TITLE. Courthouse Security
SUBJECT: Evacuation Routes
Basement
In the event of fire, the control room will announce evacuation procedures over the radio to all courthouse
security staff and advise evacuation is in progress.
The control room will comas the fire dgwun ru, FCPD.. LCDC and patrol advising them evacuation
procedures are in effect.
Control will contact emergency transportation bus for use.
All inmates in the basement will be moved out the primary evacuation route. That route will consist of
moving inmates into the sallyport area where all will be accounted for. Buses will be parked outside the
door. The doorway will be opened by staff and inmates will be loaded on the buses and moved back to the
Detention Center.
If the primary evacuation route is not available becst, of fire or smoke, the secondary route will be used
Inmates will betaken out the doorway by visitation and lead to the judge parking area where the buses
will be located Boarding will be conducted in that area and inmates returned to the Detention Center.
In either case, head counts will occur at the Detention Center and on the buses to ensure no inmates are
left behind
Inmates located in 1st or 2ndfloor oor Courtrooms
When evacuation orders are received ALL inmates will be taken through the judges exit from the
courtroom and exit the building via the north employee stairwell where a bus will be waiting to receive
Prisoners -
Alternate route for evacuation is to take the prisoners out the front door of the court room and use the
public stairway from the 2nd floor to the first and out the public fire exit. For the 1st floor, leave the
courtroom by the public doorway and leave through the public fire exit.
Inmates located in Courtrooms on 3rd - Sth Floors
Courtrooms located on the northside of the building will follow the same evacuation route as those on the
1st and 2nd floor.
When evacuation orders are received, ALL inmates will be taken through the judges exit from the
courtroom and exit the building via the north employce stairwell where a btu will be waiting to receive
prisoners.
Courtrooms located on the southside of the building will evacuate by taking inmates through the judges
exit fiom the courtroom and exit the building via the south employee stairwell where a bus will be waiting
to receive the prisoners.
Should either of these routes be blocked, the alternate route for escape will be to leave the courtroom
through the public accss to the courtrooms and leave the building by using the public fire escape stairwell
located next to each courtroom nearest the outside wall The buses will be located near both sets of stairs
so either route will take: you near the bus.

In response to Zoning's comment in the 9/23/98 PDP response from the
City, the Architect and the Zoning Department Official agreed upon the
following:
- The City of Fort Collins Land Use Code regulates that handicapped
parking stalls must be twelve feet wide unless the space is parallel to a
pedestrian walk. There are no further stipulations in the Land Use
Code pertaining to handicapped stall size. The Zoning Official agreed
that the ADA (which has further clarification about sizes of stalls
adjacent to pedestrian walks) should be followed. The ADA allows an
eight foot wide stall adjacent to a five foot wide pedestrian walk. The
ADA allows two stalls to share the same aisle. This is what is shown
on the Civic Center Parking Structure drawings. The pedestrian walks
are at the same elevation as the stalls in the parking garage, with
handicapped ramps at the transition to curbed sidewalks. The current
handicapped stall widths meet with the approval of the Zoning Official.

4. We are currently in receipt of a new lighting plan from Light and Power. Sanitary service
exits the building at the loading dock the fire protection, water, and electric enters the
building at the Sally Port Entry. The gas line enters the site at the midblock of La Porte.
Location of the street trees and landscape material will be coordinated with the location of
utilities. Utility separation guidelines will not be used as a means for eliminating street trees.

5(b.) The Sally Port will see peak traffic in the early morning hours as inmates are transported
from the Detention Center to the Courthouse for scheduled court appearances. This is a
function of court docketing but has been estimated to be about two to four 20-person vans
in the morning peak. The return trips will be sporadic and dependent on the progress of
court hearings. The loading function will be much like that of any office building
consisting of routine deliveries of paper products and office supplies, most likely delivered
in van or UPS -sized vehicles. There is no on -premise food preparation (only vending
machine products) and we would not expect any routine tractor -trailer type deliveries.
5(c.) The majority of loading vehicles are expected to be thirty foot (30') straight body delivery
vehicles. They will be required to back in off of Mason St. and when departing will pull
out and turn north on Mason Street.
6. All construction will occur concurrently, see revised plans.
7(a.) See revised plans.
7(b.) The southwest entry opens out into the Park Site. The Park Plan is referenced into the
Revised Site Plan for information only and is subject to a separate approval process by
City Park Planning.

to be a sanitary sewer system.

5(a.) The ramp at LaPorte provides access for parking for 19 judges. Because this is parking of
limited quantity and scope, access to this secured parking will not likely include necessary
vehicular movements straight across LaPorte to the Dairy nor will there be occasion for
access from the Dairy directly to the judge's parking. We have designed the entry using
15' radii, please see revised drawings.

flood resistance to the finished floor elevation of 4985.5 (Blackbolt Survey). Sandbags will
be stored in an immediately adjacent location to provide additional flood resistance above the
18-inches of freeboard provided.
2. See revised drawings, which indicate conveyances of stormwater to the northwest corner of
the site. The existing inlet will be reconstructed to conform to the drainage requirements of
this project. The Howes Street outfall construction project will rebuild the downstream
piping system. Details of this connection are included in the Revised Drainage Report.
3. As agreed in the September 24'h meeting with City Staff, a plate and screen detail will be
added for water quality.
4. 100-year coefficients have been modified for the 1.25 value.
5. An explanation and calculations have been added to the Revised Drainage Report.
6. The retaining wall at the south and west edges of the detention basin has been deleted from
the plan. The interactive fountain is located outside of the detention basin and above the
overflow elevation of the detention basin. The fountain is a recirculating self-contained
system.
7. Coordination has been done.
8. The detention pond will be constructed with initial erosion control and grading
improvements.
9. The grading plan indicates an emergency spillway location north of existing Facilities
Building directing flows east to Mason Street.
10. At this time, there is no design consideration for any immediate future expansion. This site
has been designated as open space and has been calculated as such in the Revised Drainage
Report. If and when the County were to decide to expand the building they would be
required to submit a hydrology analysis.

12. Cross -sections have been added and the model rerun.
13. Revised Drainage Report will address volume condition and provides supporting
documentation.
14. Benchmarks are based on the City Blackbolt System/benchmark and corresponding notes on

3. Bicycle parking will be provided at the southwest corner of Mason Street and LaPorte
Avenue adjacent to the main entry of the Courthouse, at the mid -block of LaPorte Avenue
adjacent to the steps, and adjacent to the vehicle parking lot east of Howes Street. Per our
discussion with Ted Shepard and Cathleen Reavis on Thursday, September 17, each rack will
accommodate 5-10 bicycles.
4. The crosswalk is not included within the scope of this project. Limits of construction will
terminate at the back of curb along Mason Street and LaPorte Avenue as indicated on the Site
Plan. The design will include accessible ramps and accommodate crosswalks at the
northwest corner of Mason Street and LaPorte Avenue to be installed in the future.
LIGHT AND POWER
1. See revised Plat for requested easement.
2. Please refer to revised drawings for detail showing clearances.
3. We agree that a utility coordination meeting would be beneficial prior to the start of
construction. The Design Team will organize this meeting.
4. We are recently in receipt of a new lighting design plan from Light and Power and this layout
has been incorporated into the revised plan.
5. It is our understanding that the expense for the new lighting design by Light and Power is to
be funded by Light and Power. Any existing facilities obstructing new construction will be
removed and/or relocated by this project.
6. As stated above in Item #4, we have received a new lighting design from Light and Power
and the street trees will be located according to the City Standards.
STORMWATER UTILITY
1. Entrances to the lower level of the building will be graded so that an 18-inch freeboard above
the 100-year floodplain is provided. The functions contained in this level include parking for
19 vehicles and daily prisoner holding cells for inmates awaiting court appearances. The
inmates are held in this location temporarily; they do not stay overnight and are directly
supervised by Sheriff's Deputies at all times while in the Courthouse. The Sheriff's
Department has established their operational and emergency procedure policies, (See
Attachment B).
Pursuant to our September 24a' meeting, we will provide temporary measures (i.e. sandbags,
in addition to 18-inches of proposed freeboard above the 100-year floodplain) to provide

1. The building's street address will be located at the north entrance at La Porte Avenue and
Mason Street. Six-inch minimum tall numerals on a contrasting background will be used.
2. Existing hydrant is located at the southeast corner of LaPorte Avenue and Howes Street. The
proposed hydrant is to be located at the midblock of Mason Street on the West Side of the
street north of the Sally Port Entry. We are tying into an 8" main that the City
Water/Wastewater Department felt will provide adequate pressure of 1000gpm. Once
mobilized a pressure test will be obtained.
3. The building will be fully sprinklered. In conjunction will the Larimer County Sheriff's
Department Emergency Operations Plan, the fire alarm will override security lockouts
enabling Fire Department access to the building. A meeting will be scheduled between the
Sheriff's Department, Poudre Fire Authority, Building Department, and the design team to
establish details prior to final design of the operation and design of the systems.
BUILDING INSPECTION DEPARTMENT
1. The building will be designed in accordance with the provisions set forth in the referenced
standards unless otherwise approved by the Building Permits and Inspection Division.
2. The building will be provided with a fully automatic fire suppression system.
3. The building will be designed to comply with applicable provisions of the Fort Collins
Energy Codes unless otherwise agreed by the Building Permits and Inspection Division.
TRANSPORTATION PLANNING
1. The last sentence of Paragraph Two on Page One of the PDP Statements of Planning
Objectives is in reference to circulation patterns within the building envelope. Public
entrances occur at the northeast corner of the building (southwest corner of LaPorte Avenue
and Mason Street) and the entry/exit from the park at the West Side of the building. By
virtue of the location of these two entries, pedestrian access will be focused at the
intersection of Mason Street and LaPorte Avenue. At both the Courthouse and the Civic
Center Parking Structure, means are being taken to preclude a midblock crossing on Mason
Street, i.e. the pedestrian link from the park at midblock of Mason Street has been removed.
On the opposite side of Mason Street at the Civic Center Parking Structure, the planter has
been extended adjacent to the street to discourage pedestrian crossing.
2. The design facilitates the inclusion of a midblock crossing at a future time. However, this is
not included in the scope of this project. The limits of construction will terminate at the
existing sidewalk on the north side of Mountain Avenue.

SPECIFIC DEPARTMENT COMMENTS
ZONING DEPARTMENT
1. Two (2) accessible parking spaces have been included in the parking lot layout. Accessible
parking stalls are eight feet wide with a five-foot wide adjacent access aisle in conformance
with ADA Standards. The parking aisle on the East Side of the parking lot is interrupted by a
planted median. See Revised Site Plan. (Refer to Attachment A)
2. Pedestrian ramps have been included in the Revised Site Plan at vehicle access points.
3. Additional context information has been added to the Revised Site Plan to help clarify the
design intent. The Park Plan is referenced into the Revised Site Plan for information only and
is subject to a separate approval process by City Park Planning. To help the Site Plan read
more clearly, existing conditions are represented on a separate plan see Existing Conditions
Survey by CDS Engineering
4. See Revised Site Plan for dimensions of proposed building envelope and offset from parcel
boundary.

6. Efforts are currently underway to eliminate the microwave tower from the building. If this is
not possible, every attempt will be made to relocate the microwave dishes to a more discrete
location at roof level. However, until this issue is resolved, it will continue to be shown as
originally submitted. The location will be revised as required at the time of the Final Plan
submittal.
7. Remove existing hardscape; existing trees to remain. Drainage for the area will be directed
to the east via a two -foot wide concrete pan adjacent to proposed retaining wall to daylight at
the Mason Street flowline. Pan is required for drainage due to minimal slope. The remaining
area is to be landscaped with irrigated seed.
8. The Park Plan is referenced into the Revised Site Plan for information only and is subject to a
separate approval process by City Park Planning.
