Hey Jason —
As a follow up to the P and Z worksession yesterday:
Jennifer had a question about it being 'too bad' that Carriage Parkway would end up carrying traffic through the middle
of a neighborhood.
If it's helpful, I can offer some context to that.
Classification: Carriage Parkway is not a local road, and is designated as a collector. It was planned, designed and built
to be a collector roadway. It's shown as a collector on the master street plan.
Access: When it was constructed, and the neighborhood built on both sides, no driveway accesses were allowed onto
Carriage Parkway — because it's a collector. About a year or two ago, there were four lots left that the developer wanted
to build on, and asked to have their driveways come off of Carriage. The County at the time initially denied that, but
through negotiations agreed to allow two shared drives as long as the developer knew and noted that these driveways
would be off of a collector.
Signalization: The signalization of Carriage Parkway and SH 14 was partially based on the fact that it's a collector and
would eventually connect to the south. That was part of the discussion with the neighborhood when they wanted the
signal — we would not have signalized it if it was local roads only.
There may certainly be some people that will be concerned and/or surprised by added traffic once it connects — and
there will be additional traffic. But generally that was the intent, there are no driveways are on the road (except the two
exceptions), the road is constructed to handle it, and the signal at SH14 was installed because of it. This is a little similar
as Lady Moon, or the extension of Trilby through Kechter Farm.
I don't know if that would help Jennifer's concern, but wanted to let you know...
