Pre -Submittal meetings are offered to assist the designeribuilder by assuring, early on in
the design, that the new commercial or multi -family projects are on track to complying
with all of the adopted City codes and Standards listed below. The proposed project
should be in the early to mid -design stage for this meeting to be effective and is typically
scheduled after the Current Planning conceptual review meeting. Applicants of new

proposed dry -stacked sandstone wall west of Building 6 that would further potentially
impact the lack of a typical 9' utility easement for the utility providers.

and the buildings along Rosen Drive and Red Willow Drive. Because the entire site is a
blanket easement over Tracts A & B, with the exception of the 25 townhomes, road ROW,

intersection.) The continuation of Corona Drive as a private drive through the property

comments:
1. Please use and submit preliminary pavement sections designs for this project
using current LCUASS Chapter 5 and 10.

and the subgrade on public ROW has been graded to within six inches of final subgrade
elevations.
3. Please revise the road closure on the N-S piece of White Willow Drive at Prairie
Hill Drive to allow for a radius rather than a corner. Suggest a minimum radius of 50
feet.
The civil plans reference the geotechnical report on the Cover Sheet, the General
Construction Notes Sheet, and on the grading plan .sheets. The Geotechnical report
provides for recommended preliminary pavement sections.

The irrigation line and associated easement has been revised to provide for the line and
easement entirely out of the City ROW, with the exception of where the line is required to
cross Rosen Drive and Red Willow Drive.

Rosen Drive not having full right-of-way dedicated to the northern property line boundary

Rosen Drive along with landscaping and trees in the parkway strip.
Due to the irrigation line, the full ROW is not being dedicated We are providing this
sidewalk as requested. ROW will be dedicated as shown on the plat and civil plans to
avoid the irrigation easement and line overlapping the ROW- however, the sidewalk will
terminate at the nearest handicap ramp on the north side of'Rosen Drive so as not to
create a dead end sidewalk further to the west.

04/10/2013: The connection of Rosen Drive out to Timberline Road will need to have
additional widening to Timberline Road north of Rosen Drive to achieve widening out of
the roadway to the curb return heading north. The City Traffic Engineer and City Engineer
were both concerned about the apparent proposal to limit widening of Timberline road to
the northern property line. The vegetation north of the access along Timberline Road
creates a sight visibility concern that needs to be removed in tandem with the road
widening as well as possible grading work to give safer sight visibility for vehicles exiting
Rosen Drive onto Timberline Road. Offsite work on the property to the north (in future
right-of-way) will be needed as a result.
Aspen has provided for the right turn lane in its ultimate location, which allows for two
future southbound through lanes, a bike lane, and the exclusive right turn lane, as shown
in the plans. Aspen has also verified that the sight distance easement is within the
proposed ROW being dedicated with the project and as well as providing for the removal
of all vegetation and other items from the new proposed curb out to the saw cut line,
noting that the sight line falls to the east of the curb line, including the bay taper of the
right turn lane.

04/10/2013: Based on information shown on the grading plan, a letter of intent it needed
for the offsite work occurring on HCT LLC property. Depending on additional design
information along Timberline Road north of the property, the letter of intent may also be
needed to address design of the right turn lane into the site and sight visibility to the
north.
Crown Partners continues to work with the developer to the north to try and obtain a
letter of intent for the offsite roadway improvements and associated grading that extends
beyond the existing ROW, as required by the City. Crowne will provide the LOI to the
City as soon as they receive it.

east side of Timberline Road with the connection of Rosen Drive. No further action is
needed and a variance request is not required.

04/10/2013: The design of the irrigation line as originally submitted with the formal review
is problematic in that it can't be in right-of-way. With subsequent revisions, the running of
the irrigation line behind the sidewalk outside of right-of-way, needs to be fully outside of
right-of-way. The placement of manholes in the sidewalk for instance, will not be allowed.
In addition, the crossing of the right-of-way for the irrigation line will need to be at right
angles (perpendicular) to the right-of-way and cannot be skewed across the right-of-way
as it occurs on the updated drawing. The requirement is to eliminate the placement of
private lines in right-of-way, with the potential exception of private line(s) crossing the
right-of-way at 90 degree angles and then authorized under an encroachment permit.
Further review and comment may result with subsequent designs. The plat will need to

Offsite Timberline Road Profile Design has been completed for approximately 1.560 feet,
which includes offsite design to the north and south and also along the Crowne frontage.
Cross -sections and final spot elevations and cross -slopes will be shown with final design.

property. Aspen has kept the future profile high, as the highest elevation achievable
should be utilized to provide sanitary sewer service for any future development to the

The proposed saw cut / mil line has been shown on the demolition plan and horizontal
control plan and is called out throughout the civil plans. The saw cut line follows the
lane lane or bike lane, as applicable.
