of our roads, Clydesdale Park residents will understandably be very vocal about the
City's failure to follow through on its original annexation commitment.
• Improve traffic flow: Annexation will give the City more control over traffic flow near
the forthcoming I25/Mulberry gateway by controlling Carriage Parkway. Carriage
Parkway is a collector road through Clydesdale Park which will eventually run
between Mulberry and Prospect.
• Control gateway development: Annexation will give the City more control over
development and be able to consolidate property around the forthcoming
I25/Mulberry gateway into the City.
• Demonstrate the City honors its commitments: It will also demonstrate that the City's
planning commitment can be counted on by others. That it can be counted on by
developers, the County, and home buyers. Without that confidence, the City's
planning objectives will be harder to achieve and take long to achieve.
IN CLOSING:
We ask that you approve the initiating resolution to annex Clydesdale Park into the City.

Initiating Resolution to Annex Clydesdale Park
September 2"d City Council Meeting
INTORDUCTION
1. Tom Mills. I live in 80524.
2. I'm on the on the Home Owner's Association Board of Clydesdale Park and am here
speaking for the HOA Board tonight.
3. We support the initiating resolution for annexation of Clydesdale Park. More
importantly, an overwhelming majority of our residents support annexation.
I have already mentioned several reasons in favor of annexation when I spoke in favor of
the amendment of the IGA with Timnath:
• The original intent was that Clydesdale Park would be annexed into the City.
• Clydesdale Park is in the City's GNU on both the City's website and in the signed
agreement between the City and Larimer County.
• An overwhelming majority of Clydesdale Park residents wish to be annexed into
Fort Collins.
• The three concern I've heard don't ring true, because:
o Clydesdale Park's infrastructure is up to standard.
o The City has a lot of residential developments and is adding more.
o The City is already east of I25.
Two additional point:
First: Clydesdale Park residents should not be forced to maintain roads which many other
City residents use.
• Clydesdale Park residents approved a PID tax on themselves to maintain our roads.
• The only access into Fox Grove will be across those Clydesdale Park roads until
sometime in the future when Carriage Parkway is extended south to Prospect.
• It is unacceptable for the City to impose those road maintenance costs on our residents.
• Annexation will place road maintenance in the City's hands where it belongs, as well as
give the City more control over that transportation corridor.
Second: You will see in our letter that we requested a phase in of our storm water fee at the
time of annexation as is permitted by City Code. While we continue to seek that phase in,
we believe that discussion of that topic is best postponed until the I' reading of our
annexation resolution.
Last, let me end with a repeat that our annexation is in the City's interest.
