It is clearly unfair to require Clydesdale Park residents alone to maintain a collector road which is already used by residents of adjacent neighborhoods and which all of the new Fox Grove residents will use. If we are annexed, our understanding is that the City will assume road maintenance responsibilities once it is determined that our roads are up to City standards. Annexation will also provide the City greater continuity in its transportation network. Carriage Parkway is designated on the City -adopted Master Street Plan as a collector street that will eventually be extended south with future development and connect with East Prospect Road. All future portions of Carriage Parkway as it extends south to East Prospect will be within the City limits, and therefore will be dedicated City right of way maintained by the City. The annexation allows the existing portion of the Carriage Parkway collector to also be within the City limits. Therefore, increases in future through -traffic anticipated by the Master Street Plan will no longer be the direct maintenance responsibility of Clydesdale Park residents. Therefore, we respectively request that the City of Fort Collins annex Clydesdale Park into the City. We believe that the City may do this using the Annexation Agreement signed in 2001, so no further formal request process from the Clydesdale Park homeowners is necessary. Box 580 Fort Collins, CO 80522 Subject: Rationale for annexation of Clydesdale Park into the City of Fort Collins Dear Board, Clydesdale Park is currently in the City of Fort Collins Growth Management Area (GMA). In 2009 the City proposed that Clydesdale Park be moved to the Town of Timnath's GMA but that agreement with Timnath is being amended to retain Clydesdale Park in the Fort Collins GMA. The original developer, Clydesdale Park LLC, signed an `Annexation Agreement' with Larimer County in 2001 that gives the City of Fort Collins the power of attorney to annex Clydesdale Park into the City. The development, including the roads, were built to City standards. Many of our residents were told when they bought their homes that we would soon be annexed into Fort Collins, but annexation has not yet occurred. Our residents overwhelmingly want to be annexed into the City of Fort Collins. The Home Owners Association recently circulated a petition to assess support for annexation. The result was that owners of 156 (72 percent) of the 217 lots in Clydesdale Park signed the petition requesting annexation by Fort Collins. We were unable to contact or receive a response from all lot owners during the period of several weeks we circulated the petitions. Therefore, a more telling indication of resident interest is that owners of 90 percent of the lots who responded signed the petition requesting annexation by Fort Collins. Copies of those petitions can be provided to the Board. Annexation will solve a number of problems associated with the Fox Grove residential development which is proposed to be built immediately south of Clydesdale Park. While the Fox Grove property is already in the City, the collector road that will service Fox Grove, Carriage Parkway, is not. Carriage Parkway runs through Clydesdale Park and is currently
