Comn .ity Planning and EnvironmentL ervices Current Planning City of FortCollins December 11, 2001 HAND DELIVERED Larry Timm, AICP Larimer County Planning Director Subject: City Review process for the Larimer County Courthouse Offices Mr. Timm, This letter is intended to clarify the appropriate City review process for the Larimer County Courthouse Offices Project at the southwest corner of Mountain Avenue and Mason Street. On November 20, 2001, Larimer County had referred the Site Plan and building elevations to the City of Fort Collins Current Planning Department for review and comment through the County Referral process. Upon further review of the statutory requirements and the project files of previous Larimer County development submittals, it appears that the County Referral process has been inappropriately applied. The Larimer County Courthouse Offices project is subject to the Site Plan Advisory Review Process as outlined in State statutes. This process is consistent with the review of recent County projects, i.e.- Larimer County Justice Center and the Detention Facility. C.R.S. 31-23-209 requires that the "location, character, and extent thereof has been submitted for approval by the commission" (the City Planning & Zoning Board). The Planning & Zoning Board has sixty (60) days from the date of official submission to review and take action on the application. To meet this time limit, staff has placed the project on the January 17, 2002 Planning & Zoning Board hearing agenda. A copy of the application form, and a submittal checklist with the required application materials identified, is attached for your reference. With seven (7) sets of site, landscape and preliminary building elevations submitted as part of your County Referral, you will be required to submit additional plan sets as noted.
