Answer: The Mason Street Corridor Plan was not reviewed until later in the building design process.
4. Building design and entry location was determined based on functionality within the building. The location of
the loading/receiving area was based on site grade changes as well as the future locations of additional
buildings on the West and South side of the building. The loading/receiving area is also located to allow the
new building to be fully functional prior to demolition of the existing Courthouse.
5. The future buildings will incorporate parking on lower levels. This will replace the parking lot spaces and
accommodate additional parking needed by the future buildings.
6. Were traffic counts done to determine which sides of the site receive the most traffic? This could be used to
determine which sides of the building need high visual versus high functional effect?
Answer: The traffic study was done in 1998 in conjunction with the City of Fort Collins. It evaluated
traffic volumes in the Old Town area. In siting the building the team assumed that the majority of the
employees would enter the site from the direction of the parking garage and public would access the
building primarily from the parking lot.
7. The Civic Center Master Plan was referenced during site planning. The Courthouse property on Mountain
Avenue is the terminus for the mid -block pedestrian spine.
8. Canyon Avenue relates to the south entrance. This brought up the issue of the future of Canyon Avenue.
9. An entry at Mason and Mountain cutting diagonally to the south entrance does not work because Larimer
County cannot gain internal space efficiency needed for large departments.
Conclusion:
Given the statutory requirement for location. and extent review and the associated time frame, the City of Fort
Collins should proceed as scheduled. The next meeting will be a working session with a smaller group, primarily
the architects, designers, and planners from the City of Fort Collins and Larimer County, and Rick Goodale from the
DDA. The purpose of the meeting will be to further explore design possibilities.

Purpose of Meeting:
The purpose of this meeting was to discuss issues relating to the City of Fort Collins Location & Extents Plan
Review of the Larimer County Courthouse Offices Building. Fentress Bradburn Architects and EDAW
representatives presented the building and landscape design. This presentation included detailed descriptions of
site limitations and historical impacts that led to the current design and site location for the building. The City of
Fort Collins Planning Department expressed some concerns regarding building site location and building entry
location. Specific questions or comments that arose during the meeting are listed below as well as answers to
these questions if applicable.
Issue:
1. What are the details of the Riverwalk design? Concern about snow removal if the concrete is textured.
Answer: The concrete will be tinted only not textured so snow removal should not be an issue.
2. What is the orientation of the 1880's Courthouse?
Answer: The 1880's Courthouse tower faced North.
