HomeMy WebLinkAboutCOTTONWOOD HOLLOW ANNEXATION & ZONING - 42-98 - REPORTS - INITIATING RESOLUTIONmm A ZZM- NOTICE TO ALL PERSONS INTERESTED: PLEASE TAKE NOTICE that the City Council of the City of Fort Collins has adopted a Resolution initiating annexation proceedings for the Cottonwood Hollow Natural Area Annexation, said Annexation being more particularly described in said Resolution, a copy of which precedes this Notice. That, on December 15, 1998, at the hour of 6:00 p.m., or as soon thereafter as the matter may come on for hearing in the Council Chambers in the City Hall, 300 LaPorte Avenue, Fort Collins, Colorado, the Fort Collins City Council will hold a public hearing upon the annexation petition for the purpose of finding and determining whether the property proposed to be annexed meets the applicable requirements of Colorado law and is considered eligible for annexation. At such hearing, any persons may appear and present such evidence as they may desire. The City of Fort Collins will make reasonable accommodations for access to City services, programs and activities and will make special communication arrangements for persons with disabilities. The intent of the RC -River Conservation zone district is for the conservation and protection of predominantly undeveloped land in the Cache la Poudre River corridor. The main purpose of this District is to accommodate land use functions such as stormwater management, native wildlife habitat, and sand and gravel operations, all of which depend primarily on the continued functioning of natural river systems and are incompatible with urban land development. Planniniz and Zonine Board Hearine The Planning and Zoning Board conducted a public hearing on the annexation and zoning request at its meeting on September 17, 1998. The Board approved the annexation and zoning 4-0, on consent. EXECUTIVE SUMMARY: P_<-Sd O-K-) 6 6 --) The Cottonwood Hollow Natural Area Annexation is approximately 93.3 acres in size, located on the south side of East Prospect Road, north of East Drake Road, west of Interstate 25, and east of Sharp Point Drive. The proposed zoning for this annexation is POL-Public Open Lands zone district and RC -River Conservation zone district. The proposed Resolution states that it is the City's intent to annex this property and directs that published notice required by State law be given of the Council's hearing to consider the annexation ordinance. The hearing will be held at the time of First Reading of the annexation and zoning ordinances on December 15, 1998. Not less than thirty days prior published notice is required by State law. BACKGROUND: The Cottonwood Hollow Natural Area Annexation is approximately 93.3 acres in size, located on the south side of East Prospect Road, north of East Drake Road, west of Interstate 25, and east of Sharp Point Drive. The proposed zoning for this annexation is POL-Public Open Lands zone district and RC -River Conservation zone district. The City of Fort Collins is actively pursuing annexation of any City -owned property that is eligible for annexation. This is a voluntary annexation, located within the Urban Growth Area of the City of Fort Collins. The City may annex property located within the Urban Growth Area Boundary, provided that the property has contiguity with the existing City boundary. The proposed Cottonwood Hollow Natural Area Annexation complies with this requirement. The property has 7,173.57 feet of its total boundary length of 9,135.25 feet (79%) contiguous to existing City limits. This property is currently zoned FA-1, Farming and FA -Farming in Larimer County. The proposed zoning for this annexation is the POL, Public Open Lands Zoning District and RC -River Conservation Zone District. The POL, Public Open Lands District is for large publicly -owned parks and open lands which have a community -wide emphasis or other characteristic which warrant
