This is part of a masterplan long standing discussion and study regarding the storm drainage system with Storm for the downtown area. It was determined the Civil Engineer will contact Water Bob Smith at the Storm Water Department to ascertain what provisions if department any of this ongoing study are applicable to this Project. 1.11 The City Planner distributed submittal requirements guidelines for the Information ODP, PDP and Subdivision plat submittal requirements to the Architect and Landscape Architect. Larimer County Courthouse Planning Department Meeting #1 PROJECT 9801.000 Date 24-Feb-98 the current Courthouse Basement and First Floors to verify adequate clearance between the building and the lot lines. 1.3 The Facilities Director stated that vacation of all the alleys on Block 31 is Information currently scheduled for both initial reading and hearing dates before the City Council on March 17 and April 1 respectively. 1.4 The City Planner stated that there are no set back requirements in the Information Civic Center sub district and that proximity to the property lines being defined by the City and County will not be a problem as far as set back requirements are concerned. 1.5 The City Planner stated that due to the phased nature of the site development anticipated, he recommended that an Overall Development Plan (ODP) be provided. This is a "bubble diagram" type drawing depicting the projected uses on the site. The City Planner suggested the use descriptions - in accordance with the Land Use Code - be provided but building envelops, areas, and heights are not required. Possible pedestrian and vehicular circulation such as future curb cuts and pedestrian paths should be indicated as they relate to the overall site masterplan. 1.6 The City Planner indicated that it is acceptable to submit the ODP concurrently with the Project Development Plan (PDP). 1.7 Since the Conceptual Review Meeting has already been held for this Project, the next step is neighborhood notice and the Neighborhood Meeting. The City Planner will forward a map of the area adjacent to the Project site which will indicate the area where Land Owner notification is required. The Applicant then will provide mailing labels for each land owner within the notification area for the Planning Department to use in mailing the appropriate notices. The Planning Department will assess a fee of $.50 per name for processing the notifications. Information Information . Hensel Phelps Construction Company Hensel Phelps Construction Company The purpose of this meeting was to discuss the site ownership issues, the limits of consideration for the site subject to planning approval and the initial details of the Planning Department approval process itself for the Block 31 planning effort. OLD BUSINESS None NEW BUSINESS 1.1 The County Facilities Director stated that though the City and the County are in ongoing discussions regarding the actual split of the entire property into their respective ownership it has been generally agreed that the County will retain full ownership of lots 13 through 23 including the full width of the alley west of these parcels and lots 24 through 29. The further division of the remaining property on Block 31 is yet to be determined. 1.2 The Architect recommended maintaining some flexibility in the property delineation as the building design is still fluid and there appear to be areas where the property line may be close to the building. The Facilities Director indicated the agreement between the City and County will maintain some flexibility.
