Boxelder Sanitation District Easement Use Language
(for Platted Easements Where Sanitary Sewer Will be Installed - to be Included on all Plats)
There shall be no erection or construction of any building or other structure, or any permanent
obstruction, or decrease or substantial increase in ground level, from the finished elevations on this
set of plans, in a manner that will interfere with use of the utility easement or impede access over and
across the easement for purposes of operation, maintenance or future installation, repair or
replacement of an existing or future sanitary sewer.
Landscaping in the area of the easement where a sanitary sewer is installed shall not create
impediments to ingress and egress, nor shall landscaping material be installed or any trees or shrubs
whose height is greater than 2-feet be planted in the easement area that may impinge on the overall
operation and maintenance of the infrastructure placed in the easement. Driplines of all trees shall not
extend over the installed sanitary sewer line(s).
3.
No fence, which may impede access to and across the easement, shall be installed without prior
approval from Boxelder Sanitation District. Any such fence, installed with the Boxelder Sanitation
District's approval, must have gates to allow access to and across the easement of Boxelder
Sanitation District's maintenance vehicles, and must be paid for by the developer or property owner.
4.
Boxelder Sanitation District, which owns infrastructure installed in the utility easement, has the right from
time to time to enlarge, improve, reconstruct, relocate and replace any underground utility lines,
improvements or other appurtenances constructed hereunder with any other number or type of
underground utilities and pipelines, or other structures either in the original location or at any alternate
location or locations within said utility easement.
5.
Boxelder Sanitation District shall have the right to mark the location of its infrastructure by suitable
markers set in or on the ground; provided that permanent markers shall be placed in locations which
will not interfere with any reasonable use of said utility easement.
Boxelder Sanitation District shall have the right to install and maintain a gravel access road within the
utility easement for use by District personnel, equipment and vehicles.

Notes
All sanitary sewer line construction shall conform to the latest Boxelder Sanitation District "Standards
and Specifications for Sanitary Sewer Pipeline Construction and Improvements."
2.
All sewer services shall be minimum 4-inch diameter constructed at a slope of 2% from the building to
the sewer main, unless otherwise specified and approved by the District.
3.
All 6-inch diameter sewer services shall be constructed at a slope of 1 % from the building to the sewer
main.
4.
When groundwater is encountered clay cut off walls shall be installed on the upstream side of all
manholes, in the mid -section of each main line run at intervals not to exceed 300-feet, or as required
by the District. See detail sheets for clay cut-off wall detail.
5.
Field verify invert elevation of sanitary sewer and basement finished floor elevation for gravity flow
prior to constructing foundations.
6.
The Contractor shall schedule a pre -construction meeting with Boxelder Sanitation District a minimum of
one week before construction to coordinate schedules and clarify any additional District requirements.

Contractor shall notify the District's inspector forty-eight hours prior to start of construction.
8.
Contractor shall be responsible for coordinating field locates of all existing utilities prior to any
construction.
9.
Service connections to structures require an elder valve (sewer shut-off valve) and a cleanout. Elder
valves must be installed upstream of the cleanout and a minimum 3-feet from any wall, overhang or
other structure that might limit access to the valve. Elder valves may be purchased from vendors in
Fort Collins, Colorado.
10.
All construction shall be inspected by District inspector prior to backfill.
For off -site sewer line manholes: Manhole rims shall be set flush with the surface when within an
all-weather access roadway, rims shall be set 6-inches above grade if they are not within an all-weather
access roadway.

Building Permit Pre -Submittal Meeting
Pre -Submittal meetings are offered to assist the designer/builder by assuring, early on in the design,
that the new commercial or multi -family projects are on track to complying with all of the adopted City
codes and Standards listed below. The proposed project should be in the early to mid -design stage
for this meeting to be effective and is typically scheduled after the Current Planning conceptual review
meeting. Applicants of new commercial or multi -family projects are advised to call 416-2341 to
schedule a pre -submittal meeting. Applicants should be prepared to present site plans, floor plans,
and elevations and be able to discuss code issues of occupancy, square footage and type of
construction being proposed.

Energy Code Use

List Coffeetree as Expresso Kentucky Coffeetree - Gymnocladus dioica'Expresso'
Use around 15 fewer Chinkapin Oak and around 15 fewer Texas Red Oak. Change these
approximately 30 street trees to Shademaster honeylocust. Market availability of these oaks has been
low.
Change the eight Spring Snow Crabs in the median in Mexico Way to Thunderchild Crabapples.
Consider for any lot that does not have a street tree in front due to a street light location using
Chanticleer Pear, which can be planted 15 feet from the light.

information to support if all drainage can be captured by these pavers or if an inlet should be
proposed at the interface of the alley and the right of way to catch any excess drainage.

Needed prior to Hearing: 06/10/2014: We will need a letter of intent from the owners of the property
regarding the off -site grading/construction easement that will be needed to construct Mexico Way and
for the additional right of way to be dedicated for Mexico Way. Additionally, if the intent is to annex
Mexico Way into City of Fort Collins so that City takes over maintenance than we will delay the
finalization of the Development Agreement until Mexico Way is annexed. 05/16/2014: The right of way
dedicated for Mexico Way needs to be 72' to accommodate a Commercial Local and not a Connector
Local as proposed. The existing zoning adjacent to Mexico Way as well as the need for bike lanes to
serve the residential project were some of the reasons for making this determination.
