The Clydesdale Park HOA currently pays approximately $75 per lot to Larimer County for
Stormwater fees associated with the Boxelder Basin Stormwater Authority (BBRSA). Under full
City Stormwater Fees, each lot in the subdivision can be expected to pay approximately $210-$240
depending on actual lot size.
Any phased implementation must start at the current fee level (approximately $75) rather than at $0
which would in effect require that the remaining ratepayers subsidize this development for a period
of time. Should the Council approve an phase in of the fees, it is our recommendation that this be
over a three year period. The resulting per lot fee amounts would be approximately:
$75 initially (year 0)
$125 per lot in year 1
$175 per lot in year 2
$225 per lot in year 3 (adjusted to the actual lot size and fee calculation.
It must be noted that the remaining in funds from the Clydesdale Park PID will not contribute in any
way to maintenance of the storm sewer system but rather only be available for maintenance of the
streets. Therefore this should not be a consideration when determining any modification of the
Stormwater fees.

RE: Clydesdale Park HOA Annexation — Stormwater Fees
Staff from the Utilities Stormwater Enterprise has reviewed the letters from Tom Mills of the
Clydesdale Park HOA requesting modifications to the City Stormwater Fees. The requests included
a reduction in their `rate factor' used to calculate the fees and to have these fees phased in over a
period of five years.
Calculation of Stormwater Fees
The calculation of Stormwater Fees is governed by City Code Chapter 26, Section 26-514
Determination of Stormwater utilityfee. The fee is comprised of three factors; the lot area, a rate
factor determined by the amount of impervious surface calculated as a the Runoff coefficient, and a
base rate set in City Code.
Residential development is considered in the `Light' Category of Development with a runoff
coefficient between 0.31-0.50, meaning 31 % to 50% overall impervious surface. Review of the
development plans and aerial photos confirm that the Clydesdale Park HOA falls within these limits.
This results in a Rate Factor of 0.40. Roadways, driveways, buildings, sidewalks are all considered
impervious surface. The ponds in the HOA are also considered impervious because by being lined
or otherwise holding water, they do not allow for infiltration back to the groundwater. Nothing
about the design or construction of the Clydesdale Park HOA provides any additional reduction of
imperviousness.
Therefore, the Stormwater Utility cannot support any request for a reduction in the overall
Stormwater Fee.
Phase -In Implementation of Stormwater Fees
The second request was for a `phase -in' of the Stormwater fees over a five year period. The only
time this has been approved was with the forced annexation in southwest Fort Collins. We do not
believe there is any justification allowed in the City Code to allow for a phased -in implementation
without a special City Council agreement.
