I am unable to attend the neighborhood meeting so am submitting my remarks via email. My concern about the Morningstar Long -Term Care Facility has to do with the difficulty turning left on to Horsetooth from Lochwood. This is already a very difficult turn to make because of the volume of oncoming traffic on Horsetooth and because those left -turning vehicles are often blocked by those cars turning left onto Lochwood from east -bound Horsetooth. As a result of this current difficulty, cars pass through Collindale (Preston, Quail Hollow) and turn left onto Horsetooth from Carlton Rd instead (which is a slightly easier turn with a median lane available). With the addition of the new facility, I am concerned that this pass -through traffic will increase unless a traffic solution is implemented to enable cars to more easily turn left onto Horsetooth from Lochwood toward the center of town. I realize that this intersection is very close to the light at Lemay and Horsetooth, but the city really needs to come up with a solution or I believe the traffic in neighborhood with children will increase as visitors will inevitably want to go toward the center of Fort Collins after leaving the facility. I believe that the city said it would do a traffic study of this intersection. What has been the outcome of that study? Hello Ms. Redstone, I am sorry that making a left turn on to Horsetooth from Lochwood Drive is difficult during the rush hours. I do wish we had some method of making it better as well but we do not. It's an unfortunate but typical characteristic of a lower volume street intersecting a high volume street during peak hour traffic. The Assisted Living development proposal could be viewed as a fortunate development choice for the area as they typically produce very little new traffic to area streets. During the morning rush hour they are expected to only contribute about 2 trips to the south bound left turn and 5 trips to that left turn in the evening rush hour. Additionally they are expected to add about 7 new trips to the morning east bound left turn onto Lochwood and about 9 new trips to that left turn in the evening rush hour. That small amount of new traffic is indistinguishable from the existing daily traffic. Those numbers of new trips are over the course of the rush hour, so 9 new trips in 60 minutes equates to about 1 new car about every 6.5 minutes, or if viewed as all 9 vehicles arriving in the last 15 minutes of the rush hour that works out to be about 1 new vehicle every minute and a half. A very low amount of new traffic. I know it's not helping the difficulty you currently experience but it such a small addition that it won't be noticeable from the existing rush hour traffic or even in the traffic outside of the rush hours. The Traffic Operations department does have a Neighborhood Traffic Mitigation Program to assist in neighborhood speeding and/or cut-thru traffic problems. I've cc'd them on this email to have familiarity of the issue if you choose to contact them. A traffic study was submitted with the project proposal and it finds little to no impact to the existing conditions due to the low volume of traffic these types of uses traditionally generate. I've included PDF's of the Trip Generation table (the estimate of the total number of trips the development is expected to generate in 24 hours and also in and outbound during the AM and PM rush hours) and the Site Generated Peak Hour Traffic figure (provides the quantity of new trips (vehicles) the proposal is expected to generate at the Horsetooth/Lochwood intersection and its access drive(s)). The Lochwood and Horsetooth intersection does meet the City's requirement for the addition of a west bound right turn lane from Horsetooth to Lochwood. The project does add a few trips to that left and could be responsible for constructing the right turn lane. The City has discussed the issue and since the addition of the right turn lane would require removing most/all of the large trees by the Schrader's Country Store the City is not inclined to require the right turn lane. The project is only contributing 4-5 vehicles during the rush hours to the lane so it seems unreasonable to
