RE: Larimer County Courthouse Offices at 200 W. Oak St., Fort Collins
Dear Rob,
Please review the following summary of parking and traffic associated with replacement of the existing buildings
at 200 W: Oak St. for County offices. This information is provided to support the assumption that the County
does not need to complete a traffic study for the project. Please reference the attached drawing as well.
Traffic Study: In 1998, when the Larimer County Bond Authority facilities projects began, a traffic study was
done in conjunction with the City of Fort Collins called "Civic Center Projects Transportation Impact Study, fort
collins, Colorado, September, 1998". It included:
• Larimer County Justice Center at 201 LaPorte
• New parking garage on Mason St.
• Renovation/replacement of Larimer County Administrative Offices at 200 W. Oak
• New City Administration Building on Mason St.
• Other downtown area projects.
In referencing the traffic study done in 1998, Table 2, Estimated Trip Generation on page 18, the Larimer County
Judicial Center had 290 employees + visitors, and the Larimer County Old Courthouse (200 W. Oak) had 500
employees + visitors. Since the County's 10 year maximum employee count is estimated at 480 for the 200 W.
Oak St. building, the numbers used to evaluate trip generation are on target. We conclude that the traffic study
does not need to be updated for this project.
Description of the Building: The Larimer County administration office building will be constructed in the
parking lot of 200 West Oak. We anticipate completion in year 2003. We project that 310 staff will vacate the
old buildings at 200 W. Oak and the 200 and 212 West Mountain Avenue buildings (owned by City of Ft.
Collins) in 2003 to move into the new building. Approximately 95 staff from other locations will also move into
the new building. The total population at move in is estimated to be 409. The building will be sized to meet a
projected 10 year staff growth of 480.
Description of the Site Plan: 200 W. Oak will have a new parking lot located where the old buildings currently
sit. The new parking lot will have approximately 120 parking spaces, primarily for the public and county fleet
vehicles. There will be a loading dock on the Mason Street side of the building with an access drive for delivery
trucks. The parking lot has two entrances, one on Mason Street and one on Howes Street. Semi -trailer trucks

Plan Summary .
Proposed parking lot contains 126 spaces, including 5 accessible spaces. This is more
than the xx spaces currently provided. Spaces and aisles are designed per current. Lorimer
County Urban Street Standards. Traffic volumes will be dispersed via two way drives on
Howes and Mason Streets, mther than in one location as shown on the existing conditions
map. A single exit will be located on Mason St. for delivery and loading vehicles only.
Drive accesses are located 155' from Oak St. (along Mason) and 200' from Mountain
Ave (along Howes St.). The existing access is 165' from Mountain Ave. On -street
parking will be maintained in current locations except to accomodate drive cuts, and will
be connected to the building by pedestrian paths. All vehicular accesses will function Aug 10, 2001
properly if Mason St, is changed to two way traffic in the future.

III. PROJECT TRAFFIC PROJECTIONS
Development of traffic projections for the proposed Civic Center projects involved the
following steps: estimation of trip generation, development of a trip distribution, and
assignment of traffic onto the roadway system.
TRIP GENERATION
Standard traffic generation characteristics compiled by the Institute of Transportation
Engineers in their report entitled Trip Generation, 6th edition, 1997, were utilized to develop
trip generation estimates for the proposed projects. The trip generation characteristics of the
proposed expansion to the Saint Joseph's School were determined based upon a traffic study
of another private school in FortCollins. The estimated trip generation is shown in Table 2.
A vehicle trip is defined as a one-way vehicle movement from a point of origin to a point of
destination.
TRIP DISTRIBUTION
The overall directional distribution of the site -generated traffic was determined based on the
location of the site within the City of Fort Collins, the existing traffic patterns, and the
proposed land use. The trip distribution used in the traffic analysis is as follows:
- Approximately 15 percent to the north.
- Approximately 10-15 percent to the east.
- Approximately 55-60 percent to the south.
- Approximately 15 percent to the west.
TRAFFIC ASSIGNMENT
Traffic assignment is how the generated and distributed trips are expected to be loaded on the
roadway network. The site -generated trip assignments are shown on Figure 7.

will need to pull across traffic to back into the dock, as is the case in most downtown city docks. The staff will
park in the parking garage on Mason St. and use public transportation. Please see the attached site plan.
