issues. The Final Plans will have more detail on erosion control measures, cleaning of construction vehicles,
hours of operation, etc.
I have attached the most recent plan, which is consistent with the exhibit that was shown to the Planning and
Zoning Board last April when they approved the density reduction and single housing type (color concept plan
attached). Please let me know if you have questions or concerns regarding the attached PDP plans.
Here are a few notes:
• Please notice that lot 21 on page three of the attached PDP plans shows the rear yard of the lot 21
backing up to the Sunflower lots. I will recommend at the hearing that lot 21 could be chamfered or
notched, similar to what is shown for lots 9 and 10. This would add some additional transitional open
space between the proposed lots and Sunflower. I will ask for the same thing for lots 53 and 54, in
order to make the Carriage Parkway frontage more visually varied. I can't require these changes per
code, but there's a good chance that they will be agreed to if recommended.
• The central pocket park has increased in size from 26,000 sf to about 36,000 sf, and there is additional
open space being provided in the NE corner of the site adjacent to Clydesdale Park lots.
• The plans show only the first phase, with the second single family phase to the west happening
sometime in the future, since the second phase is currently in the Boxelder floodplain. The second
phase is currently proposed as single family lots as well.
Also please note that the annexation schedule is moving forward as anticipated. The Planning and Zoning
Board voted unanimously to recommend to City Council approval of the annexation. The next two dates for
council to consider approval of the annexation are:
Oct. 7: City Council 1" Reading
Oct 21: City Council 2°d Reading

Zora, to the west is Boxelder Creek and its surrounding floodplain/floodway, which made connecting to the frontage
road with an public street not a feasible option. Also, staff had no basis to make them do it, there's no land use code
requirement.
Typically neighborhoods within Fort Collins have a higher level of connectivity, and we require multiple connections
between developments if feasible. This area just east of 1-25 is unique due to some physical constraints, such as
Boxelder Creek, and built constraints such as the Sunflower development to the west. Because all of these
developments were designed and approved in the county, the design and street connectivity is different than what
would have been approved if the developments were reviewed in the city. Sunflower would have likely needed to
provide an additional connection point by extending Sunchase south, and Sunflower would have not been allowed to be
a gated community.

seems to be a more direct route to the subdivision

This is an update to let this group know that the staff review for the Project Development Plans for Fox Grove
is nearing completion, and I have scheduled a hearing for October 15S with a hearing officer to consider
approval of the project. Many of you will be receiving a notice letter in the mail, probably tomorrow. The
notice letter is attached, please feel free to share with your neighbors.
Should the hearing officer approve the Fox Grove plans, the project is appealable to City Council. Please let
me know if you need additional information on that process.
The next step after hearing approval, subject to the review of any appeal, will be the Final Plan / Final Utility
Plans / Development Agreement submittal review phase, which could potentially wrap up by the end of the
