• More telling, owners of 90% of the lots who responded to the petition signed it requesting
annexation.
FIFTH: I've heard three concerns expressed about our annexation.
1. Clydesdale Park is a money pit because our infrastructure is not up to standard
o That's wrong.
o Clydesdale Park was originally built to City standards.
o Roads are up to City standards and have been kept that way by Clydesdale Park
residents though a PID tax on themselves.
o Roadway drainage goes into our common area ponds, so run-off only leaves our
development in extreme rain fall events.
2. The property tax from residential developments doesn't cover the cost of their
services, so we don't want them.
o That rings hollow
o There are lots of residential developments in Fort Collins and many being built
now.
o Fox Grove, a residential development immediately adjacent to Clydesdale Park is
an example. The City annexed that land in 2005 and zoned it residential and it is
in the process of being developed now.
3. The City does not want to go east of I25
o The City is already east of I25
o Examples are Otter Box and other commercial properties near the Mulberry/I25
interchange and several parcels between Mulberry and Prospect which are zoned
residential and industrial.
o So, that concern rings hollow also.
SIXTH: Eventual annexation of Clydesdale Park is to the City's advantage
• The I25/Mulberry gateway will be an important entry into Fort Collins.
• Annexation will give the City more control over development around the forthcoming
I25/Mulberry gateway.
• Annexation will give the City more control over traffic flow near the gateway by
controlling Carriage Parkway, the collector road through Clydesdale Park which will
eventually run between Mulberry and Prospect.
• Annexation will also demonstrate that the City's planning commitment can be counted
on by developers, the County, and home buyers. Without that confidence, the City's
planning objectives will be harder and take long to achieve.
IN CLOSING:
We ask that you approve the movement of Clydesdale Park back into the City's GMA in this
amendment to the IGA with Timnath.

Support for the Seventh Amendment
Of the IGA between Fort Collins and Timnath
City Council, September 2°d
INTORDUCTION
1. Tom Mills. I live in 80524
2. I'm on the on the HOA Board of Clydesdale Park and am speaking for the Board here
tonight.
3. We support this amended IGA between the City and Timnath. It will place
Clydesdale Park back into Fort Collin's Growth Management Area consistent with
the City's agreement with the County.
4. There are several reasons for this support.
FIRST: The original intent was that Clydesdale Park would be annexed into the City
• Developers signed a pre -Annexation Agreement with the city in 2001 when Clydesdale
Park was initiated.
• County required that Clydesdale Park be built to city standards, and County staff tells us
that Clydesdale Park would not have approved development without expectation of
annexation.
• Residents were led to expect annexation when they bought their homes, and their homes
are often one of their largest financial assets.
SECOND: Clydesdale Park is already in the City's GMA on the City website and in the
agreement between the City and Larimer County.
• The current IGA with Timnath is the document which is out of step —and this
amendment will correct that.
THIRD: Clydesdale Park was not treated well in the 2009 IGA between the City and
Timnath.
• We recognize that it is difficult to accomplish community outreach while developing a
mediated agreement.
• Nonetheless, Clydesdale Park residents were treated like a pawn between the two
municipalities.
• We were not consulted or even informed that a decision was made until 9 months after
the IGA was signed.
• This is not transparent government, it is not appropriate citizen engagement.
• That was not up to the governance standards to which Fort Collins strives.
• This IGA amendment is your opportunity to right that wrong.
FOURTH: An overwhelming majority of Clydesdale Park residents wish to be annexed
into Fort Collins.
• The HOA circulated a petition within Clydesdale Park to determine resident interest in
annexation into the City.
• 257 residents and lot owners signed that petition requesting annexation.
