Staff is committed to prepare a detailed fiscal impact analysis prior to Council
consideration of the involuntary annexation of an enclave. This policy began in -
1999, when the City developed a staff team to estimate the costs and benefits of
annexing parcels of property. The first area evaluated by the staff team was the
S. College enclave area presently being created as result of the Coyote
Ridge/Cathy Fromme Natural Areas annexations.
City Council Direction
City Council affirmed the City's annexation policy at the Annexation Study
Sessions held on August 28 n and September 25'h. At the first study session,
where staff provided a general overview of the history of annexation in Fort
Collins, the majority of Council members gave clear direction that a detailed fiscal
analysis for voluntary annexations is unnecessary. Some Council members
expressly stated that the IGA language supports voluntary annexation as a
means to ensure a compact urban development pattern and more efficient use of
natural resources. There was also a Council consensus that staff -should create
a detailed a -fiscal impact analysis for involuntary enclave annexations, and that
such analysis must be created just prior to Council consideration so that the
numbers are accurate.

This memorandum is a response to Councilman Hamrick's inquiry from the
November 6, 2001 City Council meeting about the City's policy on. the
requirement for financial impact analysis of annexation. requests.
Current City Annexation Policy
Voluntary Annexations
City annexation policy treats voluntary annexations distinctly different than the
involuntary annexation of County enclaves. Historically, voluntary annexations
within the Urban Growth Management Area have not required a detailed
assessment of financial impacts prior to annexation. The primary impact to City
services within most developing areas is typically transportation, a service with
which the City exercises substantial control through the annexation process. In
instances where County roads within the annexation area are substandard, the
City has the discretion of not assuming responsibility for roadway improvements
and maintenance (beyond street patching and snowplowing) until such roadways
are fully improved to City design standards. This position on voluntary
annexations is consistent with the Intergovernmental Agreement policy that the
City will annex properties within the GMA as expeditiously as possible.
