Modification #1 - relates to our request for a modification of the 25% limit for residential and commercial / retail (office) uses in an E Zoning district. b. Modification #2 - requesting a modification permitting the use of concrete scoring for the purpose of indicating parking lot spaces in the residential courtyard, or if a modification is not technically required, then P&Z's guidance and approval relating to this matter. 4. Proiect Name. Project name is in the process of being changed to eliminate "courtyard" from name. 5. Utilities Coordination. Prior to revision of site plan, landscape plan, and utilities plans, applicant met many times with engineering from power, water & sewer, Public Service, U.S. West, and TCI, and have coordinated utilities placement to meet all Utility's needs. In this process three generations of color coded maps have been produced and are available. Furthermore, it has been concluded that a blanket utility easement will be provided for utilities, storm water, and access. This easement permits utilities to be located anywhere on project site except for specific building envelopes as described on plat and site plan. Letters of approval in this regard have been provided by most utility providers to City of Fort Collins Engineering. 6. Larimer County Canal #2. Buildings have been moved back from the canal and an easement is being given to the ditch company providing them with access on both sides of the canal, such access subject to project requirements for pedestrian access, utilities, easements and storm drainage. 7. Open Space, Courtyard Commons Hardscape, Landscape. Open space and landscape space in the amount of 59% is being provided. This includes wildlife habitat areas along the large Larimer County Canal #2 and well established detention pond. The latter has excellent, well -established wetlands vegetation. Both canal and established detention pond are attractive habitat for birds. Covenants will allow residents access to this open space along ditch and around detention pond for the purpose of enjoying the project's unique natural area, picnics, etc. December 8, 1998 Steve Olt, Project Planner Planning Department City of Fort Collins P. Box 580 Fort Collins, CO 80522 RE: Courtyard Commons - Response to Comments Dear Steve: Most of your comments as per your letter of September 16, 1998 are responded to in our resubmittals of the site plan, landscape plan, utility plans, plat, elevations, and revised Statement of Planning Objectives which are being delivered to you. In addition, we would like to further respond to certain of your comments, as follows: Office Parking. After reviewing the office uses with Peter Barnes and subsequently with Ripley, we have concluded that a maximum of between 90 and 96 parking spaces are allowed. We are providing 75 parking spaces which falls below this maximum. 2. Parking Space Definition in Courtyard. It is our strongest wish that the courtyard portion of the residential project be successful as a pedestrian friendly - vehicle way - pedestrian way - courtyard - landscape area - hardscape area. In addition to other design features, we feel it is imperative to not introduce ugly, white painted parking stall lines into this scored colored concrete courtyard area and the evironment we are creating. Therefore, it is our intention to use variations in the parking lot scoring as our method of defining these parking stalls. 3. Modifications.
