Floodplain:
The site is included on the FEMA FIRM Panel No. 08069C0983H, revised May 2, 2012.
According to this document, the site is completely within Zone AE; base flood elevations
determined, special flood hazard areas (SFHA's) subject to inundation by the 1% annual
chance flood. The site is generally located between the BR (BFE4931) and BS
(BFE4933) stations. The highest BFE for this parcel has been calculated to be 4932.3 feet
(NAVD), as referenced in FEMA Flood Insurance Study, 08069CV003D, Larimer
County, Colorado, and Incorporated Areas, Volume 3 of 4, Community No. 080101,
revised February 6, 2013, Flood Profiles Cache la Poudre river, Sheet 186P. The finished
floor elevation of the building has been set 2 feet above the highest BFE for the parcel, in
accordance with Larimer County Standards. A preliminary elevation certificate has been
provided to provide evidence of existing conditions on this site, and a final elevation
certificate will be provided upon completion of the proposed building. A Hazard
Mitigation Plan has been provided to show all of this information.
Traffic:
We have performed a comprehensive Traffic Impact Study prepared by Kellar
Engineering dated May 5, 2016. The study concludes that the proposed Advance Auto
Parts Store will be able to successfully meet Larimer County's requirements and not
create a negative impact upon the local and regional traffic system.
Please find as part of this submittal all of the material listed in the Site Plan Checklist. I

or special events anticipated for this store. The hours of operation at a typical Advance
Auto Parts are from 7:00 AM to 9:00 PM Monday through Saturday and 8:00 AM to 8:00
PM on Sundays. Most often there are 8-10 people employed by store, with 3 or more in
the store at any time, depending on store volume.
Site Plan:
The Site Plan has been prepared in accordance with the Larimer County Site Plan Review
Submittal Requirements, dated September 2015. The specific features of the site meet all
the requirements of Section 6 of the County Land Use code including setbacks, parking
ratios and landscaping requirements.
The Site Plan includes all of the required project, applicant, owner and site information.
The existing and proposed site improvements are shown and labeled, and the neighboring
parcels and right-of-way are included.
Full access to the site will remain off of the Frontage Road. Customer parking is located
to the north and west of the building with customer access located at the north storefront.
Emergency and truck traffic circulation will also be to the north and west of the building.
No right-of-way dedication is proposed with this development.
Infrastructure/ Utilities:
The building will be served by the existing Water and Sanitary services to the property. A
new Fire Line will be needed to serve the proposed sprinkler system. Existing on -site
Power and Telephone services will be modified as required to serve the new user.
Drainage:
in the current condition, the northern portion of site generally drains north toward the
frontage road and the southern portion of the site drains south across the neighboring
property toward the Cache La Poudre River. The site impervious value in the existing
condition is 87%. The site impervious value in the proposed developed condition is 59%.
Due to the decreased runoff in the developed condition compared to the existing
condition, stormwater detention is not proposed for this project.
The developed drainage design for the site aims to maintain the existing drainage patterns
while providing onsite water quality treatment. Runoff from the 2-year storm event will
flow across grass buffers before leaving the site and runoff from larger storm events will
flow offsite undetained in the historic condition. There are no known public drainage
facilities existing in this area.
The developed drainage design for this site will improve conditions for this parcel as well
as for neighboring properties. There will be less runoff from the site due to a significant
increase in landscaped area and onsite water quality features will treat the reduced runoff
before it leaves the site in the historic pattern. A Drainage Conformance Letter has been
provided with detailed information on the existing and developed drainage conditions
along with supporting calculations and exhibits. An Erosion Control Plan has also been

RE: Proposed Retail Project located at 1401 E. Mulberry St., Fort Collins,
Colorado located in the NW '/4, Section 18, T. 7 N., R. 68 W., 6t° P.M., County of
Larimer, State of Colorado.
We are submitting for Administrative Site Plan Review for a new retail project located at
1401 E. Mulberry St., Fort Collins, Colorado ("Premises"). The Premises is zoned C-
Commercial within the Larimer County Land Use Code. The proposed commercial retail
use requires a Site Plan review process as listed within the Larimer County Land Use
Code. The specific user in our proposal is a new Advance Auto Parts store.
Project Description:
The site is located off the Mulberry Frontage Road South between 12°i Street and Link
Lane. The Site Premises is approximately 0.839 acres or 36,529 square feet. The property
is currently a Used Auto Sales Facility consisting of two small buildings totaling
approximately 2,032 square Feet with the balance of the fully paved site being used for
auto display and storage. The Surrounding properties include United Rentals to the east
and to the west there is an Enterprise Rent-A-Car, an auto body shop and a CAT rental
shop. The new Advance Auto Parts store is compatible with and will also complement
the existing area land uses.
There is an existing full movement access point off the Mulberry Frontage Road South to
the property. The access off of the frontage road allows for the retail customers to access
the site without requiring access off the major street, E. Mulberry St. We are currently
proposing to utilize and reface the existing pole sign located along the frontage of the
property.
The total square footage of the new Advance Auto Parts Building will be 6,912 square
feet The building facades will be constructed with attractive multi -colored split face
masonry with a steel deck roof and will be fully sprinklered as required by code for
buildings exceeding 5,000 square feet. A free standing trash enclosure is incorporated
into the site design. The merchandise truck loading area is identified along the western
side of the building with the actual loading area and delivery access to the building
located at the rear or south side of the parking lot. There are no outdoor display, storage
