The Coyote Ridge Third Annexation and Zoning complies with this standard since the property
has 2,686.34 feet of its total boundary of approximately 10,589.24 feet contiguous to the existing
City limits. This meets the minimum 1.764.87 feet required to achieve 1/6 contiguity. This
contiguity occurs through a common boundary with the Coyote Ridge Second Annexation. j
The Coyote Ridge Fourth Annexation and Zoning complies with this standard since the property
has 2,935.79 feet of its total boundary of approximately 15,695.10 feet contiguous to the existing
City limits. This meets the minimum 2615.85 feet required to achieve 1/6 -contiguity. This
contiguity occurs through a common boundary with the Coyote Ridge Tl it Annexation.
The Coyote Ridge Fifth Annexation and Zoning complies with this standard since the property
has 5,226.14 feet of its total boundary of approximately 25,121.72,feet contiguous to the existing
City limits. This meets the minimum 4,186.95 feet required;to achieve 1/6 contiguity. This
contiguity occurs through a common boundary with the Coyote Ridge'Fourth,Annexation.
The Coyote Ridge Sixth Annexation and Zoning complies with this standard si&Fthe�property
has 7,976.77 feet of its total boundary of approximately 13,217.68 feet contiguous to th6' sting

Coyote Ridge Third Annexation, and the Trilby Heights SixtkAnnexation.
Outside the Urban Growth Area
The six proposed annexations are locatedjust outside the FortCollins Urban Growth Area (UGA).
According to policies and agreements „betweenb-the City of Fort .Collins and Larimer County,
contained in the INTERGOVERNMENTAL AGREEMENT FORTHE FORT COLLINS URBAN
GROWTH AREA (last amended November 2000)='6e City may annex property outside the UGA,
provided the property is eligible for annexation according to Colorado Revised Statutes (CRS).
Zoning and Analysis
The properties are zoned FA 1 Farnung, I-1 Industrial in Larimer County. The requested zoning
for this:annexation is (POL) Public Open -Lands :Ail areas to be annexed are either part of existing
natural areas, existing road right-of.ways,- or existing Larimer County Landfill property. All
proposed uses are public in nature, and will be a continuation of existing uses for the land. The
property is designated as Rural/Open Lands and Stream Corridors on the Structure Plan, which is
consistent with the proposed zoning of (POL) Public Open Lands.
The Planning and Zoning Board Hearing
The Planning and'Zorung Board recommended approval of the Coyote Ridge First, Second, Third,
Fourth, Fifth, and Sixth Annexations by a vote of 5 to 2 on April 5, 2001.

Lands (POL), which is consistent with the Structure Plan designation of Rural/Open Lands and
Stream Corridors.
Creation of an Enclave
Together, the Coyote Ridge First, Second, Third, Fourth, Fifth, and Sixth Annexations and the Cathy
Fromme Natural Area First and Second Annexations will create an enclave approximately 1,781
acres in size. The majority of the enclave, approximately 1,621acres, will be witlnn the UGA. A
small portion of the enclave, approximately 160 acres, is located outside the UdiThe creation of
this enclave will give the City Council the option to annex this portion of nrbamzed county land
once the enclave has existed for at least three years. Please refer to the attached map titled "Cathy
Fromme & Coyote Ridge Annexations" for a diagram of all the annexations together, and the
affected enclave area._,
As per the Colorado Revised Statutes, the following would

On October 2, 2001, Council unanimously adopted Resolutions Finding Substantial Compliance and
Initiating Annexation Proceedings for each of the Coyote Ridge annexations listed in A through F
above. On November 6, 2001, Council also adopted, by a vote of 6-1, annexation and zoning
ordinances for each of the Coyote Ridge annexations.
This request is for a 100% voluntary annexation. The acreage of the six annexation sites are as
follows:
Coyote Ridge First is approximately 2.5 acres
Coyote Ridge Second is approximately 181 acres
Coyote Ridge Third is approximately 161 acres
Coyote Ridge Fourth is approximately 192 acres
Coyote Ridge Fifth is approximately 325 acres
Coyote Ridge Sixth is approximately 235 acres
All six annexations are publicly owned property. The recommended zoning is Public Open Lands
(POL), which is consistent with the Structure Plan designation of Rural/Open Lands and Stream
Corridors.
