Description: The Project is a new 5 story 150,000 SF building that will house Larimer County's Assessor, Board of County Commissioners, County Clerk, Information Management Services, Natural Resources, Planning and Building, Public Works, Treasurer, and Veteran Services departments. The new building is on the same site as the previous County Courthouse, which presently houses many of these departments. The new building will be constructed leaving the existing building operational until the new building is complete. The departments will then be relocated to the new building and the existing building demolished. The goal is to provide for the county's space needs for these departments through the year 2010. The $21.8 million project is to begin construction in May of 2002, with final completion scheduled to occur in December of 2003. The site is located in the historical district of Fort Collins. Upon competition the site will provide for approximately 125 parking spaces for visitors and county vehicles. The design solution for this project was developed to respond to the historical fabric of the project's surroundings. The building also takes design cues from the surrounding region. Materials for the building include a rusticated ashlar stone base, made from the re -use of the stone from the facade of the existing County Facilities building. The majority of the building will be constructed of red brick that ties the building back to the historical downtown district. The building is also highlighted by metal accent panels that combine with the brick to represent the design philosophy that the building is founded in history but also looks to the future of Larimer County. Day -lighting and energy efficient design concepts will also be incorporated into the new Administration Building. These include high windows to allow natural daylight deep into the spaces, high efficiency low E glass, user controlled light switches to turn off certain exterior edge light zones when not needed in the day time, occupancy sensor light switches in certain rooms to shut lights off when a space is not occupied, indirect light fixtures that allow a lower foot-candle level to achieve higher quality lighting, and task lights where needed. All these lower energy requirements for lighting allow for smaller air handler units and smaller sized ducts for the building. This building will be more efficient than the requirements of the City of Fort Collins Energy Code. Another distinct feature of the building is the County Commissioner's Hearing Room. The hearing room will be provided with capabilities for audio-visual recording of meetings and connections for broadcast of meetings over the local public television station. It is the objective of the project to meet the standards of the local fire protection district. An introductory meeting with the local fire protection district, the Poudre Fire Authority, has been conducted to outline project parameters.
