Bob Barkeen
City Planner
Stewart & Associates Response: RE[ has not responded to any of our correspondences to
them.
Department: Water Wastewater Issue Contact: Jeff Hill
Number: 15 Created: 7/6/2004
[ 12/8/04]
[7/6/04] Coordinate landscape and site plan to reflect the same information as shown on the
utility plans.
Architecture West response: So coordinated as requested.
Label the water shut off for the south building as a curb stop and not as a gate valve.
See site, landscape and utility plans for other comments.
Stewart & Associates Response: Revised per comments.
Department: Zoning Issue Contact: Peter Barnes
Topic: zoning
Number: 5 Created: 6/23/2004
[12/2/04] The enclosure has been relocated, but now it's not convenient for the Lot 2
building. The original proposed location was more convenient for both buildings then the
new location is.
Architecture West response: The developer is satisfied that the distance to the trash
enclosure will be sufficient to serve the tenants. It is our understanding that this distance is
not regulated by the land use code and is therefore subject to the discretion of the Owner.
[6/23/04] Only one trash enclosure is shown. Should provide another one for Lot 1
building(s) or relocate the one shown so that it's more conveniently located between the
buildings.
Architecture West response: The developer is satisfied that the trash enclosure is sized to
adequately serve all tenants. It is our understanding that this trash enclosure meets the
requirements of the Land Use Code.
Number: 7 Created: 6/23/2004
[12/2/04] The wording of this note has been changed, but there are still pole fixtures shown
that aren't addressed in the note as to down directional, height of poles, etc. The
specifications for the ground mounted lighting are included in the fixture specification sheets,
the general site lighting notes and the luminaire schedule found on sheet 4. A note #7 has
been added to direct the readers attention to this information on sheet #4
[6/23/041 General Note #6 implies that all exterior lighting will be building mounted, yet there
are pole fixtures shown on the site plan. If there are to be pole fixtures, then the note should
address those as well (i.e., down directional, height of poles, etc). If there aren't going to be
any poles, then remove them from the site plan. This note #6 refers to building mounted
lighting only. An additional note #7 nas been added with regard to ground mounted lighting
and the specifications for such lighting to be found on sheet #4.
Be sure and return all of your redlined plans when you re -submit.

[12/10/04] Please clarify basin areas. See redlined plans.
Stewart & Associates Response: Revised
Number: 49 Created: 12/10/2004
[12/10/04] Please move the proposed trees away from the existing storm sewer as
mentioned in the meeting held on December 8th.
Architecture West response: The street trees on Boardwalk Drive have been moved south
across the public sidewalk to avoid the existing storm sewer.
Topic: Erosion/Sediment Control
Number: 46 Created: 12/10/2004
(12/10/04]
1. The Standard Erosion Control Notes have been revised. Please replace those
currently on the plan with the newer version.
Stewart & Associates Response: Okay
2. The surety calculation from the first submittal does not accurately reflect the
construction on the current phase. Please recalculate.
Stewart & Associates Response: Revised
3. The report states that gravel filters will be placed on the existing area/curb inlets in Lot
1. On the plan, the west bank inlet is indicated as having straw bales. This will not work,
please show a gravel filter here. Also change the note on the plan indicating straw bales
under your heading "BMP NOTES:"
Stewart & Associates Response: Revised BMP Notes and change straw bales to gravel
filters.
4. There must be a project schedule on the plan showing the construction phasing/BMP's
to be used on this project. Please utilize the newly upgraded schedule form (available by
email).
Stewart & Associates Response: Construction Phasing/BMP project schedule was added to
sheet #4.

[12/10/04] No further comments, but a question: Engineering staff mentioned that this
applicant had (at one point) "reached out" to REI to explore the feasibility of completing a
sidewalk connection to the east. Understanding that this would require a small off -site
improvement on REI's property, I am curious as to the status of this possible connection.
Thanks.

[12/2/04] The easement dedicated for the sidewalk on Mason should be a public access
easement rather than a pedestrian access easement.
Stewart & Associates Response: Revised to be public access easement.
Department: Light $ Power Issue Contact: Doug Martine
Topic: Electric
Number: 41 Created: 11 /29/2004
[11/29/04) The developer is encouraged to coordinate location(s) for pad type electric
transformers with Light & Power Engineering (970)221-6700. It appears space for
transformer(s) is limited, so the developer is encouraged to coordinate this as soon as
possible.
Architecture West response: Proposed transformer locations were reviewed and approved
by Alan Rutz in the light and power department.
Stewart & Associates Response: Acknowledged

Topic: General
Number: 44 Created: 12/8/2004
[12/8/04] Is driveway entrance (north side Lot 1) going to function as access to bldg in NW
corner - if so, doesn't seem wide enough for two way traffic.
Architecture West response:This drive is designed as a one-way egress from parking lot to
Boardwalk Drive.
Department: Stormwater Utility Issue Contact: Wes Lamarque
Topic: Drainage
Number: 35 Created: 7/9/2004
[12/10/04]
Please add a flow calculation for the sidewalk chase.
Stewart & Associates Response: Added chase flow calculation to the drainage report.
Number: 36 Created: 7/9/2004
[12/10/04]
A drainage easement is required for the detention pond. The existing drainage easement
needs to be vacated for the part that is in conflict with the proposed building.
Stewart & Associates Response: We have new legals for the proposed drainage easement
and for the portion of the old easement being vacated.
Number: 47 Created: 12/10/2004
[12/10/04] Please request a variance for the detention pond depth being greater than 12-
inches in the parking lot with a valid reason or grade the pond to have only the maximum
depth. Signs stating that depth of detention for those parking stalls would be required if
greater than 12 inches.
Stewart & Associates Response: The only location that the pond depth exceeds 12 inches
is in the FLOWLINE around the water quality control island. The lip of the gutter is at a 12

Staff has reviewed your submittal for BOARDWALK CROSSING, LOT 2, FILING 2 PDP -
TYPE I, and we offer the following comments:
ISSUES:
Department: Engineering Issue Contact: Katie Moore
Topic: General
Number: 21 Created: 7/7/2004
[12/2/04] Due to new ADA requirements, and difficulties encountered with constructing ped
ramps at comers, additional detail and spot elevations are needed for the design of the
corner ramps to ensure ADA compliance.
[717/04] Please provide both directional ramps on the northwest corner of the site.
Stewart & Associates Response: We redesigned the ramps to fit the intrem ramp details
you gave us. We show spot elevations on sheet 4 of our plans. A directional ramp is
provided at the Northwest corner of the site.
Number: 24 Created: 7/7/2004
[12/2/04] Please show all easements on the site plan as well as the utility plan.
[7/7/04] The plat shows a small utility easement off the 30' access road that is not shown on
the plan and may overlap the proposed building. Please show all easements on the plans.
Stewart & Associates Response: The "small utility easement" you reference does not
overlap the building. All easements are shown.
Number: 25 Created: 7/7/2004
[12/2/04] Please show this easement on the site plan.
[7/7/04] Please dedicate a public access easement to the back of the sidewalk on Mason.
Stewart & Associates Response: It is in the process of being dedicated with this project.
Number: 26 Created: 7/7/2004
[12/2/04] Please note that a variance was granted to allow a 10' utility easement along
Mason.
[7/7/04] Please dedicate a total 15' wide utility easement behind the ROW on Mason or
request an engineering variance to that standard (approval of this variance requires
additional time to obtain approval of all utilities).
Stewart & Associates Response: Noted variance on the cover sheet.
Number: 28 Created: 7/7/2004
[12/2/04) There are still areas of the plans needing attention regarding scanability.
[7/7/04] Please review appendix E-10 in LCUASS for the City's scanability requirements for
all plan sheets and revise plans as necessary.
Stewart & Associates Response: Revised areas per your highlighted locations. Thanks.
