JVA Response: Since the structure is very deep, and will be below the new parking lot, the contractor has the option to demo the top, and flow fill the rest. Comment: C0.3 The entire west side of the mh is going to be gone — may want to consider new MH risers in the area JVA Response: Depending on the contractors means and methods, they can either replace the manhole riser or patch the punchout. Comment: C1.0 Future ROW — when is this being dedicated and by which mechanism? JVA Response: This ROW has already been dedicated, notes throughout plans have been edited accordingly, and the old ROW removed. Comment: C1.0 Are you regrading this part of parking lot? JVA Response: No regrading, but the final lift of asphalt will be installed. The topographic information does not precisely match the approximately 2" of final asphalt lift that still need to be constructed. A letter from CSU's MS4 Coordinator will be needed explaining their taking jurisdictional responsibility for this project at time of title transfer. That being said the erosion control report and escrow meet City criteria. Erosion Control Plan has two redlines (perimeter concerns and the outlet structure in the basin needs more protection than just a simple IP) Whitcomb Street and Lake Street. Please describe this maintenance responsibility on the Landscape Plan. 05/31 /2016: Who will be responsible for maintaining the street trees along Whitcomb Street and Lake Street? CSU or City? Comment Number: 5 Comment Originated: 06/16/2016 06/16/2016: Continued: Some of the remaining existing trees appear that they might be suitable for retention? It is recommended that any existing trees that will be retained be marked on the plan as to species, size and condition and also to include appropriate tree protection notes. It appears that one tree is shown for retention along Whitcomb but may not be identified. If CSU would like City Forestry staff to help review this tree or any others contact City Forester for an onsite meeting. 05/31 /2016: Will any existing trees that are suitable be retained on the project? For narrow parkways City Forestry often recommends an ornamental species with upright form. A wider parkway with canopy shade trees seems a preferred option. C3.0 — The Whitcomb/ Prospect curb return is shown as a 20 foot radii. Per standards this can be 25 foot. I thought you had been looking at increasing this radii, did that not work? JVA Response: A 20' curb radii would have encroached too closely to the existing traffic/electrical vault.
