apply : The site disturbs more than 10,000 sq-ft, therefore Erosion and Sediment Control
Materials need to be submitted. The erosion control requirements are in the Stormwater Design
Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control
Materials Submitted does not meet requirements. Please submit; Erosion Control Plan, Erosion
Control Report, and an Escrow / Security Calculation. If you need clarification concerning this

11/19/2013: GENERAL REQUIREMENTS
The FRCC ITB will be required to meet all code requirements pertaining to a Group S-1
occupancy for repair garages, welding and hot works requirements per Chapter 26 of the IFC,
and clean energy requirements currently part of the 2012 IFC code adoption process,
specifically as they pertain to solar energy. These issues will be addressed at time of building
permit and the project team need only acknowledge this comment during the development
review stage.

A fire lane searing the ITB will be required. Fire lane specifications have been provided for
your reference. I look forward to meeting with the project team in order to meet this need.
061FC 503.1.1: Fire Lanes shall be provided to within 150' of all portions of the building, as
measured by an approved route around the exterior of the building. When fire lanes cannot be
provided, the fire code official is authorized to increase the dimension of 150 feet if the building
is equipped throughout with an approved, automatic fire -sprinkler system.
FIRE LANE SPECIFICATIONS
A fire lane plan shall be submitted for approval prior to installation. In addition to the design
criteria already contained in relevant standards and policies, any new fire lane must meet the
following general requirements:
> Shall be dedicated as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead
clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided with an
approved area for turning around fire apparatus.
> The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside
and 50 feet outside. Turning radii shall be detailed on submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all times.
> Buildings exceeding 30' in height have additional fire lane requirements. Contact the PFA for
more details.

It is unclear if hydrant placement is adequate to meet the needs of this building. Further
discussion is recommended.
11/20/2013: The project should be creating a civil construction plan set that would be a City
approved for construction set. This set should ideally encapsulate both the parking lot portion
and the building(s) as part of the next SPAR process but can be separate plans. The civil
construction set should have grading and any utility information along with City approval blocks.
Any public (City) improvements would have associated notes and details.

If significant existing trees will be impacted by proposed construction utilize a qualified private
International Society of Arboriculture Certified Arborist to evaluate trees and to review all
construction impacts. Tree retention and protection recommendations should be provided to
the design team to incorporate in to the project to adequately protect existing trees. Utilize the
certified arborist to monitor and supervise actual construction that will impact significant trees.

11/04/2013: This appears to be the same location wherein 2002 FRCC Light & Power installed
a transformer for an 800 amp service to a chiller. Electric service to the chiller appears to have
never been installed. The developer will need to coordinate the utility service and transformer
location (do either need to be relocated?). An Electric Commercial Service information (C-1)
form will need to be completed by the developer. Electric development and system
